INTRODUCTION

The Ministry of Foreign Affairs, Trade and Integration – Ceremonial and Protocol Office sent as of April 9, 2013, the Corresponding Verbal Notes addressed to Embassies and International Organizations accredited in Ecuador, through which it transmitted the invitation of the National Government, so that the Heads of State and of Government of the friendly nations and other high officials of the International Organizations of which Ecuador is a Party to, attend the Ceremonies of the Presidential Taking of Office of Economist Rafael Correa Delgado, or otherwise accredit Special Missions at the highest level, so that they can accompany the Ecuadorian Head of State in the above mentioned ceremonies, in which case such Special Missions must be accredited with a Verbal Note, directed by the respective Embassy or Representation of the International Organization, to the Protocol Office of the Ecuadorian Foreign Affairs Ministry.

With the purpose of ratifying the above official invitation, the letters of invitation signed by President Rafael Correa directed to the respective Heads of State and Government and those of the Foreign Affairs Minister to the Representatives of International Organizations will be sent through the Ecuadorian Embassies abroad and the Foreign Embassies accredited in Ecuador, as the case may be.

This Operations Manual has the purpose of providing to the Special Foreign Missions invited and to the Diplomatic Missions, the basic information relative to the ceremonies and events planned within the PRESIDENTIAL TAKING OF OFFICE, to be held in the Republic of Ecuador, on Friday, May 24, 2013.

The Operations Manual presents information relative to protocol and logistic aspects that correspond to the acts and ceremonies programmed from May 22 to 24, 2013.

Likewise, general information is included regarding the Republic of Ecuador and the city of Quito.

As an annex to the Operative Manual, are incorporated the forms that must be duly completed in capital letters on line at the electronic portal of the Foreign Affairs Ministry. In the event of not being able to transmit these by e-mail, they must be delivered by hand at the Ceremonial and Protocol Direction and must bear the seal of the Embassy as well as the signature of responsibility.

The timely delivery of such forms is requested, preferably by electronic mail to the electronic address of the Direction of Ceremonial and Protocol: [email protected].

Diplomatic Missions accredited in Ecuador must appoint a diplomatic official that will serve as contact with the Ceremonial and Protocol Direction, as well as with the executives of the respective hotels where the delegations will be lodged.

In order to have access to the security manual for the Taking of Office of President Rafael Correa, a request must be sent to the Ceremonial and Protocol Direction to obtain the necessary code of access to the web page in order to download it contents.

Place: Platform next to the Protocol Lounge of the “Mariscal Sucre” International Airport of Tababela Day: Thursday May 23, 2013 Simplified Military Honors (only between 06:00 and 18:00 hours) Authorities at Foreign Affairs Minister and/or Deputy Foreign Affairs Minister, Foreign welcome and Ambassador accredited in Ecuador and Director General of State departure: Ceremonial and Protocol and/or Deputy Director of Protocol.

Due to reasons of limited space in the Protocol Lounge of the Airport, the officials of the respective embassies and representatives of International Organizations will receive and bid farewell at the hotels where their respective Heads of State or Government or Special Missions will be lodged.

The Heads of State and Government, Princes of Reigning Houses, Vice Presidents of Republics that arrive to Quito on commercial flights between 06:00 and 18:00 hours shall be transferred to the platform next to the Protocol Lounge of the “Mariscal Sucre” International Airport”, for the welcome ceremony and military honors. Beyond these hours they shall enter through the Protocol Lounge of the Mariscal Sucre Airport, without military honors, and where they will be assisted in migration and customs procedures and will board vehicles that will take them to their hotel.

Due to the urban infrastructure work that is being carried out around the National Assembly, it is recommended that buses be used for going to the places of activities, and thus avoid traffic congestions.

Members of support delegations (protocol, security) shall not have access to the Plenary of the Assembly and may remain in the Hall of Presidents of the Assembly.

Special Missions presided by Heads of State, and of Government and Princes of Reigning Houses shall be transferred in buses from the Venue of the National Assembly to the Palace of Government for the lunch that the President of the Republic will offer in their honor.

Also invited to this lunch will be the Foreign Affairs Ministers and Ambassadors accredited in Quito, of those countries whose Special Missions are presided by Heads of State or of Government and Princes of Reigning Houses.

The remaining members of national and foreign missions will be invited to the evening reception that will be offered in honor of all the foreign delegations and national authorities at the Government Palace.

PRECEDENCE

Precedence among foreign Special Missions will be established in accordance with the day and hour in which are received at the Direction of State Ceremonial and Protocol of the official communication, in writing, that accredits the Head of each Special Delegation to the Events and Ceremonies of the Presidential Inauguration and the list of members of the respective delegation.

The concurrent resident Ambassador that is performing diplomatic functions in Ecuador and that is accredited with the same category in the Special Mission shall enjoy precedence with respect to the other Missions of like category in Ecuador.

In the case of those countries that do not have a Diplomatic Mission in Ecuador, the date to determine the order of precedence will be that of the receipt of the communication at the Ecuadorian Diplomatic Mission abroad. Said communication must be received in a timely manner. Accreditation notes must contain, in order of precedence, the name and position of each member of the Special Mission.

