Dear Local Residents,

Re: School Streets Closure Order

As a school we are in the process of applying for a School Streets closure on the entrance to Downing Road at drop off and pick up times to school and would like to consult you on this application. Despite our best efforts the traffic from parents at these times is proving an increasing risk to the safety of our children.

This closure Order is subject to approval from Reading Borough Council.

The closures would only take place during term times at the following times:

Day AM School Street Time PM School Street Time Monday 8.30am-8.55am 3.15pm- 3.40pm Tuesday 8.30am-8.55am 3.15pm- 3.40pm Wednesday 8.30am-8.55am 3.15pm- 3.40pm Thursday 8.30am-8.55am 3.15pm- 3.40pm Friday 8.30am-8.55am 3.15pm- 3.40pm

The road would be fully closed to entering traffic and points of closure would be marshalled. Residents will of course be allowed full access, but are requested to drive at walking speed when within the closure area. It is not necessary to move parked vehicles from the street. School Streets will be under adult supervision and access will be maintained for emergency services at all times in all parts of the street. We will also need to consult with the British Legion on any events taking place that will mean a heavier flow of traffic at the proposed times.

Dr Natalie 6 Lambourne Support My husband and I would support the Evans decision for the proposed road closure during the times outlined. We have noticed significant delays leaving and returning to our property due to parents collecting and dropping off children. It also seems very unsafe for the children.

We have a couple of queries: How will the road be closed e.g. Barrier or warden? We would ideally prefer the latter. Will access be granted to visitors or deliveries to our property?

As long as residents have access, (I will be driving out of the road between 8:30 - 8:55 to get to work) I am happy for this to go along. Szwarc and Hooray yes will support this definitely Kallum King this road is an absolute nightmare as you can only get one car at a time down the road and when you get 2 cars in opposite directions one has to reverse all the way up/down the road you also have parents/drivers doing 3 point turns at the top and by the school car park

With the covid 19 situation you also have parents queuing on both sides of Downing Road so this makes it even more difficult for any pedestrian to walk anywhere up and down the paths and you can't avoid people at any cost and you would take your life in your hands if you walk on the Page 4 of 11

If Downing Road was closed this would be so helpful and safe for the children who have to get to school alone and reassuring for their parents not only for Park Lane children but other children from nearby school

I have 2 children that walk to and from Denefield school everyday and they get home when Park lane kick out which is a worry for me as I'm collecting my 6 year old daughter from The Laurels (Park Lane) at this time and if the road was closed I know that they would be so much safer as many parents would than use the car parks which is a throw stone away Lewis and 37 Lambourne Support Agree as long as residents have access. I don’t know if you have contacted the residents of Lambourne Close but they will need to be consulted too as they will also still need access. James, Emily, 27 Downing Support We very much support the introduction of Dylan, Beau Road, the scheme and other measures that and Laurie make the street safer and less polluted. Just a could couple of comments and questions we would like to offer to be considered. 1. What alternative provision is being provided for parents for example using the car park of the Prince pub 2. With increase in people walking would a better crossing be put in on park

3. Would the council consider putting in a 20mph speed limit through the Centre of Tilehurst to recognize the school and make it still safe to walk and cycle to school.

4. Need to make sure the British legion is also included in the closure order and not exempt as there traffic also often dangerously drives at speed down the street.

5. Have you considered the unintended consequence of people arriving before and after this time. There is already a lot of people sitting there with engine running and waiting. Causing not only increased congestion but pollution as well. Would you consider extending this order to 8.15 to 9.10?

J Hennell 21 Downing Road Support Very Good - a long awaited idea to put together. Will this include British Legion club ? that seem to “empty out “ at school run time and use resident spaces at all times. Michele 22 Downing Road Support Firstly, I'd like to assure you I am in Drisse favour of your application - this Victorian terraced street is not designed for the volume of traffic at these times and the speed of traffic and frequency in which drivers use the turning circle as a car park is unacceptable.

Might I enquire as to where your staff and visitors park their vehicles? Parking is at a premium in this street and there is rarely a spare space. I trust, unless they are residents themselves, they do not park in Downing Road.

A couple of points I'd like to clarify:

1) The road would be fully closed to entering traffic a) Delivery/tradesmen start times are often non-negotiable - how will you approach these events?

2) Residents will of course be allowed full access a) Please confirm you refer to entry and exit of the road without discrimination b) I AM NOT IN FAVOUR OF A PARKING PERMIT ZONE (I refer you to point 1b). How will your marshalls confirm residency? Have you considered the delay in the traffic at a potentially busy junction and the health and safety risk to the marshalls?
