(...) Jag såg otaliga exempel på tortyr i Uzbekistan. I september eller oktober 2003 stötte jag på ett fall då en man hade kokats till döds, hade dödats genom att doppas i kokande vätska under ett förhör. Jag stötte också på undersökta fall, däribland fotografier av allvarliga skador, krossade lemmar, många bevis på stympning av könsdelar, många våldtäktsinstrument, våldtäkt med föremål, homosexuell våldtäkt, våldtäkt av familjemedlemmar i den anhöriges åsyn tills de undertecknade en bekännelse.” Murray nämnde ett fall med en gammal man som han personligen intervjuade, ”(...) vars barn hade torterats i hans åsyn tills han skrev under ett dokument i vilket det stod att två av hans brorsöner hade rest till Afghanistan och träffat Usama bin Ladin.” ”Den information som hamnade på mitt skrivbord bör ha varit exakt densamma som den som hamnade på Jack Straws och amerikanska ministrars skrivbord. I denna information nämns inte de internerades namn. Skälet till detta är att ingen någonsin skall kunna säga ”den här mannen torterades” eller ”detta framkom under tortyr”. ”Därigenom skulle ministrar som Condoleezza Rice och Jack Straw kunna stå inför Europaparlamentet, Europeiska rådet eller var som helst och säga ”så vitt jag vet har jag aldrig sett någon information som har erhållits genom tortyr”, för när de får ett papper så står det bara att det kommer från säkerhetstjänstens utfrågning av den internerade.” Därefter framförde Craig Murray internt ett antal protester mot att Förenade kungariket använde upplysningar som erhållits genom tortyr.2 ”Den uzbekiska underrättelsetjänsten fick troligen detta material genom tortyr, men den 1 Brittisk diplomat i 21 år. I februari 2003 skickade han ännu ett telegram med samma innehåll. I mars 2003, under ett sammanträde som leddes av Linda Duffield, direktör för ett vidare Europa, med deltagande av Matthew Kydd och Michael Wood 3, fick han veta att hans telegram hade skapat oro i utrikesdepartementet och att Jack Straw personligen hade diskuterat dem med chefen för MI6. ”För att främja kampen mot terrorismen har de beslutat att vi skall fortsätta att inhämta upplysningar genom tortyr. Jag fick höra att kunskapen om detta var en svår fråga och att jag borde vara medveten om att detta var en svår fråga för utrikesminister Straw.” ”Straw hade beslutat att underrättelseuppgifter som har erhållits genom tortyr skulle användas. Det sade man direkt till mig. Alla papper i vilka detta beslut fanns nedtecknat skulle klassificeras som topphemliga. Jag har sett protokollet från det sammanträdet, och de klassificeras också som topphemliga så att den brittiska regeringen inte kan lämna ut dem under åtminstone de närmaste 30 åren, om ens någonsin.” Michael Wood sade också till honom att ”det strider inte mot FN-konventionen mot tortyr att vi erhåller upplysningar genom tortyr, under förutsättning att vi inte utför tortyr själva eller anstiftar till tortyr. Uzbekerna torterade bara dem som de hade ombetts att tortera och gav oss upplysningarna. Från 'vår synpunkt' sett stred inte detta mot FN-konventionen mot tortyr.” … ”Ingen försökte någonsin att argumentera mot att dessa upplysningar hade erhållits genom tortyr, eftersom vi var professionella och realister i fråga om detta.” Craig Murray säger: ”Andra EU-ambassadörer i Uzbekistan fick inte del av alla de uppgifter som jag fick, men visst kände de väl till underrättelsesystemet och den uzbekiska säkerhetstjänsten. Jag diskuterade de här frågorna med mina EU-kolleger i Uzbekistan. Jag vet att den tyska ambassaden bedriver en omfattande underrättelseverksamhet ute på fältet. De brittiska sambandsofficerarna samarbetar till fullo med CIA. Den brittiska regeringen och CIA har med säkerhet erhållit information genom tortyr från Syrien, Egypten, Algeriet och Marocko. DETAIL The Economist of 7 September states: "Uzbekistan, in particular, has jailed many thousands of moderate Islamists, an excellent way of converting their families and friends to extremism." The Economist also spoke of "the growing despotism of Mr Karimov" and judged that "the past year has seen a further deterioration of an already grim human rights record". I agree. Between 7,000 and 10,000 political and religious prisoners are currently detained, many after trials before kangaroo courts with no representation. Terrible torture is commonplace: the EU is currently considering a demarche over the terrible case of two Muslims tortured to death in jail apparently with boiling water. Two leading dissidents, Elena Urlaeva and Larissa Vdovna, were two weeks ago committed to a lunatic asylum, where they are being drugged, for demonstrating on human rights. Opposition political parties remain banned. There is no doubt that September 11 gave the pretext to crack down still harder on dissent under the guise of counter-terrorism. Yet on 8 September the US State Department certified that Uzbekistan was improving in both human rights and democracy, thus fulfilling a constitutional requirement and allowing the continuing disbursement of $140 million of US aid to Uzbekistan this year. Human Rights Watch immediately published a commendably sober and balanced rebuttal of the State Department claim. Again we are back in the area of the US accepting sham reform [a reference to my previous telegram on the economy].
