Land Acquisition – Cuddalore District – Virudhachalam Taluk - Acquisition of 588.08.0 hectares of R. Wet, R. Dry, Natham/ House site, Tharisu and Government Poromboke lands in Arasakuzhi and 7 other Villages for formation of fresh drain for Mine –II by Neyveli Lignite Corporation Limited – Administrative Sanction – Ordered. The following Government Order is Published:— Read: 1. From the District Collector, Cuddalore, Reference No. Na.Ka. L2/ 833/2011, dated 4.7.2013 2. From the Principal Secretary and Commissioner of Land Administration, Letter No. M2/2111/2013, dated 10.2.2014. Order: No. 15, Industries [NLC) 30th January 2015, ¬î 16, üò, F¼õœÀõ˜ ݇´-2046. In the letter first read above the District Collector, Cuddalore has stated that the registering body, Neyveli Lignite Corporation Limited has requested administrative sanction for acquiring 588.08.0 hect. of lands in Arasakuzhi and 7 other villages of Virudhachalam Taluk, Cuddalore District for formation of fresh drain for Mine –II in favour of Neyveli Lignite Corporation Limited. 2. The District Collector, Cuddalore has stated that an extent of 170.45.0 hectares of Government Poramboke lands in Arasakuzhi, Kammapuram, Keenanur, U.Agaraham, U.Kolapakkam, U.Mangalam and Uthangal villages except Gopalapuram village comes under alienation. An extent of 8.02.0 hectares in Kammapuram and 27.75.0 hectares in U.Kolapakkam village, a total extent of 35.77.0 hectares involved under acquisition are wet lands. 3. The Neyveli Lignite Corporation Limited has also stated that 116 families in U. Mangalam and 60 families in Uthangal Village, a total of 176 families likely to be displaced due to acquisition lands for the formation of Mine II drainage. The Neyveli Lignite Corporation Limited has also confirmed that Neyveli Lignite Corporation Limited will bear the necessary cost and charges and Neyveli Lignite Corporation Limited will provide necessary rehabilitation measures to the eligible displaced person as per Government approved Resettlement and Rehabiliation Policy. The District Collector has recommended the administrative sanction proposal through Principal Commissioner and Commissioner for Land Administration for acquisition of 588.08.0 hectares of lands in Arasakuzhi and 7 other villages in Virudhachalam Taluk, Cuddalore District for the formation of fresh drain for Mine II in favour of Neyveli Lignite Corporation Limited, stating that the released water to be drained through the above lands are essential for development of mines. 5. The Government after careful examination proposed to accord administration sanction for acquisition / alienation / transfer of lands measuring over an extent of 588.08.0 hectares (35.77.0 hectares of Patta wet, 368.99.5 hectares of patta dry, 170.45.0 hectares of Government poramboke and 12.86.5 hectares of Tharisu lands) in 8 villages namely Arasakuzhi, Gopalapuram, Kammapuram, Keenanur, U.Agaraham, U.Kolapakkam, U.Mangalam and Uthangal of Virudhachalam Taluk, Cuddalore District for the formation of fresh drain for Mine-II in favour of Neyveli Lignite Corporation Limited under the Tamil Nadu Acquisition of Land for Industrial Purposes Act, 1997 (Tamil Nadu Act 10 of 1999). The Government also direct that the District Collector may send separate proposal to Government in Revenue Department in respect of alienation of 170.45.0 hectares of promboke land and 12.86.5 hectares of Tharisu land totally 183.31.5 hectares of land, since orders have to be issued under RSO 24. In the letter first read above the District Collector, Cuddalore has stated that the registering body, Neyveli Lignite Corporation Limited has requested administrative sanction for Acquisition of 242.97.00 hectares of Patta Wet, Patta Dry, Natham/House site, Tharisu and Government Poromboke lands in Thenkuthu and Vadakuthu Villages in Kurinjipadi Taluk, Cuddalore District for expansion of Mine –IA of Neyveli Lignite Corporation Limited. 2. The Director(Mines), Neyveli Lignite Corporation Limited, Neyveli has stated that a new Thermal Plant of 1000 MW is proposed for replacement and its planning is in an advanced stage. In order to continue generation of power from new 1000 MW power plant, lignite has to be supplied from Mine-1A for which the lignite reserves have to be increased. The land on TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY 3 the east of Mine-1A has considerable amount of lignite reserve and hence need to be annexed in order to support the new 1000 MW Thermal Power Plant for its full life and hence, the Managing Director, Neyveli Lignite Corporation Limited requested the District Collector, Cuddalore for according administrative sanction for acquiring 242.97.0 hectares of lands (i.e. 201.32.0 Hectares of patta and Natham/House Site lands and 41.65.0 hectares of interspersed Government Poramboke and Tharisu lands) in Vadakuthu and Thenkuthu Villages of Kurinjipadi Taluk. 