Due to reasons of limited space in some of the venues where the Events and Ceremonies of the Presidential Inauguration will take place, the Special Missions presided by Heads of State, of Government, Princes of Reigning Houses and Vice Presidents of Republics shall not exceed 3 members (1+2), excluding their Ambassadors in Quito. The remaining Special Missions (not presided by Heads of State or Government) or those of Representatives of International Organizations cannot exceed 2 members (1+1).

The order of precedence of the Special Missions, by category will be the following: Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, Presidents of the Legislative or Judicial Functions, Ministers of Foreign Affairs, Secretaries General of International Organizations, Ministers of State and Ambassadors in Special Mission.

Ambassadors accredited before the Government of Ecuador, resident and concurrent and the representatives of International Organizations are invited per-se to the ceremony of the Taking of Office in the National Assembly.

The Direction of State Ceremonial and Protocol shall decide special cases not contemplated in this order.

ACCREDITATION OF SPECIAL MISSIONS

Foreign Governments and International Organizations, through their Embassies and representations may accredit the members of their respective Special Missions by only sending a Verbal Note directed to the Direction of State Ceremonial and Protocol of the Ecuadorian Foreign Affairs Ministry to its e-mail: [email protected].

There will be no special ceremony for the presentations of Credentials of the Special Missions accredited for the events of the Presidential Inauguration, nor will it be necessary for such letters to be presented. The Heads of Diplomatic Missions, resident and concurrent, as well as those of International Organizations accredited before the Ecuadorian Government are invited per-se to the events of the Presidential Inauguration.

Concurrent Ambassadors before the Government of Ecuador that have not presented their credentials before the Head of State, may participate in these ceremonies by accrediting themselves as Ambassadors in Special Mission for the Presidential Inauguration.

The Government of Ecuador will cover the expenses of lodging, food and local transport of concurrent Ambassadors only in the case that they are accredited by their respective Governments to preside the Special Mission of their country to the events of the Presidential Inauguration, a matter that must be communicated to Protocol by sending a Verbal Note from the respective Embassy.

The Government of Ecaudor will cover the the expenses of lodging, food and local transport of foreign special guests; only in exceptional and duly authorized cases, the expenses of international transport will be covered.

ACCREDITATION – CREDENTIALS FOR IDENTIFICATION

GENERAL ASPECTS

All participants in the different activities of the Presidential Inauguration must be duly accredited. Identifications will be distinguished by colors, according to which, access will be permitted or restricted to the various venues where such Events and Ceremonies will take place.

The use of identifications will be obligatory for all participants during all the Events and Ceremonies, including social events, for which it will also be necessary to present the corresponding invitation. The Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, Ministers of Foreign Affairs and Secretaries General of International Organizations, will receive a lapel insignia which will facilitate their identification. At the Solemn Session of the Presidential Inauguration, which will take place in the National Assembly and the Events and Ceremonies that are carried out on such occasion, will only be present the Heads of State y de Government, Princes of Reigning Houses, Vice Presidents of Republics, plus two persons of their delegation designated by them (1+2).

In the case of Special Missions (not presided by Heads of State or Government, Princes of Reigning Houses) only the Head of the Special Mission plus one person of that delegation so designated (1+1).

In both cases it will be necessary to take into consideration the foreign Ambassador accredited before the National Government who is invited per-se. Such designations must be advised in a timely manner to the Direction of State Ceremonial and Protocol.

Support, Press and Security Groups will only have access to the events and venues established in the Security Manual that is annexed to this document, and in order to have access, it is necessary to have a password to be provided by the Direction of State Ceremonial and Protocol to the Diplomatic Missions accredited in Ecuador and to Ecuadorian Embassies abroad.

In the National Assembly, support personnel including the members of protocol, security and press of each Head of State or Government, Princes of Reigning Houses, Vice Presidents of Republics and Secretaries General of International Organizations, will not be able to gain access to the Meeting Chamber of the National Assembly where the Taking of Office ceremony of the President will take place and such personnel must remain in the Hall of Presidents that has been designated for such a purpose in the legislative venue, where they will be escorted by local protocol personnel.

A mechanism for the accreditation of vehicles has been designed with special insignias that with the respective invitation will provide access of such vehicles to the parking areas of each one of the events.

All accreditation forms must be sent, preferably by electronic means, to the Direction of State Ceremonial and Protocol and to the Accreditations Commission on a timely basis, which will Quito - Ecuador Reserved Document 18

PERSONAL ACCREDITATION

The accreditation form for delegations (F1) is to be completed by foreign guests to the Events and Ceremonies of the Presidential Inauguration.

All service providers and support personnel designated by the Direction of Ceremonial and Protocol or those employed by the invited delegations, will also be accredited with “service” identifications for which purpose they must fill out the accreditation form of service (F12).

Accreditation form (F10) is applicable to all photographers, cameramen and official reporters of the Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, all of which must be accredited as members of the delegation within the limit of: 1 photographer, 1 cameraman and 1 reporter per country invited.

The rest of press members, either national or international must obtain accreditation through forms (F8 national press) or (F9 foreign press).

For access to the restricted zones of the airport in arrivals and departures by the officials of the Diplomatic Missions and International Organizations in Ecuador, it will be necessary that the respective Embassy to obtain for its official, directly from the Metropolitan Public Company (Empresa Pública Metropolitana, in Spanish) the corresponding credential for free access, in addition to completing the access card to the “Mariscal Sucre’’ Airport of Tababela (form F2).

