It is one of the oldest banks in Poland, actually the 10th largest in terms of assets. It is operating under the brand name Citi and it is owned by Citigroup. In the early years of the 20th century, the bank was the largest private bank in Polish lands and one of the few leading financial services institutions to trade with Russia and Western Europe. The bank made a significant contribution to the construction of the railway network and major industrial plants in the Polish Kingdom. The bank did not stop its activities during the World War II, but only liquidated its branches in the areas annexed by Germany. After 1945, it became the main Polish foreign correspondent bank, and in 1964 it received the official monopoly on Polish foreign trade transactions. In 1997, the bank went private. In 2001, Bank Handlowy merged with Citibank Poland SA. Currently, its largest shareholder is Citibank, with 75% of the shares with voting rights.

    9 listopada 2020 r. Przegląd adekwatności wskaźnika bufora innej instytucji o znaczeniu systemowym Komisja Nadzoru Finansowego („KNF”), na podstawie przepisów ustawy z dnia 5 sierpnia 2015 r. o nadzorze makroostrożnościowym nad systemem finansowym i zarządzaniu kryzysowym w systemie finansowym i po uwzględnieniu opinii Komitetu Stabilności Finansowej, potwierdziła identyfikację dziesięciu banków jako innych instytucji o znaczeniu systemowym (O-SII). Na tej podstawie KNF zdecydowała również o zmianie lub utrzymaniu wysokości wskaźników bufora O-SII. KNF identyfikuje O-SII zgodnie z wytycznymi Europejskiego Urzędu Nadzoru Bankowego z dnia 16 grudnia 2014 r. (EBA/GL/2014/10). Proces odbywa się w oparciu o wielkość podmiotów, ich znaczenie dla gospodarki Rzeczypospolitej Polskiej i Unii Europejskiej, znaczenie działalności transgranicznej oraz ich wzajemne powiązania z systemem finansowym. Zgodnie z powyższymi wytycznymi w procesie identyfikacji O-SII, KNF stosuje wskaźniki obowiązkowe. KNF stosuje również wymieniony w powyższych wytycznych EBA dodatkowy wskaźnik, tj. „znaczenie dla instytucjonalnego systemu ochrony, którego podmiot jest członkiem”. Sposób ustalania wartości bufora O-SII nie podlega harmonizacji w Unii Europejskiej. W związku z tym KNF posiada własną metodykę określania wysokości bufora. Zarówno szczegółowy opis używanych wskaźników, jak i zasady ustalania wysokości wskaźnika bufora innej instytucji o znaczeniu systemowym zostały zaktualizowane w serwisie internetowym KNF we wrześniu 2019 r. (https://www.knf.gov.pl/knf/pl/komponenty/img/Skrocony_opis_metod_sluzacych_ocenie_na dzorczej_przy_identyfikacji_innych_instytucji_o_znaczeniu_systemowym.pdf). Po przeprowadzeniu przeglądu adekwatności wskaźnika bufora O-SII i przeprowadzeniu postępowań administracyjnych, podmiotom, których dotychczasowa kwalifikacja miałaby ulec zmianie, dostarczono decyzje administracyjne wydane przez KNF w dniu 29 października 2020 r. Jeden dodatkowy bank został zidentyfikowany jako O-SII. W przypadku innego banku została zmniejszona wysokość wskaźnika bufora OSII.

While multiple methods exist for evaluation of generic-purpose websites, the appraisal of banking services requires a more sophisticated approach. Multiple factors need to be taken into consideration, revolving not only around technical and usability aspects of the sites, but also considering the economic and anti-crisis factors. Moreover, due to the fact that one of the groups of people interested in banking services assessment are potential clients, which might or might not be technically and theoretically literate, a sustainable approach to banking services evaluation is needed. The main contribution of this paper is a sustainable approach balancing the evaluation accuracy with usage simplicity and computational complexity of evaluation methods. Also, a reference model for banking services evaluation is provided. In practical terms, a set of all significant commercial banking services in Poland is assessed. Last, but not least, a preliminary study of practical applicability of various evaluation methods amongst computer-literate banking clients is performed.
