– improving crisis management in the event of a flood – integrating the threat of compromised retention capacity of the landscape into the urban development plans – protection against floods through measures close to nature – improving the retention capacity – support of considerate farming and forestry methods 2. Measure 3.6: Ensuring sustainable energy supply and use

– reducing the energy efficiency of buildings – improving efficient energy management – improving the reliability of the transmission and distribution system – building smart networks for power transmission – improving energy efficiency, reducing energy consumption, etc.

Priority 4: Long-term viability of the disadvantaged parts of the region

1. Measure 4.5: Farming and landscape care

– complex land adjustments as an instrument for more efficient landscape care – improving the retention capacity of the landscape – awareness / better use of best practices in landscape care and cultural heritage – support of regional agricultural production and processing by local food businesses – mitigation of the negative impacts of agricultural production on water quality – restriction of high-quality soil and free landscape occupation, etc.

6 Measures within the SMR Development Scheme 2018 – 2021 Priority 3: Facing environmental issues

1. Measure 3.1: Mitigating the impact of the climate change

– initiating and coordinating activities leading to the mitigation of climate change impacts – supporting the testing of efficient and considerate landscape management methods – improving flood protection measures and strengthening the water retention ability of the landscape – engaging educational institutes into educational activities connected with climate change 2. Measure 3.2: Improving the quality of the environment

– supporting the protection and improving the condition of protected nature habitats – Implementation of the SMR Waste Management Plan 2016 – 2025 – supporting the planting of trees, improving the quality of plants – supporting the elimination of old environmental burdens – improving air quality and reducing noise

7 ACTIVITIES OF THE SMR in the fight against drought Fighting drought in the SMR

• South Moravia is among the regions most threatened by drought in the CR • Supporting measures leading the mitigation of drought and erosion impacts and to the stabilisation of the retention ability of the landscape • A subsidy scheme for the support of surface water management for municipalities and municipality associations in South Moravia was announced in 2017 with an amount of CZK 6 million. 9 List of cadastral districts in the SMR threatened by drought

• Created in 2017 by the State Land Office in cooperation with academic representatives of Mendel University • The indicator is based on three interconnected values: – The gravity of occurance of agricultural drought during the first half of the vegetation season (i.e. April-June)

– The gravity of occurance of agricultural drought during the second half of the vegetation season (i.e. July-August)

– Share of soils prone to drying up in the region

10 Subsidy scheme "Supporting the fight against drought and water retention in the landscape in the SMR" in 2018

• The aim of this subsidy scheme is to improve the technical quality of ponds, small watercourses and small water reservoirs and retention measures to support surface and ground water management and improve water retention in the landscape in the respective location and mitigation of climate change impacts on water ecosystems including the support of erosion protection measures. • The share of the SMR is up to 50%, the minimum subsidy amount is CZK 20,000 and the maximum is CZK 300,000.

• Subsidy recipients: municipality in the SMR, voluntary municipality association, public institute, school and kindergarten, churches and religious societies, small farmers (natural persons or legal entities) doing business in agriculture.

Implementation of seminars – core activity of the SMR Target groups: representatives of municipalities, entrepreneurs from the farming domain, local civic associations, voluntary municipality associations, primary schools, kindergartens A total of 3 seminar rounds during project implementation 1st round in the spring of 2018 2nd round autumn 2018; 3rd round spring 2019 Topics: • climate protection through soil protection systems, • municipal maintenance of trees and plants, • adjustment and maintenance of green infrastructure outside inhabited areas, • possibility of funding green infrastructure and related activities from regional, national and European subsidy schemes → preparation for the 2021 – 2027 period

18 Follow-up project activities

• Pilot and model projects – Implementation on both sides of the border – For example: setting up green areas, planting fruit trees in the landscape, plants for green belts and green roads, soil protection – Follow-up community preparation (until 06/2018) and planting (until 03/2019) under the leadership of SMR local action groups across the region •1000 fruit trees for schools and municipal authorities •750 fruit and non-fruit species for green belts along roads •750 trees and bushes between field boundaries in agricultural landscape •The planting will be set up and monitored in relation to the climate change until 03/2020 and during the sustainability period of 5 years in the project.