Forms must be sent to the Direction of State Ceremonial and Protocol and the Accreditations Commission through the respective electronic addresses indicated. Exceptionally, these may be physically delivered to the Accreditation Commission.

The Direction of State Ceremonial and Protocol, through the Accreditation Commission, will distribute in a timely manner the identifications in which the corresponding information will be contained, according to the respective delegation. Identifications will have the following colors: For Heads of State, of Government, Princes of Reigning Houses, Vice Presidents of Republics, Foreign Affair Ministers and Secretaries General of International Organizations will have a lapel insignia that will be given upon their arrival to Ecuador.

It is important to highlight that all of official participants to the Events and Ceremonies of the Presidential Inauguration must bear their identifications at all times during the development of the events established in the Official Program, as well as the respective invitation card for each event.

VEHICLE ACCREDITATION

The accreditation of the vehicles that will be used by participants must be made through form (F4). In order to facilitate the transfer in automobiles during the Events and Ceremonies of the Taking of Office, in those zones that have been established by security, the free transit passes will be issued, distributed in accordance with the data that is contained in the vehicle accreditation form (F4). Vehicles that do not travel with these free transit passes will not be allowed into these restricted zones. There is a limited number of “free transit” passes for each participating country.

ARRIVAL OF SPECIAL MISSIONS

With the purpose of not congesting the arrival of Special Missions during the days prior to the ceremonies, it is recommended that the members of said delegations plan their arrival to the city of Quito with due timeliness, preferably on Tuesday, 21 or Thursday, 23 of May.

The recommendation is given to the Delegations presided by Heads of State or Government and Princes of Reigning Houses, that they should plan their arrival to the city of Quito, preferably on Wednesday, 22 or Thursday, 23 of May.

If they travel in an official airplane, they will be received in the Protocol Lounge of the Mariscal Sucre Airport of Tababela.

If they arrive in commercial airlines, they will be received in the International Terminal of the airport and will be taken in official vehicles to the Protocol Lounge, for the corresponding honors and according to the ceremonial. Honors will be presented to the delegations presided by Heads of State that arrive between 06h00 to 18h00.

The remaining Heads of Special Missions and their entourage will arrive to Quito and depart from the same city, through the “Mariscal Sucre’’ International Airport in the case of commercial flights, or through the Protocol Lounge in the case of Official or private flights.

In debarking and boarding, Special Missions will be greeted and escorted by officials of the Direction of State Ceremonial and Protocol of the Ministry of Foreign Affairs and assisted by the Airport Commission, between May 22 and 25, 2013.

With the purpose of adopting the necessary measures, we kindly request that with the greatest possible head notice, the possible schedules or arrival and departure of the Delegations be provided (form F3), which will permit a timely preparation of a calendar of arrivals and departures of the delegations and the due coordination for its execution.

WELCOMING OF HEADS OF STATE, OF GOVERNMENT, PRINCES OF REIGNING HOUSES, VICE PRESIDENTES OF REPUBLICS, MINISTRIES OF FOREING AFFAIRS AND SECRETARIES GENERAL OF INTERNATIONAL ORGANIZATIONS

Present at the exclusive arrival of the Heads of State, the following authorities will be present: The Minister of Foreign Affairs and or Deputy Minister of Foreign Affairs and the Director of Ceremonial and Protocol and/or the Deputy Director of Protocol, as well as the Head of the Diplomatic Mission of the visiting country, if applicable.

The remaining members of the Diplomatic Mission will have the opportunity of greeting their Head of State or Government at the hotel where the respective delegation will be staying.

DEBARKATION AND RECEPTION OF THE HEADS OF STATE AND OF GOVERNMENT, PRINCES OF REIGNING HOUSES, VICE PRESIDENTS OF REPUBLICS, MINISTERS OF FOREIGN AFFAIRS AND SECRETARIES GENERAL OF INTERNATIONAL ORGANIZATIONS IN OFFICIAL OR COMMERCIAL FLIGHTS

ARRIVAL IN OFFICIAL FLIGHTS

PROTOCOL LOUNGE OF THE MARISCAL SUCRE INTERNATION AIRPORT OF TABABELA

The Director of Ceremonial and Protocol or his representative, will escort the Head of the Delegation of the visiting country to the parking site of the aircraft, minutes before debarkation. In the case of official aircraft, the first persons to leave the plane by the back stairway will be the members of the official press of the participating country, who will be immediately conducted to the area designated on the platform, so the media transmits the debarking of the Head of State. Security agents may also leave the aircraft at that time.

At the foot of the aircraft, the Director of Ceremonial and Protocol and the respective Ambassador will board the aircraft and invite the Head of State to descend; who will be escorted to the bottom of the stairway, at which point the respective Head of State will be received by the Minister of Foreign Affairs of Ecuador and/or Deputy Minister of Foreign Affairs.

At the conclusion of the welcome given to the Head of State, his entourage will be lead to the Protocol Lounge. The Liaison Official and the Aide-de-camp designated by the Armed Forces will join the visiting group at the moment of departure towards the place of lodging. The remaining members of the support group of the delegation will then disembark, and following that, will be directly escorted to the vehicles that have been placed at the disposal of the respective Diplomatic Mission by the Transport Commission of the Direction of Ceremonial and Protocol.

