ATTACHMENT 1 Foreign Carrier Affiliation Notification AT&T Corp. Foreign Affiliation Notification Attachment 1 ATTACHMENT 1 Foreign Carrier Affiliation Notification Pursuant to Section 63.11 of the Commission’s rules, AT&T Corp. and the other U.S. international carrier affiliates of AT&T Inc. listed below (collectively, “AT&T”) hereby submit this foreign carrier affiliation notification for an affiliation with a newly licensed carrier in Mexico, AT&T Global Network Services Mexico, S. de R.L. de C.V. (“AT&T Mexico”). AT&T further informs the Commission that it no longer has an affiliation with Alestra, S. de R.L. de C.V., which is a foreign carrier in Mexico. The other U.S. international carrier affiliates of AT&T submitting this notification are: ACC National Long Distance Corp. Alascom, Inc. AT&T of Puerto Rico, Inc. AT&T of the Virgin Islands, Inc. BellSouth International, LLC BellSouth Long Distance, Inc. Centennial Communications Corp. SBC Long Distance, LLC SNET America, Inc. SNET Diversified Group, Inc. TCG America, Inc. TCG New Jersey, Inc. TC Systems, Inc. Answer to Question 10 These foreign carrier affiliation notifications do not result from an acquisition. AT&T Mexico received a license to provide basic telecommunications services to the public effective on July 18, 2011, and expects to begin providing such services in the near future. Answer to Questions 12 and 16 AT&T certifies that Mexico is a WTO member country.1 AT&T Mexico does not own facilities in Mexico. Pursuant to Section 63.10 of the Commission’s rules, 47 C.F.R. Sect. 63.10, the above-listed U.S. international carrier affiliates of AT&T continue to qualify for non- dominant classification on the route between the U.S. and Mexico because AT&T Mexico has no market power on the foreign end of this route. Foreign Affiliation Notification Attachment 1 shares under 50 percent in all relevant markets on the foreign end of the U.S.-Mexico route, including the international transport and local access markets in Mexico, and is not listed on the Commission’s List of Foreign Telecommunications Carriers that are Presumed to Possess Market Power in Foreign Telecommunications Markets. See Public Notice, The International Bureau Revises and Reissues the Commission’s List of Foreign Telecommunications Carriers that are Presumed to Possess Market Power in Foreign Telecommunications Markets, Jan. 26, 2007, http://hraunfoss.fcc.gov/edocs_public/attachmatch/DA-07-233A1.pdf. Accordingly, pursuant to Section 63.10(a)(3), the above-listed U.S. international carrier affiliates of AT&T are presumptively classified as non-dominant on this route. Answer to Question 17 AT&T Mexico is authorized to provide resold telecommunications services to the public in Mexico. Answer to Question 18 ACC National Long Distance Corp. holds global authority to provide international switched resale services. See ITC-214-19941221-00375 (Previous File No. ITC-95-104). Alascom, Inc. is authorized to provide international facilities-based and resale services to all countries. See ITC-214-19970421-00221 (Previous File No. ITC-97-219). AT&T Corp. holds global authority to provide all facilities-based and resale services. See, e.g., ITC-214-19960830-00414 (Previous File Number ITC-96-487) (global facilities-based services); ITC-95-298 (resale of international voice services between the United States and overseas points). AT&T of Puerto Rico, Inc. and AT&T of the Virgin Islands, Inc. hold authority to provide services on particular routes or over particular facilities. See ITC-89-060; ITC- 90-066; ITC-90-071. BellSouth International, LLC holds facilities-based and resale authority for service originating out of region (ITC-214-19971017-00638) and was a part of the consortium that received Section 214 authority to construct, acquire, and operate capacity in the MAYA-1 cable. See ITC-214-19990325-00153. BellSouth Long Distance, Inc. holds global or limited global facilities-based and resale authorizations for service originating both in region, see, e.g., ITC-214-20020628- 00328 (facilities-based and resale services originating in Alabama, Kentucky, Mississippi, North Carolina, and South Carolina), and out of region, see, e.g., ITC-214- 19990218-00144 (facilities-based and resale services originating out of region); ITC-214- 19970122-00039 (resale services originating out of region). 3 AT&T Corp.     (EXCERPT FROM A LARGER WORK) 1 The SBC-Pacific Telesis-SNET-Ameritech Mergers Were the Death of State Fiber Optic Deployments: There are plans underway for SBC to merge with AT&T. This will prove to be a terrible thing for America’s telecommunications and broadband future and customers. (We address this in other sections.) We believe that the creation of SBC, formed from a merger of Southwestern Bell, Pacific Telesis, SNET and Ameritech should be investigated and broken up. This enlarged mega-Bell harmed the fiber optic based broadband deployments that were underway in EVERY state — from California-Pac Bell and Connecticut-SNET, to Ohio-Ameritech and Texas- Southwestern Bell. SBC never fulfilled its state obligations to upgrade the networks properly. More importantly, when one company can control 40% of America’s digital future, and it decides to NOT do something, it impacts not only the 13 states the company controls (about 125 million people) but also the entire economy.
