Since the Committee on Budgets (BUDG) and the Committee on Budgetary Control (CONT), at their vote of 12 November 2020, already confirmed the outcome of those interinstitutional negotiations, as your rapporteurs we are proposing that BUDG-CONT recommend that the Plenary confirms the position of the Council at first reading, without amending it.     Brussels, Wednesday 26th of May To: Mr Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries Mr Thierry Breton, European Commissioner for the Internal Market Mr Frans Timmermans, European Commission Executive Vice-President for the European Green Deal We urge the European Commission to keep its promises and propose a regulatory measure addressing the durability and repairability of printers as well as the reusability of cartridges as part of the forthcoming Circular Electronics Initiative. And we ask that the Commission rejects the proposed voluntary agreement drafted by manufacturers. The Commission's flagship Circular Economy Action Plan, adopted in March 2020, has set out to address the entire life cycle of products and tackle their premature obsolescence notably by promoting the right to repair for ICT products. In addition to mobile phones, laptops and tablets, the Plan has rightfully identified printers as a particularly wasteful product category, and has included a commitment to tackle them by means of a dedicated regulatory instrument “unless the sector reaches an ambitious voluntary agreement” by September 2020. Nearly one year later, the discussions on the voluntary agreement have not yielded any tangible results. Voluntary approaches clearly do not work. We need strong regulatory action now. We are extremely concerned by this situation. Not only because of the negative impacts of short-lived printers on the environment and on consumers but also because we are witnessing promises made being walked back on. Printers are one of the most iconic examples of premature obsolescence. Our analysis of printers in use today suggests that over 80% of them have been in use for less than 3 years, and only about 4% have been in use for 5 years or longer.

    8 marzo 2020 Caro Presidente Sassoli, Ti scriviamo per esprimere la nostra profonda preoccupazione per la diffusione della malattia infettiva causata dal coronavirus COVID-19 in Europa e per richiedere ulte- riori misure di sicurezza per salvaguardare i Membri del Parlamento europeo, il per- sonale e la popolazione locale. Come ben sai, il livello di emergenza legato alla diffusione di questo virus è note- volmente aumentato nel corso delle ultime ore: il numero di casi confermati si sta moltiplicando in molti Stati membri, compreso il Belgio, e sono state confermate nuove aree di contagio. Misure di sicurezza straordinarie sono state adottate dalle autorità pubbliche di tutta Europa e intere aree sono state messe in quarantena. Il numero di casi confermati è in costante aumento in Belgio e a Bruxelles e questa settimana abbiamo riscontrato i primi casi di nuovi coronavirus nelle istituzioni del- l'UE. Sebbene apprezziamo che siano già state adottate misure straordinarie per far fron- te a questa emergenza, riteniamo che la situazione in rapida evoluzione e i maggiori rischi per la salute richiedano ulteriori misure di sicurezza come l'immediata interru- zione di tutti i lavori parlamentari, compresa la prossima sessione plenaria, come misura precauzionale. Il Parlamento europeo, con oltre 5000 persone che vi lavorano e viaggiano regolar- mente tra la loro città natale e Bruxelles, ha il potenziale per diventare un focolaio di trasmissione del coronavirus. Con la presente ti chiediamo di sospendere tutte le attività parlamentari con effetto immediato, fino a quando i rischi per la salute legati alla diffusione del virus saranno sotto controllo.

For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour.     Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.

In Romania, deforestation caused by illegal logging is continuing on an alarming scale. It threatens the last and irreplaceable primary forests in the EU, which are more crucial than ever in the fight against climate change and for the preservation of biodiversity. According to expert estimates, up to two thirds of the EU’s remaining primary forests are located in Romania. Largely untouched areas in the Romanian Carpathian Mountains and the Făgăraș Mountains have survived until today – a European if not global heritage of invaluable ecological value. Some of these forests are also included in the List of World Heritage Sites UNESCO.1 Now, ruthless greed and large-scale corruption are seriously endangering these European natural treasures and the time for protective measures is running out. If no immediate action is taken, the still existing forests will soon be lost forever. Since the launch of the European Commission’s infringement procedure against Romania on 12 February 2020 for failing to establish effective measures against illegal logging2, thousands more hectares were destroyed.

    Letter to EU telecom and trade ministers and to European Commissioners Thierry Breton, Margrethe Vestager and Valdis Dombrovskis We, the undersigned Members of the European Parliament from five different political groups, share a common concern regarding 5G security in Europe and unfair competition between European and Chinese 5G vendors. Therefore, we send this letter to you in preparation of the upcoming informal TTE Council on 15 October, urging you to take action on the points raised. We have learnt from the COVID-19 crisis that maintaining know-how, capacity and some level of independence in critical sectors, including medical/pharmaceutical, food supplies, and utilities, i.e. energy, water and communications infrastructure is indispensable for our survival. In the area of connectivity, COVID-19 has demonstrated how vital fixed and mobile connectivity is to help fight the crisis and to keep the economy and essential services running to the extent possible. The European Commission has, already pre-crisis, launched a number of initiatives to preserve our security and sovereignty, which today prove to be more relevant than ever before. These include a renewed industrial strategy with digitization and connectivity at its heart, increased funding proposals for connectivity, cyber security and AI, the investment screening framework to avoid harmful foreign take-overs of critical EU businesses, trade policy initiatives promoting reciprocity, and more concretely, the 5G security joint risk assessment and toolbox of mitigating measures. 5G is a central element in Europe’s digital sovereignty and the EU 5G security initiative rightly has the aim of safeguarding the security of 5G as a critical infrastructure for Europe.
