Box 2223 Halifax, NS B3J 3C4 January 9th, 2009 Dear Minister Chisholm, In June 2008, your Government announced its commitment to develop a Sustainable Coastal Development Strategy by 2010. We commend the government for taking on this significant initiative. We would like to be formally involved, in a consultative capacity, in the development of the Sustainable Coastal Development Strategy. We are requesting a meeting to discuss mechanisms whereby our input can be formally included in the process. The undersigned organizations support the development and implementation of a Sustainable Coastal Development strategy. Specifically, we expect the Strategy will address the following pressing coastal issues: deteriorating coastal water quality, the destruction of coastal ecosystems and habitats, the loss of marine biodiversity, protection of traditional fisheries, maintaining coastal access, and the vulnerability of our coastal areas to climate change. There is a pressing need for clearer, integrated governance and effective planning that involves the residents of coastal communities. An effective Coastal Development Strategy must result in action on the problems facing our coast. Given the sensitivity of Nova Scotia’s coasts to climate change impacts such as sea level rise, storm surges and accelerated erosion, the province should work with municipalities to reduce the vulnerability of our coastal communities to climate change. Secondly, we expect the Strategy to include federal-provincial-municipal cooperation and coordination on comprehensive land-use planning that addresses coastal issues through use of tools such as zoning, set-backs and the establishment of coastal marine protected areas within consistently applied and enforced regulations.

Mr. Speaker welcomed the guests in attendance, made a few remarks and then introduced the following speakers: Her Honour, the Honourable Mayann E. Francis, Lieutenant Governor of Nova Scotia Hon. Peter MacKay, Minister of Foreign Affairs Hon. Peter Milliken, Speaker of the House of Commons Hon. Rodney MacDonald, The Premier Mr. Darrell Dexter, Leader of the Opposition Mr. Stephen McNeil, Leader of the Liberal Party Her Honour, the Honourable Mayann E. Francis, was first to say a few words on Democracy 250 and was followed in order by the distinguished guests listed above. Born in Glasgow, Scotland, he was the son of the late John and Margaret (Hogg) Allan. He was parts manager for Atlantic Chev Olds and Wood Motors Ford, Halifax, and owned and operated Basinview Motel, Smiths Cove. He was an avid hunter and fly fisherman. He played on a provincial championship rugby and baseball team. He was the last surviving member of his immediate family. Surviving are daughters, Marilyn (Mrs. Andre Vilette), Lower Sackville; Janet (Mrs. David Comeau), Cornwallis; son, John and daughter-in-law Sylvia, River Bourgeois; seven grandchildren; eight great-grandchildren.     Canadian Political Science Review 3(3) September 2009 The Nova Scotia Provincial Election of 2009 Lori Turnbull (Dalhousie University)1 Abstract With over 45% of the popular vote in the provincial election of 2009, the New Democratic Party elected members in 31 of Nova Scotia’s 52 constituencies – enough to form a majority government in the House of Assembly. For the first time in Nova Scotia’s history, neither the Liberals nor the Progressive Conservatives hold power. Given the growing convergence among the parties’ policy platforms, the change in government does not indicate an ideological shift in the province. Instead, it is a signal of general frustration with the two traditional governing parties and a consequent willingness to try something new. Nova Scotia Politics, Pre-dissolution1 On May 4, 2009, almost three years into Rodney MacDonald’s PC minority government, the opposition parties voted down a money bill. The government proposed spending $260 million of Nova Scotia’s “offshore offset” on schools, roads and infrastructure, despite the stipulation in the Provincial Finance Act that this money be earmarked for debt reduction. The plan would have required an amendment to the law, which neither of the opposition parties was prepared to support (CBC News, cbc.ca, May 4, 2009). At the time of dissolution, the governing PCs held 21 seats, the NDP 20 and the Liberals nine. One seat was held by an independent member and another was vacant. From the outset, the consensus was that this election was the NDP’s to lose. Opinion poll data collected by Corporate Research Associates (CRA) shows that public satisfaction with the MacDonald government dropped from 61% in August 2006 to 41% in May 2009 (Corporate Research Associates, May 2006-2009).
