The British Open Championship will take place on the ground floor inside the Ringside Suite and Concourse rooms. These rooms have a combined area of 1400 metres squared including 672 square metres of pillar free space in the Ringside Suite where mat sports will take place. WKU BRITISH OPEN CHAMPIONSHIPS | 05.05.2019 | WOLVERHAMPTON Terms of booking Early Bird Deadline: 01/02/2020 Pre-registration Deadline: 01/05/2020 Hotel Booking Deadline: 30/04/2020 Entry Fees: Registration made within the Early Bird period will be charged at £20 for the first category (per start) and £15 per category entered there after. Spectator tickets will be charged at £8. Registration made within the Pre­registration period will be charged at £25 for the first category (per start) and £20 per category entered there after. Spectator tickets will be charged at £10. Registration made after 01/05/2020 will be £30 for the first category and £25 per category thereafter. Spectator tickets will be charged at £12. How to register: In order to register prior to the event, a school representative must book online via our website at www.wkuengland.net Fees for registered competitors and spectators can be paid online or in cash on the door. Terms: All entrants are responsible for ensuring that they correctly complete the registration form as the organisers will not be held responsible for errors made by entrants. Any alteration made on the day to entries will be charged an administration fee of £5.00 per category. Competitors under the age of 18 must have the consent of a parent or guardian in order to complete. All competitors must have a valid martial arts licence with a recognised association. Entry Fees will not be refunded if: 1) A competitor makes an incorrect entry selection (e.g. submits an entry for an incorrect category; an adult enters into a children's category; a male competitor enters into a female category). 2) A competitor withdraws from the event; exception being where it is for medical reasons and the reason is supported by medical evidence and collaborated by a professional medical practitioner. 3) A competitor fails to attend the event. 4) A competitor is exempt from competing due to their breach of the relevant competition rules. 5) A competitor is disqualified from the event or a category Entry fees will be refunded if: 1) A category does not have su cient entrants; e.g. only one entrant 2) Due to cancellation of a category by the organisers. 3) Due to cancellation of the event by the organisers. 4) Where, following consultation with the organisers, the organisers see fit to refund the fees. However, this is not without further restriction, as s.70 (2) of the Town and Country Planning Act 1990 requires that the authority shall have regard to the provisions of the development plan so far as material to the planning application and to any other material considerations. Further, section 38(6) of the Planning and Compulsory Purchase Act 2004 requires that determinations of planning applications must be made in accordance with the development plan unless material considerations indicate otherwise. Summary 1.1 In November 2015 the Shadow West Midlands Combined Authority (WMCA) accepted an initial proposed agreement for a West Midlands ‘Devolution Deal’. The Devolution Deal proposed amendments to the governance arrangements for the WMCA and this was agreed by Cabinet 7 March 2016; this amendment being the role of an elected Mayor with specified functions and powers to facilitate devolution. The amendments required a new WMCA ‘Powers and Functions’ Governance Review and Scheme to be produced and consulted upon, and on 2 June 2016 Cabinet resolved to agree the draft Governance Review and Scheme for consultation. Cabinet also resolved that it was satisfied with the content of the West Midlands Devolution Deal. 1.2 The draft Mayoral WMCA ‘Powers and Functions’ Scheme was subject to statutory public consultation held between July and August 2016. The process was effectively undertaken on behalf of the Secretary of State to enable him to make his decision to draft an Order creating a Mayoral West Midlands Combined Authority (MWMCA). 1.3 This report seeks to detail the outcomes of the consultation process (see Appendix 1) on the Mayoral ‘Powers and Functions’ Governance Review and Scheme, including the outcomes of consultations with the relevant Government departments, and provides Cabinet with a draft copy of the West Midlands Combined Authority (Functions and Amendments) Order 2016 (as dated 23.11.16).