The Heads of State, of Government, Princes of Reigning Houses, Vice Presidents of Republics shall receive simplified honors upon their arrival to the Protocol Lounge of the “Mariscal Sucre’’ International Airport of Tababela only between 06H00 to 18H00.

In general, the calendar of arrivals and departures of the Special Missions will be subject to the information that on the matter has been received in the Direction of State Ceremonial and Protocol, as provided by the respective delegations of the embassies and International Organizations accredited before the National Government.

In the case of official flights in military or civilian aircraft that will arrive to the Protocol Lounge of the “Mariscal Sucre” International Airport of Tababela, such Missions must request from the Direction of State Ceremonial and Protocol the corresponding overfly and landing permits. IN THE EVENT THAT THE HEADS OF STATE, OF GOVERNMENT, PRINCES OF REIGNING HOUSES, VICE PRESIDENTS OF REPUBLICS, ARRIVE TO QUITO ON COMMERCIAL FLIGHTS

They will be received by Protocol officials at the International Terminal and transferred in vehicles, using the internal paths of the landing strip to the Protocol Lounge, to receive the corresponding military honors.

Due to regulatory reasons of Protocol no military honors will be provided to those Heads of State, of Government, Princes of Reigning Houses or Vice Presidents that arrive before 06:00 a.m. or after 18:00 p.m.

THE REMAINING SPECIAL MISSIONS (NOT PRESIDED BY HEADS OF STATE OR GOVERNMENT)

They will be received at the International Terminal of the “Mariscal Sucre’’ International Airport of Tababela, where the necessary assistance will be provided in procedures relative to immigration, customs, luggage and transport.

MIGRATION, LUGGAGE AN CUSTOMS PROCEDURES

The visiting country may designate an official of the respective Diplomatic Mission with venue in Quito to coordinate with the officials of Protocol the following tasks:  Procedures of stamping visas on passports with the Immigration Service; and  Procedures to withdraw luggage from Customs upon the arrival of the Mission  Transport the Delegation to the hotel.  Deliver the luggage to the respective airline or aircraft that will transport the Head of State upon the return to his country.

The Airport Commission and its personnel will be ready to provide any assistance to such officials in the procedures of immigration, identification and delivery of luggage as well as customs.

For this purpose, each Embassy must indicate, in form (F2) of access to the International Airport and the Protocol Lounge, the name of the official that will provide assistance to the member arriving with the delegation and who will be in charge of passports and luggage. It is recommended that this or these officials present themselves in the Protocol Lounge of the “Mariscal Sucre’’ International Airport of Tababela, or in the International Terminal, sixty minutes prior to the scheduled arrival of the aircraft that brings the Head of State. The Embassy of the participating country must, facilitate on a complementary basis, the duly accredited vehicles, to transport said officials and the members of the delegation, in their transfer from the Protocol Lounge of the “Mariscal Sucre’’ International Airport of Tababela to the hotels where lodging has been reserved.

El Government of Ecuador will provide to the Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics and Secretaries General of International Organizations and Heads of Special Missions not presided by Heads of State or Government, an official vehicle for each one of them.

Additionally, the Government del Ecuador shall also provide to the Missions presided by Heads of State, of Government, Princes of Reigning Houses and Vice Presidents of Republics a van for 12 persons and a closed pick-up truck to assist in the transportation of luggage of the delegation and if additional vehicles are required these will be for the account of each country.

LUGGAGE IDENTIFICATION

In the “Mariscal Sucre’’ International Airport of Quito, visiting delegations will be assisted by Protocol officials to complete immigration and customs formalities.

All Special Missions must provide in their country of origin identification labels for all, of the luggage of the members of the special mission marked as: diplomatic luggage and include the following information in such labels:  Delegation from ……(name of your country) Quito - Ecuador Reserved Document 24

To avoid unnecessary delays in Customs, all of the luggage of the Special Missions must be duly identified with the labels that read “Diplomatic Luggage”.

It will be the responsibility of the officials designated by each Embassy, to carry out the immigration and customs procedures, the return of travel documents to the participating delegation, once entry into the country formalities have been concluded. With this purpose in mind, the Airport Commission, in coordination with Immigration, will activate several counters in the Protocol Lounge of the “Mariscal Sucre’’ International Airport” and in the International Terminal of said airport.

The luggage of the Head of State or Government, Princes of Reigning Houses and Vice Presidents of Republics will be transported in the vehicles of the Entourage. For this purpose it will be necessary that an official from security of the visiting country identify the corresponding luggage and carries out the unloading process with the necessary speed. It is suggested that if possible, the luggage of the Head of State should travel in the cabin of the aircraft in order to speed its immediate unloading.

The Liaison Official designated by the Embassy shall establish contact with the Airport Commission, to take care of the remaining luggage of the presidential delegation. That Official will be in charge of clearing customs as well as the distribution at the hotel, as well as ascertaining that it will be transported in the vehicles assigned for that effect.

OFFICIAL FLIGHTS

The Special Missions that arrive and depart from Quito in military or civilian aircraft, transporting the Heads of State or Government, Princes of the Reigning Houses must arrive to the Protocol Lounge of the “Mariscal Sucre’’ International Airport of Tababela. With this in mind, they must send by verbal note, the communication with a minimum of 72 working hours of head notice, the dates and schedules of arrival and departure, as well as the type of aircraft to be used. The rest of Special Missions that arrive in commercial or civilian flights, will do so at the international terminal of the “Mariscal Sucre’’ Airport and will be received by Protocol officials who will assist them in immigration, customs, withdrawal of luggage and transport procedures.

