The Registrar, pursuant to section 4.2 of Presidential Directive ICC/PRESD/G/2003/001, hereby promulgates this Information Circular for the purpose of informing staff assigned to field duty stations and implementing Administrative Instruction rCC/Al/2010/001 on Conditions of Service for Internationally-Recruited Staff in Field Duty Stations; Administrative Instruction ICC/ AI/2011/006 on Mobility and Hardship Scheme; and Administrative Instruction rCC/AI/2011/007 on Special Entitlements for Staff Members Serving at Designated Duty Stations. 2. A number of decisions have been made by the International Civil Service Commission (ICSC) and the UN common system Human Resources Network Standing Committee on Field Duty Stations (Field Group). Pursuant to Staff Regulation 3.1, salaries and allowances of the Court shall be fixed in conformity with the United Nations common system standards.     First International Forum on Biosaline Agriculture Laayoune, Convention Center, Hôtel Paradore, May 3-4 2019 RATIONALE: Increased demands on fresh water supplies in arid regions threaten the future sustained availability of fresh water for irrigation and crop production. Currently the quantity of water in these regions are very limited and most of the time are saline. Current climate change predictions indicate that many Desert regions presently irrigated will face increasing temperatures and decreasing rainfall, further aggravating the water scarcity in these regions. The need to increase food production in Desert regions can only be achieved by increased productivity of irrigated lands and/or increased acreage under irrigation. Alternative water supplies as well as more efficient use of existing water supplies are essential in avoiding a food crisis in regions such as the Middle East, North Africa, and to sustain the food production. However, numerous constraints face brackish water use, such as the increase in soil salinity, yield reductions and high cost of agricultural inputs. On the other hand, brackish water could be looked at as an opportunity for irrigation, whether directly, or it could be desalinated or mixed with treated wastewater. BACKGROUND: Following the successful introduction of a new crop by the international Center for Biosaline Agriculture (ICBA) in Dubai, United Arab Emirates (UAE) in Foum El Oued perimeter Laayoune. ICBA has been evaluating the growth and productivity of several field crops proven to have salt-tolerance potential, with the objective of studying their adaptation and yield potential to introduce them to the farmers in marginal and salt affected areas.

Historical presence: the Armilla Patrol The UK has maintained a permanent naval presence in the Gulf region since October 1980, when the Armilla Patrol was established to ensure the safety of British entitled merchant ships operating in the region during the Iran-Iraq conflict. Initially the Royal Navy’s presence was focused solely in the Gulf of Oman. However, as the conflict wore on both nations began attacking each other’s oil facilities and oil tankers bound for their respective ports, in what became known as the “tanker war” (1984-1988). Kuwaiti vessels carrying Iraqi oil were particularly susceptible to Iranian attack and foreign-flagged merchant vessels were often caught in the crossfire.1 In response to a number of incidents involving British registered vessels, in October 1986 the Royal Navy began accompanying British-registered vessels through the Straits of Hormuz and in the Persian Gulf. Later the UK’s Armilla Patrol contributed to the Multinational Interception Force (MIF), a naval contingent patrolling the Persian Gulf to enforce the UN-mandated trade embargo against Iraq, imposed after its invasion of Kuwait in August1990.2 In the aftermath of the 2003 Iraq conflict, Royal Navy vessels, deployed as part of the Armilla Patrol, were heavily committed to providing maritime security in the region, the protection of Iraq’s oil infrastructure and to assisting in the training of Iraqi sailors and marines. 1.1 Assets The Type 42 destroyer HMS Coventry was the first vessel to be deployed as part of the Armilla Patrol, followed by RFA Olwen.

By 2050 over 70% of the global population will live in urban areas. This accelerating urbanization trend is accompanied by an increasing vulnerability of cities to The crisis has put significant strain on municipal services, which have lacked the required resources and capacity to meet the evolving needs both natural and man-made disasters.     A NEW LEPANTHES (ORCHIDACEAE: PLEUROTHALLIDINAE) FROM PENÍNSULA DE OSA, PUNTARENAS, COSTA RICA ISLER F. CHINCHILLA,1–3 REINALDO AGUILAR,4 AND DIEGO BOGARÍN1,5,6 Abstract. Lepanthes is one of the most species-rich genera of orchids in the Neotropics, with most of the species found in medium to high elevation forests and few species in lowlands. We describe and illustrate Lepanthes osaensis, a new species from the very wet lowland forest of Península de Osa, Costa Rica. It is similar to Lepanthes cuspidata but differs mostly in the vinous leaves; smaller sepals; the narrower, bilobed petals; and the smaller lip with triangular blades. Notes on its distribution, habitat, flowering, and conservation status, as well as discussion of a taxon with similar morphology, are provided. Keywords: Lepanthes cuspidata, orchid endemism, Pleurothallidinae taxonomy, twig epiphytes, very wet lowland forest Lepanthes Sw. is one of the most species-rich genera of Jiménez and Grayum, 2002; Bogarín and Pupulin, 2007; Pleurothallidinae (Orchidaceae), with over 1200 species Rakosy et al., 2013) and the continued long-term fieldwork from southern Mexico and the Antilles to Bolivia and by the second author (RA). A possible explanation is the northern Brazil (Pridgeon, 2005; Luer and Thoerle, 2012; marked seasonality between dry and wet seasons from Vieira-Uribe and Moreno, 2019; Bogarín et al., 2020). the north toward the central Pacific, contrasting with Lepanthes comprises plants with ramicauls enclosed by the prevailing wet conditions in the Caribbean throughout several infundibular sheaths, named “lepanthiform sheaths,” the year (Kohlmann et al., 2002).
