Most recently, after inquiries from the New York attorney general, the company admitted that placement data for multiple campuses had been falsified. The student withdrawal rate for the Associate program is among the highest analyzed by the committee staff and the company also has unusually high rates of students defaulting on student loans. It is unclear that CEC delivers an educational product worth the rapidly growing Federal investment taxpayers and students are making in the company. Company Overview CEC is a publicly traded, for-profit education company headquartered in Schaumburg, IL. Founded in 1994 by John M. Larson, CEC grew quickly by acquiring established schools and making them profitable. The company’s initial focus was on institutions offering business studies, visual design and information technology programs. The first purchases made by CEC were the Al Collins Graphic Design School in Tempe, AZ, and Brooks College in California.1322 In 2003, CEC merged with competitor Whitman Education Group, Inc., gaining control over Sanford-Brown Colleges, Ultrasound Diagnostic Schools (now known as the Sanford-Brown Institute) and Colorado Technical Universities. Today, CEC is the fourth largest for-profit higher education company in the country and has 83 campuses located across the United States.1323 CEC schools offer Certificates as well as Associate, Bachelor's, Master's, and Doctoral degrees in areas including visual communication and design, culinary arts, information technology, business studies and health education.

    Rhode Island Topic List--2020 “Breaking Barriers in History” Topic: Zachariah Allen Zachariah Allen, the son of Zachariah and Anne Allen, was born in Providence on September 15, 1795. He was educated at Phillips Exeter Academy in New Hampshire and graduated from Brown University in 1813. By 1815, Allen was practicing law in Rhode Island, and in 1817 he married Eliza Harriet Arnold. Law was an unsatisfying career choice for Allen, and in 1822 he invested in a woolen factory and became interested in the textile industry. He established the Allendale Mills and the Georgiaville Mills, later to become the Bernon Manufacturing Company. Allen was a manufacturer, but he was also interested in the technology of the textile industry and refined power looms and cloth finishing machines, invented high speed shafting with loose belts and also developed a cutoff valve for steam engines. He worked on fire-proof constructions for his factories and in 1835 he founded Manufacturers' Mutual, a factory insurance company which helped other factory owners develop methods to prevent fires and other disasters in their factories. Allen was also actively involved in the social and political concerns of Providence. He was a member of the Town Council in Providence, he helped introduce fire engines to Providence and organized a committee to establish a free library and natural history museum. He was also active in the development of Roger Williams Park. Allen went bankrupt in 1857, but continued working in manufacturing by managing the Georgia Mills that his brother bought and by helping his son-in-law, William Ely with the Allendale Mills, which Ely had purchased.

SEVIS is a government, computerized system that maintains and manages data about foreign students and exchange visitors during their stay in this country. For more than 50 years, U.S. educational institutions have been required to maintain such information about foreign students studying at their facilities. In the past, this was a decentralized, inefficient, and paper-driven system. SEVIS, for the first time, automates and centralizes this system. SEVIS allows for real-time access to this information and helps students comply with the terms of their visas. Congress mandated that August 1, 2003 be the deadline for U.S. educational institutions with a foreign student population to be certified participants in SEVIS and have information about these current foreign students entered into SEVIS. To date, 5,937 U.S. schools have complied with this deadline and become SEVIS-certified, enabling them to accept foreign students. ICE applauds these schools for meeting this deadline. However, there are still more than 600 U.S. schools that have yet to file applications, or have filed applications late in the process and therefore may not meet the deadline.
