A publication of the National Wildfire Coordinating Group Resource Advisor Guide PMS 313 AUGUST 2017 Resource Advisor Guide August 2017 PMS 313 The Resource Advisor Guide establishes NWCG standards for Resource Advisors to enable interagency consistency among Resource Advisors, who provide professional knowledge and expertise toward the protection of natural, cultural, and other resources on wildland fires and all-hazard incidents. The guide provides detailed information on decision-making, authorities, safety, preparedness, and rehabilitation concerns for Resource Advisors as well as considerations for interacting with all levels of incident management. Additionally, the guide standardizes the forms, plans, and systems used by Resource Advisors for all land management agencies. The National Wildfire Coordinating Group (NWCG) provides national leadership to enable interoperable wildland fire operations among federal, state, tribal, territorial, and local partners. NWCG operations standards are interagency by design; they are developed with the intent of universal adoption by the member agencies. However, the decision to adopt and utilize them is made independently by the individual member agencies and communicated through their respective directives systems. WILDERNESS CHARACTER National Park Service U.S. Department of the Interior Resource Brief Wilderness Stewardship Division Background The National Park Service (NPS) is responsible for the stewardship of 61 designated wilderness areas. Per agency policy, the NPS also manages eligible, proposed, recommended, and potential wilderness. In total, over 80 percent of all NPS lands are managed as wilderness, from Alaska to Florida. Preserving Wilderness Character The 1964 Wilderness Act’s Statement of Policy, Section 2(a) states that wilderness areas “shall be administered... so as to provide for the protection of these areas, the preservation of their wilderness character.” This affrmative legal mandate to preserve wilderness character, and related NPS policy, applies to all NPS wilderness. Wilderness character is a holistic concept based on the interaction of biophysical environments, personal experiences, and symbolic meanings. This includes intangible qualities like a sense of adventure and challenge or refuge and inspiration. Introduction All natural resources, wherever they are found, comprise physical features of the Earth that have economic value when they are in short supply. The supply status of natural resources can be the result of natural occurrences or affected by human degradation or restoration, new scientific in- sights or technological advances, or regulation. The economic value of natural resources can ex- pand or contract with varying environmental conditions, shifting human uses and preferences, and purposeful investments, depletions, or depreciation. It has now become common to characterize flows of goods and services from natural resources, referred to as “ecosystem” (or sometimes “environmental”) services (ESs). The values of ES flows can arise through direct, indirect, or passive uses of natural resources, in markets or as public goods, and a variety of methodologies have been developed to measure and estimate these values. Often the values of ES flows are underestimated or even ignored, and the resulting im- plicit subsidies may lead to the overuse or degradation of the relevant resources or even the broader environment (Fenichel et al. 2016). Where competing uses of resources are potentially mutually exclusive in specific locations or over time, it is helpful to be able to assess—through explicit tradeoffs—the values of ES flows that may be gained or lost when one or more uses are assigned or gain preferential treatment over others. -

Childs Bureau of Business and Economic Research College of Business and Economics West Virginia University June 2005 This report was funded by a grant from the West Virginia Division of Forestry using funds received from the USDA Forest Service Economic Action Program. Executive Summary West Virginia, dominated by hardwood forests, is the third most heavily forested state in the nation. West Virginia’s forests are increasing in volume and maturing, with 70 percent of timberland in the largest diameter size class. The wood products industry has been an engine of growth during the last 25 years when other major goods-producing industries were declining in the state. West Virginia’s has the resources and is poised for even more growth in the future. The economic impact of the wood products industry in West Virginia exceeds $4 billion dollars annually. While this impact is large, it is not the only impact on the state from West Virginia’s forests. Other forest-based activities generate billions of dollars of additional impacts. These activities include wildlife-associated recreation (hunting, fishing, wildlife watching), forest-related recreation (hiking, biking, sightseeing, etc.), and the gathering and selling of specialty forest products (ginseng, Christmas trees, nurseries, mushrooms, nuts, berries, etc.). West Virginia’s forests also provide millions of dollars of benefits in improved air and water quality along with improved quality of life for West Virginia residents. There is no doubt that West Virginia’s forests are a critical link to West Virginia’s future. -

