Its global, regional, national, and thematic events have gathered since 2001 millions of participants and thousands of civil society and social movement organisations. Its cosmopolitan vision is built on resistance to the planetary domination by neo-liberal globalisation. This paper unpacks WSF’s cosmopolitan project and reflects on its vision of emancipated individuals, convivial communities, and a just planetary society in harmony with the environment. In its open organisational space, WSF’s cosmopolitan project develops while in the process of political action rather than prior to that. At the same time, power dynamics, ideological cleavages, and pragmatic concerns about organisation and strategy challenge WSF’s ability to pursue its goals. However, it is these internal tensions that make WSF’s cosmopolitan project both more difficult to achieve and more realistic than claims of universal unity among all its participants. Introduction The resurgence over the past three decades of a cosmopolitan discourse is related to, on the one hand, the expansion of market-led globalisation and, on the other, the intensification of social and political mobilisation for social justice. The fall of the Berlin Wall introduced a vision of global unity predicated on the global spread of neo-liberal doctrines. -

His FPRI essays can be accessed here: http://www.fpri.org/byauthor.html#kurth . The final collapse of the Soviet Union in 1991 brought a definitive end to the Cold War. It also brought an end to an international system defined by two superpowers and the beginning of a new global system defined by only one, the United States. The prevailing American ideology of international affairs—its literal worldview—had long been liberal internationalism, and the United States promptly proceeded to reshape global affairs according to its precepts. Now, two decades after its beginning, the global ascendancy of the United States and its ideology seems, to many observers, to be approaching its own end. It is an appropriate time, therefore, to review and reflect upon the course of liberal internationalism over the past two decades and, in particular, to discern what its recent transformation into liberal transnationalism may mean for America’s future. A TALE OF TWO DECADES The 1990s were certainly a good decade for liberal internationalism. It was the era of the New World Order, the Washington Consensus, neo-liberal regimes, humanitarian intervention, universal human rights, global governance, and, of course and most famously, globalization. The greatest military and economic power and sole superpower—the United States—vigorously promoted liberal internationalism. -

There is an increasing need for the systematic examination of these problems, as in recent years the study of world politics has moved from its traditional concentration on relations between sovereign states to a broader conceptualisation of governance above the level of individual states (Rosenau and Czempiel 1992, Held 1995, Zürn 1998). While most scholars would still regard governments as pivotal actors in world politics, there has been an increased awareness that governance functions can be exercised through a variety of institutional forms, and that in certain contexts governments are not necessarily the most important actors. Abstract The most recent wave of globalization in markets, governance, and communications has increased interconnectedness between companies, states, and peoples worldwide. Indicators of structural changes affecting the role and autonomy of the nation-state, outlined elsewhere in this book, range from the proliferation of international NGOs and the expanding power of agencies like the European Union and United Nations, to the rise of multilateral agreements regulating trade, human rights and environmental protection. The sovereignty and autonomy of the nation-state has been eroded, a process that has perhaps gone furthest within the European Union. But how has the public responded to these developments? Many assume that the rise of global governance may have weakened traditional national identities, for good or ill, but skeptics suggest there are few grounds for this belief. To examine the evidence underlying this debate, this chapter focuses on three issues. Has the rise of global governance transformed national identities so that more people have come to see themselves as part of their continent or world community rather then, say, Americans, Russians, or British, or, at a more local level, as Bostonians, Muscovites, or Londoners? How far do the public have confidence and trust in the institutions of global governance, including multilateral associations and international organizations such as the United Nations, European Union, the Organization of African Unity, and ASEAN? And how far do the public support economic policies leading towards greater globalization, such as approving of free trade and labor migration? These issues are important for understanding the public’s response to global governance, as well as for insights into the democratic legitimacy of the new world order. -

Preface The United States’ National Intelligence Council (NIC) and the European Union’s Institute for Security Studies (EUISS) have joined forces to produce this assessment of the long-term prospects for global governance frameworks. This exercise builds on the experience of the two institutions in identifying the key trends shaping the future international system. Since the mid 1990s, the NIC has produced four editions of its landmark Global Trends report. The most recent one, Global Trends 2025: A Transformed World, published in late 2008, noted that momentous change was ahead, with the gap between increasing disorder and weakening governance structures widening. The EUISS produced the first EU-level report on the factors affecting the evolution of the international system in 2006, The New Global Puzzle. What World for the EU in 2025? The report stressed that a multipolar system is emerging and that matching the new distribution of power with new rules and institutions will be critical to preserving international peace and stability. The US and the EU do not always see eye to eye on every issue on the international agenda, but they share fundamental values and strategic interests to an extent not matched by any other partners in the world. -

INTRODUCTION An effective, legitimate model of global governance must strike a delicate balance between national sovereignty and international cooperation. As such, governance on an international level is a constantly evolving discourse among multiple actors whose respective roles and influence vary across time and policy realms. The participation of multiple actors in global governance is widely recognized, but there is considerable disagreement as to the appropriate distribution of power among these participants and the optimal pattern for their interaction. We may never be able to construct an ideal global governance model. But the attempt to create such a model by examining the current needs of individual nations and the international community in key areas, such as global antitrust regulation, plays a critical role in promoting sound public policy. -

The Global Justice and Solidarity Movement and the World Social Forum : a Backgrounder
THE GLOBAL JUSTICE AND SOLIDARITY MOVEMENT AND THE WORLD SOCIAL FORUM : A BACKGROUNDER Peter Waterman he WSF is probably best identified with the recent international wave of protest T known as the 'anti-globalisation movement'. While intimately interrelated with the latter, the WSF is just one emanation of this much more general phenomenon and process. How can these and their inter-relationship be best understood ? It is possible to make a 19th-20th century comparison, with the relationship between trade unions or labour parties on the one hand and 'the labour movement' on the other. But the labour movement, whilst obviously broader and looser than any particular institution, and having international expression, consisted largely of other, primarily national, institutions (co-operatives, women's organisations, publications). The WSF is an essentially international event (or an expanding series of such). And on the other hand, we have an essentially international movement that might not even (yet ?) recognise itself as such. So we are confronted with two new social phenomena — of the period of globalisation, that are both international and global, and that have a novel relationship with each other. The WSF — promoted by an identifiable group of Brazilian, French and other non-governmental organisations, trade unions and individuals — is itself linked organically to the more general movement. This is through an informal Forum event, known as the ‘Call of Social Movements’, which has been attended, and its regular declarations signed, by
