Despite the toug h economic times, the Council has Green Flag Schools Programme continued to invest in the infrastructure The visit of Real Madrid to Tallag ht Stadium and pro-social initiatives needed to Baldonnell - ensure that the appropriate services, T Factor Talent Show facilities, business and employment Innovation Dublin Week opportunities are provided to meet the Christmas Tree of Hope Ceremony needs of our Citizens . I have been privileged to attend presentations and I have had a fascinating year and have been honoured to meet so receive many awards on behalf of the many interesting and inspirational people who volunteer their time Council during my term in o?ce and expertise . These individuals make a real and positive di?erence including the Chambers Ireland Local to their communities . Authority of Year Award 2009 , the Grand Prix at the LAMA Awards for RUA RED Finally I wish to extend my sincere thanks to the Citizens , Councillors , Arts Centre and the O2 Ability Awards . County Manager and Council O?cials who diligently work together to ensure that South Dublin County is a great place to live , work and visit . When I was ?rst elected as Mayor of South Dublin County Council there were a number of key issues which I identi?ed as priorities for Cllr. Mick Du? . are my term of o?ce In times when people uncertain about the future, Mayor of South Dublin County Council it is important that the civic spirit and active participation already present in South Dublin County continues to develop and grow. As Mayor and First Citizen of the County, I wanted to ensure that all Citizens are able to access Council services and facilities . The Mayor s Initiative for 2009 was entitled Empowering Communities through Collaborate Ownership . This initiative aimed to increase the partici pation and develop the capacity of individuals to be leaders within their own communities . South Dublin County Council Annual Report 2009 Message from the County Manager a In 2009 , South Dublin County Council , networking between like-minded professionals with view to creating made a commitment to: new business opportunities . South Dublin County Council is taking the lead role on behalf of the Dublin Reg ional Authority to tackle the Maintain frontline and direct service complexities involved in endeavouring to mitigate the worst aspects provision as far as possible of the unemp loyment situation and foster new opportunities . Reduce the cost of management on South Dublin County Council was recognised by the business a progressive basis community for our achievements and we were proud to be named Local of the Year 2009 at Chambers Ireland s 6th Annual Continue to foster interagency Authority Excellence in Local Government Awards . In addition to the overall initiatives award , South Dublin County Council won joint ?rst in the Sports & Continue the business process reviews Recreation category for Tallag ht Stadium and the Allotments project in all parts of the organisation and the Customer Care category for the Self Service Digital Area in the County Library, Tallaght . Identify areas of waste and take a strategic approach to reduce wasteful 10 projects from the County were short-listed for the Chambers Ireland expenditure Awards 2009 in the following categories: Arts & Culture Customer Care 2009 was a year of achievement which saw the targeting of resources RUA RED Arts Centre Self Service Digital Area - Libraries towards areas of need . The impact of economic change on people of Noise Project Accessible South Dublin County working age who found themselves unemployed , highlighted the need to work collaboratively with other agencies in the County. This resulted County Development Board Social and Community in the establishment of the Innovation Enterprise Zone . Integrated Economic Strategy Sensory Gardens The Innovation Enterprise Zone consists of a fully equipped o?ce Environmental Services Sports and Recreation space and a virtual business campus developed to encourage Social Credits Reverse Vending Allotments Accessible Recycling Sean Walsh Park South Dublin County Council Annual Report 2009 2009 was also the European Year of Creativity & Innovation Innovation Dublin was launched in October 2009 as a Dublin Regional event to promote and highlight Innovation & Creativity in the reg ion . Over ?fty events took place in South Dublin County with key organisations and businesses in the County taking part . This event will continue on an annual basis . South Dublin County Council is committed to developing innovative and creative partnerships with communities and organisations in the resources across County in 2010 to maximise , improve service delivery all sectors and make South Dublin County a good place to work, live and visit . I wish to acknowledge the contribution of the Mayor, Elected Members , Strateg ic Policy Committees , the Management and Sta? of the Council in the ongoing development of South Dublin County and look forward to continuing progress in the future .     Established 1967 www.lucannewsletter.ie Sub. 80c Sunday 14th April 2019 Walking together in faith… Sunday April 14th is Palm Sunday and marks the beginning of Holy Week. During Holy Week Christians celebrate the saving events of the passion and death of Our Lord Jesus Christ, culminating in our celebration of his glorious resurrection on Easter Sunday. The four Christian Churches in Lucan will each mark these days according to their own traditions but at the heart of each manner of celebration is the saving reality of Christ’s sacrifice for our sake, a true point of shared faith and solidarity that transcends historical divisions. Each Good Friday the Lucan churches come together to walk in an expression of shared faith behind the Cross of Jesus. The walk begins at 12.00 noon when we assemble in St. Mary’s Catholic Church for scripture reading and reflection with some hymns. The walk then moves down the hill to the Methodist Church – but this year because of ongoing work in the Methodist church we will assemble in the small park opposite to continue the scripture sharing and reflections. We then proceed down to Lucan Presbyterian Church where we pause once again to share the Word and reflect. Our final destination is St. Andrew’s Church of Ireland where we conclude our scripture journey and prayers of reflection, and where thanks to the hospitality of the congregation at St. Andrew’s we share a cuppa before returning home. It is a special moment each year and one that we would encourage members of each congregation to make a special effort for.

Dr Adrian Kavanagh & Noel Whelan 1 Forward Publicpolicy.ie is an independent body that seeks to make it as easy as possible for interested citizens to understand the choices involved in addressing public policy issues and their implications. Our purpose is to carry out independent research to inform public policy choices, to communicate the results of that research effectively and to stimulate constructive discussion among policy makers, civil society and the general public. In that context we asked Dr Adrian Kavanagh and Noel Whelan to undertake this study of the possible outcomes of the 2007 and 2011 Irish Dail elections if those elections had been run under a different electoral system. We are conscious that this study is being published at a time of much media and academic comment about the need for political reform in Ireland and in particular for reform of the electoral system. While this debate is not new, it has developed a greater intensity in the recent years of political and economic volatility and in a context where many assess the weaknesses in our political system and our electoral system in particular as having contributed to our current crisis. Our wish is that this study will bring an important additional dimension to discussion of our electoral system and of potential alternatives. We hope it will enable members of the Convention on the Constitution and those participating in the wider debate to have a clearer picture of the potential impact which various systems might have on the shape of the Irish party system, the proportionality of representation, the stability of governments and the scale of swings between elections.

Power Abstract Irish society continues to reel in the aftershock of the 2008 glo!al "nancial crisis, #articularly since the go$ernment socialised the massive liabilities of #rivate !anks. Sensitized to antagonistic social relations using grou# conflict theory, frame analysis and Marxian informed critique, this #aper reflects on some of the corrosive social conse*uences of the crisis. In #articular, we interrogate hegemonic discourses which scapegoat $arious targets, such as pu!lic sector workers and social welfare recipients.
