Intra-Service Section 7 Biological Evaluation ..................................... 123 6 Flint Hills National Wildlife Refuge Comprehensive Conservation Plan - September 2000 Executive Summary The Comprehensive Conservation Plan (CCP) for the Flint Hills National Wildlife Refuge (NWR) would serve as a management tool to be used by the Refuge staff and its partners in the preservation and restoration of the ecosystem’s natural resources. In that regard, the Plan will guide management decisions over the next 15 years and set forth strategies for achieving Refuge goals and objectives within that time frame. The management actions presented within this document reflect the U.S. Fish and Wildlife Service (Service’s) efforts to meet the goals of the Refuge Improvement Act of 1997. The goals listed below will guide Refuge management: Goal 1: To restore, enhance, and protect the natural diversity on the Flint Hills NWR including threatened and endangered species by appropriate management of habitat and wildlife resources on Refuge lands and by strengthening existing and establishing new cooperative efforts with public and private stakeholders. Goal 2: To restore and maintain a hydrological system for the Neosho River drainage by managing for wetlands (Map #8), control of exotic species, and management of trust responsibilities for the maintenance of plant and animal communities. Goal 3: Provide opportunities for wildlife-dependent public access and recreational opportunities to include compatible forms of hunting, fishing, wildlife observation, photography, interpretation, and educational activities. Goal 4: To protect, manage, and interpret cultural resources on the Flint Hills NWR for the benefit of present and future generations. Goal 5: To strengthen interagency and jurisdictional relationships in order to coordinate efforts with respect to the Refuge and surrounding area issues resulting in decisions benefitting fish and wildlife resources while at the same time avoiding duplication of effort. Goal 6: Improve staffing, funding, and facilities that would result in long- term enhancement of habitat and wildlife resources in the area of ecological concern and support the achievement of the goals of this Plan and the goals of the National Wildlife Refuge System (System). They are based on unique combinations of geology, physiography, vegetation, climate, soils, land use, wildlife, and hydrology (EPA 2004). Ecoregions are defined as areas having relative homogeneity in their ecological systems and their components. Factors associated with spatial differences in the quality and quantity of ecosystem components (including soils, vegetation, climate, geology, and physiography) are relatively homogeneous within an ecoregion. A number of individuals and organizations have characterized North America on the basis of ecoregions (e.g., Omernik 1987; CEC 1997; Bailey 1997). The intent of such ecoregion classifications has been to provide a spatial framework for the research, assessment, management, and monitoring of ecosystems and ecosystem components. The ecoregion discussions presented in this programmatic environmental impact statement (PEIS) follow the Level III ecoregion classification based on Omernik (1987) and refined through collaborations among U.S. Environmental Protection Agency (EPA) regional offices, state resource management agencies, and other federal agencies (EPA 2004). The following sections provide brief descriptions of each of the Level III ecoregions that have been identified for the 11 western states in which potential wind energy development may occur on BLM-administered lands.

Using these markers, we inferred phylogenetic relation- ships and conducted species delimitation analysis using four delimitation methods: Automated Barcode Gap Discovery (ABGD), TaxonDNA, Bayesian Poisson Tree Processes (bPTP) and General Mixed Yule Coalescent (GMYC). The phylogenetic reconstruction based on the matK gene resolved the relationships between the families and further suggested the expansion of the Lamiaceae to include some core Verbanaceae genus, e.g., Gmelina.

    2019 CFLRP Ecological Indicator Progress Report OVERVIEW Introduction In 2011, the National Forest Foundation convened CFLRP participants to develop a set of national indicators. The resulting five indicators are economic impacts, fire risk and costs, collaboration, leveraged funds, and ecological condition. Data to support these five indicators comes from a number of sources, including the Treatment for Restoration Economic Analysis Toolkit, collaboration surveys conducted by NFF, and the Annual Reports. Projects first reported on ecological indicators in 2014. Since then, the CFLRP staff in the US Forest Service Washington Office have worked with colleagues and partners to review and update to template to make improvements while maintaining a consistent protocol to 2014. The intent of the 2019 CFLRP Ecological Indicator Progress Report is to better understand your progress in advancing ecological outcomes. It is not intended to capture everything about your monitoring activities. To aid you in filling out this report, we recommend that you read the new 2019 Guidance Document. We also recommend that you reference your past Annual Reports and your 2014 Ecological Indicator Progress Reports. For additional help, please email [email protected]. The species has a disjunct but widespread range throughout North America, with eastern and western segregates separated by the Great Plains. In the east, it ranges from Nova Scotia south to Louisiana and west to Minnesota and Missouri. In the west, it ranges from British Columbia to California, east to Utah and Colorado. Although regarded as Globally Secure (G5), national ranks of N? in Canada and the United States indicate some uncertainly about its true conservation status in North America. It is listed as rare (S1 or S2) in 20% of the states and provinces in which it occurs. Floerkea is known from only 11 sites total in New England: three historic sites in Vermont (where it is ranked SH), one historic population in Massachusetts (where it is ranked SX), and four extant and three historic localities in Connecticut (where it is ranked S1, Endangered). The Flora Conservanda: New England ranks it as a Division 2 (Regionally Rare) taxon. Floerkea inhabits open or forested floodplains, riverside seeps, and limestone cliffs in New England, and more generally moist alluvial soils, mesic forests, springy woods, and streamside meadows throughout its range.