It’s simple - everything is made from Earth’s natural resources: rocks, soil, plants, animals, and water. They can be used in their natural state, or processed, refined and manufactured by people into other useable things. The resources that grow and can be replaced when they die or are harvested, like plants and animals, are called renewable resources. Those that cannot be regrown and replaced, like rocks, soil and water, are called non-renewable resources. All natural resources are valuable and we must use them conservatively. Mineral resources are natural Earth materials that must be mined from the ground. We use them every day, and they are non- renewable. Some are changed very little before they are used, like the rock granite for example, that is commonly used to make kitchen countertops or tombstones. Other mineral resources, like those that contain useful metals, must be processed to extract the metal ingredient. The metal is then manufactured into different parts of a product, like a toaster or a smartphone. Whether you are practicing violin in your room, eating a meal in the kitchen, watching TV in the living room or brushing your teeth in the bathroom, your daily activities use things that come from mineral resources. -

Michigan’s Natural Resources and Environment: A Citizen’s Guide Dear Friend: Michigan is home to an abundance of high quality natural resources which help support a strong economy and offer a wide range of recreational opportunities to all its citizens. The state’s water resources are tremendous, including over 35,000 inland lakes and ponds, more than 49,000 miles of rivers and streams, and over 3,000 miles of coastline on the Great Lakes. Our land resources are also impressive, with fertile soils for agriculture, expansive forest and timberlands, large reserves of oil and gas, and many economically important mineral deposits. During the state’s early years, many of our natural resources were damaged and depleted by reckless exploitation. That trend has been reversed with a series of programs to improve and protect our resources and environment. The Legislature has been particularly active since the 1960s, enacting and support- ing many state programs to manage important recreational resources, control pollution, and protect environmental quality. This Citizen’s Guide provides general information concerning Michigan’s natural resources and the state’s efforts to protect the environment. This Guide explores nine natural resource topics and seven environmental topics of interest to the Legislature and Michigan’s citizens. Each topic is explored with an introduction, brief explanation of benefits or impacts, statement of current problems (if any), and an outline of how the state manages the resource or protects the environ- ment. Most importantly, each section highlights what citizens can do to enjoy and protect Michigan’s natural resources and environment. -

Education Roadmap for Mining Professionals December 2002 Mining Industry of the Future Mining Industry of the Future Education Roadmap for Mining Professionals FOREWORD In June 1998, the Chairman of the National Mining Association and the Secretary of Energy entered into a compact to pursue a collaborative technology research partnership, the Mining Industry of the Future. Following the compact signing, the mining industry developed The Future Begins with Mining: A Vision of the Mining Industry of the Future. That document, completed in September 1998, describes a positive and productive vision of the U.S. mining industry in the year 2020. It also establishes long-term goals for the industry. One of those goals is: "Improved Communication and Education: Attract the best and the brightest by making careers in the mining industry attractive and promising. Educate the public about the successes in the mining industry of the 21st century and remind them that everything begins with mining." Using the Vision as guidance, the Mining Industry of the Future is developing roadmaps to guide it in achieving industry’s goals. This document represents the roadmap for education in the U.S. mining industry. It was developed based on the results of an Education Roadmap Workshop sponsored by the National Mining Association in conjunction with the U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy, Office of Industrial Technologies. The Workshop was held February 23, 2002 in Phoenix, Arizona. Participants at the workshop included individuals from universities, the mining industry, government agencies, and research laboratories. Resource‐Based Outdoor Recreation Activity Definitions Outdoor recreation, broadly defined, is any leisure time activity conducted outdoors. Within the vast range of such a definition lies an almost unlimited number of possible activities, from wilderness camping to neighborhood playground use and outdoor performances. This wide range of activities can generally be subdivided into “resource‐ based” and “user‐oriented” recreation. Resource‐based outdoor recreation is dependent on a particular element or combination of elements in the natural and cultural environments that cannot be easily duplicated by man. In contrast, user‐ oriented recreation can generally be provided anywhere, assuming the availability of space and funds for development. This document provides activity definitions for a narrowed down list of outdoor recreation activities that are commonly provided on Florida’s conservation lands. Generally, many activities not included in this list can be grouped into one of the activity types that utilize the same resource. For the purpose of planning outdoor recreation, some commonly identified activities, such as walking for pleasure have been omitted entirely because of the inability to practically measure and plan for the resources needed to support the activity.