It is necessary to establish an interval of a minimum of 30 minutes for the landing of the aircraft of each Mission. In case of a coincidence in the hours of arrival, the aircraft that brings the Heads of State shall have precedence in the selection of the schedule, as well as those Missions that first advise in writing of the details of their flight plan and the date and hour of their arrival.

Precedence in the selection of the schedule of arrival or departure of the aircraft is subject to the written communication received by the Direction of State Ceremonial and Protocol and the Accreditations Commission, relative to the flight plan, date and hour of arrival and departure.

Military or civilian aircraft used by the Heads of State, of Government, Princes of Reigning Houses and Vice Presidents of Republics will park on the honors platform at the site indicated by airport operators and once the disembarking of the respective delegation is made and the welcome ceremony takes place, such aircraft must be immediately removed to the fixed parking places in order to permit the landing and disembarkation of the following flights.

If due to matters of space, some of the referred to aircraft, which are not able to land at the “Mariscal Sucre’’ Airport of Tababela, these shall be directed to the alternate airports of Guayaquil or Manta, after having disembarked their respective delegation in Quito and must wait for the respective security custody provided by the National Government, until the day and time of departure of the respective delegation, when they receive the authorization to return to Quito, to pick-up from the Protocol Lounge the respective Special Mission.

PROCEDURE TO REQUEST OVER FLIGHT AND/OR LANDING PERMITS IN ECUADOR

With the purpose of speeding the procedures to obtain over flight and landing permits for the Presidential Inauguration Ceremony, the following is the procedure so that the Missions can be guided in the best possible manner for the sending of their request for the corresponding permits. The Ecuadorian Air Force, in accordance with the Regulations of Operations 2004-57 for the Emission of Permits for over flight and/or Landing under Letter (b) states:

“The norms and procedures established in the Regulations, shall be applied to PUBLIC AIRCRAFT without distinction of Nationality, it being understood that these are public aircraft destined to the SERVICE OF PUBLIC POWER, such as MILITARY (of the Air Force, Armed Forces or Navy), POLICE AND CUSTOMS. All others are considered as PRIVATE even though they belong to the State”.

In this sense, all PUBLIC AIRCRAFT that fall within the previously described regulation must fill out the enclosed ANNEX Nº 1, either in the English or Spanish versions.

In the case of PRIVATE AIRCRAFT it is necessary to fill out FORM 100 VP that appears in ANNEX Nº2 in English or Spanish and which are in Official Flight.

The Itineraries Commission of the ‘‘Direction of State Ceremonial and Protocol”, will coordinate the hours of arrival and departure of special flights, with the respective Embassies. Embassies that are accredited in Quito will designate an official, in coordination with the Airport Commission of the Direction of State Ceremonial and Protocol, who will be in charge of luggage and immigration procedures for the members of the Mission. As soon as possible it is necessary to communicate to the Head of the above-mentioned Airport Commission the name and telephone numbers of the designate official.

GROUND SUPPORT

The countries whose Heads of State or Government, Princes of Reigning Houses and Vice Presidents of Republics, arrive to the Mariscal Sucre Airport of Quito, in civilian or military aircraft, must contract directly with the companies that they deem pertinent for the provision of services such as: cleaning, logistics, power sources, fuel, catering, etc. that are necessary both for the aircraft as well as for the transfer and lodging of its crew. The name of the selected company must appear in form F3 (travel itineraries).

It is the responsibility of each Embassy to meet the needs of the official aircraft crew that transports the Heads of State, as well as contracting with the companies that provide on the ground services.

ACCREDITATION OF THE CREW AND AIRCRAFT SECURITY

The Diplomatic Missions are requested that, together with the accreditation cards of the members of the crew F1, additionally provide a photocopy of the first page of their passports. Likewise, they must be responsible for the security of the aircraft. The crew and the person in charge of security shall be the only ones that will have access to the aircraft while it remains in the parking place next to the platform that corresponds to the Protocol Lounge in the Airport of Tababela.

The Armed Forces will provide security for each aircraft. The visiting delegation that wishes that a security official from its country remain with the aircraft can do so with the prior accreditation of such official.

Transportation and lodging for crew members of civil, private, or military aircraft is the sole responsibility of each country.

LODGING

The Government of Ecuador will cover food and lodging expenses for Special Missions from Wednesday, May 22 through Saturday, May 25 at 12:00 noon, using the following guidelines: For Special Missions presided over by Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, Foreign Affairs Ministers, or General Secretaries of International Organizations, the Government of Ecuador will cover expenses for food and a suite.

If Foreign Affairs Ministers are not presiding over these delegations, but come as part of a Special Mission or as special guests, the Government of Ecuador will also cover the costs of food and lodging in a suite.

For other Heads of Special Missions (not presided over by Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, or General Secretaries of International Organizations), the Government of Ecuador will cover costs of food and lodging in a room.

In all cases, the following costs are excluded: international telephone service, internet, special communications systems or connections, fax, laundry, consumption of alcoholic beverages, or any purchases made by other members of the delegation or its support entourage and charged to the room account of the Head of the Special Mission.

