Malaysia: the 2020 putsch for Malay Islam supremacy James Chin School of Social Sciences, University of Tasmania ABSTRACT Many people were surprised by the sudden fall of Mahathir Mohamad and the Pakatan Harapan (PH) government on 21 February 2020, barely two years after winning the historic May 2018 general elections. This article argues that the fall was largely due to the following factors: the ideology of Ketuanan Melayu Islam (Malay Islam Supremacy); the Mahathir-Anwar dispute; Mahathir’s own role in trying to reduce the role of the non-Malays in the government; and the manufactured fear among the Malay polity that the Malays and Islam were under threat. It concludes that the majority of the Malay population, and the Malay establishment, are not ready to share political power with the non- Malays. Introduction Many people were shocked when the Barisan National (BN or National Front) govern- ment lost its majority in the May 2018 general elections. After all, BN had been in power since independence in 1957 and the Federation of Malaysia was generally regarded as a stable, one-party regime. What was even more remarkable was that the person responsible for Malaysia’s first regime change, Mahathir Mohammad, was also Malaysia’s erstwhile longest serving prime minister. He had headed the BN from 1981 to 2003 and was widely regarded as Malaysia’s strongman. In 2017, he assumed leader- ship of the then-opposition Pakatan Harapan (PH or Alliance of Hope) coalition and led the coalition to victory on 9 May 2018. He is remarkable as well for the fact that he became, at the age of 93, the world’s oldest elected leader.1 The was great hope that Malaysia would join the global club of democracy but less than two years on, the PH government fell apart on 21 February 2020. -

Today, ASEAN is an important hub in the global supply chain. However, global trade is now slowing due to multiple reasons, including external shocks such as terrorism and the recent Brexit. This would induce more uncertainties for ASEAN, which collectively comprises the seventh largest economy in the world. FOR IMMEDIATE RELEASE Deepening Partnership for the Sustainable Development Goals ASEAN Sustainable Development Summit 2019 Bandar Sunway, 18 November 2019 – The Asian Strategy & Leadership Institute (ASLI), the Jeffrey Sachs Center on Sustainable Development (JSC) and the Sustainable Development Solutions Network Malaysia (SDSN) jointly organised the ASEAN Sustainable Development Summit 2019 (ASD2019) at the Sunway Resort Hotel & Spa. An evolution of the ASEAN Ministers Workshop inaugurated in 2017, ASD2019 convened ministers and senior public officials from most ASEAN countries in a one-day event to explore the region’s efforts and strategies towards achieving sustainable development agenda. Themed “The Future Together: Deepening Partnership for the Sustainable Development Goals”, ASD2019 comprised 3 plenary sessions coupled with 2 sets of parallel tracks in between focussing on pertinent themes such as urbanisation, education, inequality and inclusive growth, technological transformations, and responsible corporate action. Chaired by Professor Jeffrey D. Sachs, Chair of the Jeffrey Sachs Center on Sustainable Development, Sunway University and a Special Advisor to United Nations Secretary-General António Guterres on the SDGs, Plenary Session 1 discussed contemporary challenges facing ASEAN’s sustainable development. MINISTER OF HOUSING AND LOCAL GOVERNMENT VISITS THE BUKIT TAGAR SANITARY LANDFILL On 29 September 2019, YB Puan Hajjah Zuraida Binti Kamaruddin, the Minister of Housing and Local Government visited the Bukit Tagar Sanitary Landfill (“BTSL”). Among those who accompanied her during the visit were Tuan Suliman Bin Abd. Rahman, Director General of National Solid Waste Department, Ministry of Housing and Local Government, Tan Sri Dato’ Seri Vincent Tan, Executive Chairman of Berjaya Corporation Berhad (“BCorp”), Dato’ Sri Azlan Meah and Dato’ Zurainah Binti Musa, Executive Directors of BCorp, Ir. Chock Eng Tah, Managing Director of KUB-Berjaya Enviro Sdn. Bhd. (“KBE”), other officials from the Ministry of Housing and Local Government, and management staff of BCorp and KBE. This visit enabled YB Puan Hajjah Zuraida the opportunity to assess the benefits of a well-operated sanitary landfill as compared to traditional dumpsites and also other treatment technologies. She was impressed with the waste management method adopted by BTSL and wants to use it as a model for all landfills in the country. BTSL, operated by KBE, has a total capacity of 120 million metric ton, and is capable of managing the entire 5,000 tons of daily domestic waste produced from Kuala Lumpur and Selangor for over 65 years.