3. In the reference 2nd cited the Principal Secretary / Commissioner of Land Administration has recommended the proposal of District Collector, Cuddalore to the Government to issue Administrative Sanction for the acquisition/alienation/ transfer of lands measuring over an extent of 242.97.0 hectares (18.71.5 hectares of Patta wet, 180.74.67 hectares of patta dry, 1.85.83 hectares of Natham / house site, 33.30.0 hectares of poramboke lands and 8.35.0 hectares Tharisu lands) in Thenkuthu and Vadakuthu Villages Kurinjipadi Taluk, Cuddalore District for the Expansion of Mine-IA in favour of Neyveli Lignite Corporation Limited 4. The Government after careful consideration have proposed to accord administrative sanction for acquisition of 242.97.0 hectares (18.71.5 hectares of Patta wet, 180.74.67 hectares of patta dry, 1.85.83 hectares of Natham / house site, 33.30.0 hectares of poramboke lands and 8.35.0 hectares Tharisu lands) in Thenkuthu and Vadakuthu villages of Kurinjipadi Taluk, Cuddalore District for expansion of Mine.1A in favour of Neyveli Lignite Corporation Limited subject to the following conditions: (1) Obtain and send the No Objection Certificate from the Hindu Religious and Charitable Endowments Department if the temple lands comes under the control of Hindu Religious and Charitable Endowments Department. (2) Consent of the Public Works Department in respect of water course poramboke lands has to be obtained. (3) Consent of respective departments in case of other poramboke lands has to be obtained at the time of initiating Land Acquisition / Alienation process. (4) To take into consideration the Bill to amend section 105 of the New Land Acquisition Act passed by the Government of India. (5) To examine the proposal in respect of alienation/ transfer of lands and to issue separate orders. 5. The Government also direct the District Collector to send the proposal in respect of alienation / transfer of lands to Government in Revenue Department through Commissioner of Land Administration to issue separate orders. The report provided a comprehensive view of the development status of the district in terms of Health, Education, Income, Employment etc. The report would be a useful tool for adopting appropriate development strategies and to address the gaps to bring equitable development removing the disparities. After the successful completion of the same, now the State Planning Commission has again initiated the process of preparation of Human Development Report based on the current status. The initiative of State Planning Commission is applaudable as this approach has enhanced the understanding of Human Development in a better spectrum.

Vijayakumar4 1,2,3&4Department of Civil Engineering, Excel Engineering College, Komarapalayam., Namakkal District, Tamilnadu – 637303. *Corresponding Author email address: Email: [email protected] A study was carried out to determine the groundwater quality in parts of Perumal Lake, Kurinjipadi Taluk, Cuddalore district, Tamilnadu. Totally, 12 groundwater samples were collected at different parts of study area and 16 water samples from surface reservoirs (Perumal lake) and analyzed for physicochemical parameters (pH, EC, TDS, TH, - Na, K, Ca, Mg and Cl, SO4 , HCO3 , NO3 ) in order to understand the hydro geochemistry of the water. The results of analysis were interpreted with geology and geomorphology of the area and also by various geochemical diagrams such as Piper trilinear plot and USSL classification diagram. Suitability of this water for its utility was verified using Indian standards. The result indicates irrespective of the seasons that only one well is suitable for drinking purpose, with remaining suitable for domestic and irrigation purpose. Further, from the results, it is pointed out that most of the well water falls in Na-Cl type indicating the influence of seawater in these wells which was confirmed by Piper plot. According to SAR (alkali hazard) and specific conductance (Salinity hazard) is plotted in USSL diagram, classification of water for irrigation purpose can be determined.

INTRODUCTION: NLC India Limited, (NLCIL) formerly (Neyveli Lignite Corporation limited) is Navaratna, a Government of India Enterprise registered under Indian Companies Act, 1956, engaged in commercial exploitation of the Lignite deposit available at Neyveli region. NLCIL is engaged in commercial mining of the Lignite deposit available at Neyveli region in Tamil Nadu as well as in Rajasthan. Four lignite mines having a combined production capacity of 30.6 MTPA feeding lignite to thermal power stations having a combined generating capacity of 3240 MW. NLCIL is operating 1000 MW Coal based Thermal Power Station as joint venture project with NLC Tamilnadu Power Limited. The total power generating capacity of NLCIL is 4240 MW. In addition, NLCIL is also supplying lignite (1.9 MT/Y) to an Independent Power Plant (TAQA) of 250 MW generation capacity. A New Neyveli Thermal Power Station (NNTPS) of 1,000 MW generation capacity at Neyveli is under commissioning as a replacement for the existing TPS-I of 600 MW. In the Non-Conventional Energy Sector, 51 MW wind power project and 640 MW Solar Power Project has been commissioned in Tamilnadu while another 709 MW at Neyveli is under implementation stage. NLCIL has signed a JV agreement with UP Government to establish a 1980 MW Power Station (3 x 660MW) at Ghatampur, Uttar Pradesh and the project is at the execution phase.