The Special Missions are asked to inform the Hotel Committee of the Direction of Ceremony and Protocol if they wish to stay at their own Embassies in Quito.

Any additional expenditures or special amenities desired by the Special Missions, which are not covered by the Government of Ecuador, must be contracted directly with the hotel, and will be the sole responsibility of the Diplomatic Missions or Special Missions themselves.

Special Missions authorized for the Inauguration Ceremony and Diplomatic Missions authorized by the Government of Ecuador, may make room reservations for their respective entourage directly with the following hotels: Swissotel, Dann Carlton, Hotel Radisson, Mercure Hotel Alameda Quito, Hilton Colón, Holiday Inn, JW Marriott.

To ensure sufficient and timely reservations for the Special Missions, it is urgent that each country informs the Hotel Committee of their needs in this regard, as soon as possible.

With the exception of room reservations for the foreign authorities mentioned in the preceding paragraphs, the Ecuadorian Government is paying the cost of which, any other reservations must be made, confirmed, and/or cancelled by the respective Diplomatic Missions directly with the hotels. For that purpose, a list of the city’s main hotels is attached.

The only restriction in that regard is that the Special Missions or Foreign Embassies in Ecuador may not reserve more than 30 rooms at a single hotel for their country’s delegation, in order to avoid congestion and allow other delegations to make their reservations.

SPECIAL GUESTS

For foreign individuals who are invited by the Ecuadorian Government to attend as special guests, only the costs of food, lodging, and local transportation will be covered. International transportation will need to be covered by the guests’ own resources. The cost of international transportation will only be covered in exceptional circumstances that are duly authorized by the competent authority and in coordination with the corresponding Ecuadorian Embassy abroad.

TRANSPORTATION

For ground transportation of the Special Missions, the Government of Ecuador will make the following vehicles available to delegations which are presided over by Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, or General Secretaries of International Organizations, from August 7 to 11, 2009:

One automobile for Heads of State or Government, Princes of Reigning Houses, or Vice Presidents of Republics; these delegations will also be provided a 12-passenger van and a covered pickup truck for transportation of the delegation’s luggage.

One automobile for General Secretaries of International Organizations One automobile for foreign Legislative or Judiciary Authorities One automobile for Foreign Affairs Ministers One automobile for Heads of other Special Missions, not presided over by Heads of State or Government, Princes of Reigning Houses or Vice Presidents of Republics. Upon request of the Embassy of the country involved, the automobile of the Head of the Diplomatic Mission in Quito may be incorporated into the motorcade. In that case, a special insignia must be requested for the vehicle, and special identification for the driver.

MOTORCADE CONFIGURATION

Secure motorcades for transporting Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, and General Secretaries of International Organizations who are participating in the Presidential Inauguration Ceremony shall be configured as follows:

Automobile No. 1 will be available for Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, or General Secretaries of International Organizations, at Mariscal Sucre International Airport in Tababela, one hour before their arrival.

In addition to the vehicles provided by the Transportation Committee of the Direction of Ceremony and Protocol, the participating delegations may request the following vehicles, up to a maximum of 8 (Form F4):

One vehicle for the Head of the Diplomatic Mission, which will receive the Number 3, and which may be incorporated into the presidential motorcade only during the arrival and departure of the Head of State;

Two vehicles for transporting the official entourage and support entourage, which will receive the Numbers 4 and 5, and may not be incorporated into the presidential motorcade;

One service vehicle, which will receive the Number 7, to be used for providing logistical support for the Special Missions’ entourage, and which will be allowed access to restricted areas, but may not be incorporated into the presidential motorcade.

The special insignia that must be placed on the right side of the windshields, and picking up the vehicles, must be coordinated with the Transportation Committee.

In addition, the Government of Ecuador will provide shuttle-bus service for the Heads of State or Government, Chancellors, Heads of Missions (not presided over by Heads of State or Government), and the delegations’ VIPs and Aides, from their respective hotels to the Presidential Inauguration Ceremony at the National Assembly building. This will be carried out in secure collective motorcade configurations, and will be provided the appropriate level of security.

After the Inauguration Ceremony at the National Assembly, all the Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, and General Secretaries of International Organizations will be transported in shuttle-buses to the National Palace for the lunch to be held by the President of the Republic.

The Foreign Affairs Minister and Ambassadors of those countries will also be transported to the National Palace to participate in this lunch in honor of their respective Heads of State.

Other Members of the Special Missions (not presided over by Heads of State or Government, Princes of Reigning Houses, Vice Presidents of Republics, or General Secretaries of International Organizations) will be transported by shuttle-bus back to their hotels.

After the lunch at the National Palace, the Heads of State or Government, Princes of Reigning Houses, Vice Presidents, and Secretaries of International Organizations, will have their respective caravans of vehicles to take them to the airport if they plan to leave the country on that same day, May 24, in the afternoon, or back to their respective hotels.

All the delegates who are invited to the reception to be held by the President of the Republic at night at the National Palace will be provided with shuttle-bus service from their hotels to the Palace, and back to the hotel after the reception. The delegations that have caravans may use them for this transportation. Quito - Ecuador Reserved Document 34

HEALTH

The Direction of State Ceremonies and Protocol, through its Security Committee, has arranged for ambulances with first-aid equipment to be present at the hotels and locations where the Inauguration Ceremony activities are to be held. In addition, the Armed Forces Military Hospital and the National Police Hospital will be available 24 hours a day to provide additional medical care, if needed.

The information requested on Form F5 regarding the medical background of members of Special Missions will be kept confidential and handled exclusively by authorized personnel, if it should become necessary.

If a Head of State or Government, Prince of Reigning House, Vice President, or Secretary of International Organization is traveling with a private medical attendant, special identification will be provided. This will allow the medical attendant to remain with them, including in areas where the highest authorities will be situated during the Presidential Inauguration Ceremony and its related Activities.

There are no vaccination requirements for entering Ecuador.

SECURITY

During the Presidential Inauguration Ceremony, starting from the time the Special Missions arrive in the country, Ecuador will provide appropriate security, during movements around the city, at the hotels, and in the areas where the Ceremonies and Activities are held. This will be carried out by the Armed Forces and the National Police of the Republic of Ecuador, in accordance with their respective areas of expertise and authority.

Missions who plan to travel with their own security agents must inform the Direction of Ceremony and Protocol, in writing, with enough advance notice to allow proper authorization and coordination of their efforts with the Armed Forces and National Police of the Republic of Ecuador, so that they can accompany their delegations. In addition, they must communicate in advance whether they will carry weapons, with details about any weapons and communications equipment, so that the Ecuadorian authorities can issue the appropriate permits and registrations. Ecuador permits temporary entry only of semiautomatic weapons, and of a caliber no greater than 9mm, for purposes of foreign security. For that purpose, the delegations are required to fill out the appropriate forms. In addition, in order to issue credentials and other authorizations, a list of security agents accompanying the delegation, and Forms F1, F5, and F7, must be filled out and submitted to the Direction of Ceremony and Protocol and the Accreditations Committee.

During the Presidential Inauguration Ceremony at the National Assembly, only those Special Missions Members who present their invitations and the special identification issued by Protocol will be permitted to enter the Plenary Hall. Ecuadorian and foreign Heads of Security, Aides, or General Protocol Directors will not be granted entry there, but will instead be directed to the Hall of Assembly Presidents. Other security agents, who are not Heads of Security, will have access only up to the first security check point established by the Legislative Escort. Heads of Security only, both foreign and Ecuadorian, for each delegation will wear an identifying insignia on their lapels.

Armed Forces and the National Police personnel will provide coverage at all times of the installations, access points, and periphery of all sites of the various activities and ceremonies.

Armed Forces and/or the National Police personnel will be responsible for covering the installations of the hotels where the Delegations are staying.

Access will be restricted to the hotels where the Heads of Special Missions are staying. Only those individuals who are properly authorized and present the appropriate credentials will be permitted access. Obviously, security agents will have to also permit access to any other guests registered at those hotels.

Control of access points and accommodations areas where the Heads of State are staying, as well as authorization for bringing foreign weapons into the country for this occasion, will be the responsibility of the Joint Command of the Ecuadorian Armed Forces.

The Security Committee of the Joint Command of the Armed Forces will make sure that appropriate security teams are present at all times in hotels where the delegations will be staying, as well as in any installations where the Activities and Ceremonies of the Presidential Inauguration Ceremony will be taking place, in order to ensure that the Activities and Ceremonies of the Presidential Inauguration Ceremony proceed without incident.

Credentials for identifying security personnel, as well as permits to be in a certain area and to carry a weapon, will be provided in advance to Members of the authorized Diplomatic Missions in Ecuador. For delegations that do not have a Diplomatic Mission in Quito, permits will be issued upon arrival in the country, in the VIP Area or in the International Terminal at Mariscal Sucre Airport.

Under no circumstances may security agents from foreign delegations impede access to locations where Inauguration Ceremony events are taking place.

Responsibility and command in matters of security are designated to the respective Ecuadorian authorities, and all foreign security personnel are obligated to coordinate with them.

COMMUNICATIONS

If any delegation plans to bring special communication equipment that uses radio frequencies, they must send a written special request for authorization to operate in Ecuador, and complete Form F6. Not complying with this requirement will create difficulties when the entourages arrive. Any communications services required by Special Missions must be requested and contracted by the Embassies, or the Special Missions themselves, directly with the Ecuadorian companies who provide those services.

Each Diplomatic Mission must address the hotel with any requests for installing special phone lines, internet equipment, or other services intended to meet their delegation’s specific needs, and this will be at their own cost.

The Ecuadorian Government will not be responsible for expenses incurred from the installation or operation of those services (voice channel, cell phones, international telephone service, Internet, broadband, fax, satellite circuits, etc.).

DEPARTURE OF HEADS OF STATE

DEPARTURE OF HEADS OF STATE OR GOVERNMENT, PRICES OF REIGNING HOUSES, AND VICE PRESIDENTS OF REPUBLICS

The following officials may attend departures of Heads of State: The Foreign Affairs Minister and/or Deputy Minister, the Head of the Diplomatic Mission of the participating country, the Director of Ceremony and Protocol, and/or the Assistant Director of Protocol.

Other members of the Diplomatic Mission who wish to say goodbye to their Heads of State are asked to do so at the hotel or place where they were staying. Due to space limitations, others members cannot be authorized to enter the VIP Area at the International Airport in Tababela. An exception may be made for a liaison appointed by the respective Embassy to help at the airport.

DESCRIPTION OF DEPARTURES FOR HEADS OF STATE OR GOVERNMENT, PRINCES OF REGNING HOUSES, AND VICE PRESIDENTS OF REPUBLICS, LEAVING FROM THE VIP AREA AT MARISCAL SUCRE AIRPORT IN TABABELA

Delegation Members accompanying a Head of State in the official entourage must be in the VIP Area one hour before the predicted departure time of the presidential entourage, and must board the aircraft immediately after migration formalities have been completed.

Upon arrival to the VIP Area, the Head of State will be led to a platform for a brief departure ceremony (if between 06:00 and 18:00). After that, at the foot of the plane, goodbyes will be said by the Foreign Affairs Minister and/or Deputy Minister, the Ambassador of the respective country, and the Director and/or Assistant Director of Ceremony and Protocol.

DESCRIPTION OF DEPARTURES FOR HEADS OF STATE FROM THE INTERNATIONAL AIRPORT ON COMMERCIAL AIRLINES

When a Head of State is departing, the liaison official, the Protocol official from the participating country, and the Airport Committee will supervise the procedures and paperwork for luggage handling and migration records.

The Foreign Affairs Minister and/or the Deputy Minister, the Ambassador of the respective country, and the Director and/or Assistant Director of Ceremony and Protocol will meet the Head of State in the Airport VIP Area. When they are informed that it is time for the Head of State to board the commercial aircraft, the aforementioned officials and the Head of the Diplomatic Mission will accompany the illustrious visitor to the commercial airline’s boarding gate which had been previously designated for the departure, led by officials of Quiport.

The other members of the delegation who are not traveling with the Head of State’s official entourage must arrive at the International Airport 2 (two) hours before the flight and follow normal check-in procedures. These members may not use the VIP Area because it will be reserved for Heads of State and their official personal entourage.

DETERMINATION OF THE DEPARTURE SCHEDULE – VIP AREA AT THE INTERNATIONAL AIRPORT IN TABABELA

Departure schedules will be established using the same criteria as previously outlined for arrivals. Diplomatic Missions whose Heads of State will be participating in these events are asked to communicate, as soon as possible, the arrival and departure times of the aircraft that will be transporting their respective Heads of State. With that information, a timeline can be prepared so that arrivals and departures can be organized and efficient, respecting the departure times of other Heads of State that have been invited to these ceremonies.

Under no circumstances may officials of any Diplomatic Mission change a departure schedule that had been properly established in advance, which could negatively affect other delegations of Heads of State.

DIPLOMATIC LIAISONS

Each Special Mission will be assigned a liaison from the Ministry of Foreign Affairs, with the goal of making the foreign delegates’ stay in Ecuador more pleasant, and to coordinate their participation in the various activities that have been planned.

If a visiting government appoints a diplomatic official who is a resident of Ecuador as the Head of their Special Mission, no official liaison will need to be appointed for that Special Mission.

The list of liaison officials will be added to this manual once they have all been assigned.

In order to facilitate contact between the Diplomatic Missions and the Direction of Ceremony and Protocol, and its respective Committees, it is recommended that each Embassy in Quito appoint a diplomatic official to function as liaison between the Diplomatic Mission and the Direction of Ceremony and Protocol, and their respective Special Mission.

ADVANCE MISSION VISITS

The Direction of Ceremony and Protocol, has set the date of Wednesday, May 15, 2013 for receiving Advance Mission Visits from countries who wish to send them, or countries who choose to authorize their Diplomatic Officials in Quito to visit instead. This meeting will be held at 09:30 at the Hotel Mercure, followed by a tour of all the locations where the events and ceremonies will be held.

At that time the Advance Missions will receive an overall explanation of the program and its details, as well as discussion of matters of protocol, security, and the media.

There will be an opportunity to meet with the people in charge in each Committee as well as with officials from various public institutions who, because of their particular area of expertise or authority, will be involved in carrying out the planned events.

It will not be possible to provide attention to Advance Missions arriving after that date.

CURRENCY

The currency used in Ecuador is the United States dollar. There are also local coins, of the same size and same denominations as the United States coins.

TRAVEL DOCUMENTS

Any citizen of any country in the world, entering as a tourist, may remain in Ecuador for up to 90 days, with NO requirement to obtain a visa. With diplomatic passports, the countries that are required to obtain a visa are: Bangladesh, Nigeria, Afghanistan, Kenya, Nepal, Pakistan, , Ethiopia and Eritrea.

SCHEDULES

Government offices operate from 08:30 to 17:00, with an hour break for lunch (usually between 13:00 and 14:00). Most banks operate continuously without a lunch break, but some services may only be offered in the morning.

COMMUNICATIONS

In Quito there is good telephone service, and mail or courier service. The mobile telephone systems cover the entire country, including Galápagos. For your electronic devices, all the hotels have good Internet connections.

The International Telephone Code for Ecuador is 593. The suffix to dial for Quito is 2.

ELECTRICITY

Electricity in Ecuador is 110 volts and 60 cycles. Connections are the North American type - flat, with two prongs. (Sometimes there is also a ground connection, with the central round prong.)

Charges with other specifications will need an adapter.
