Bab I Profil Kota Pangkalpinang BAB I PROFIL KOTA PANGKALPINANG 1.1. Gambaran Umum Kota Pangkalpinang 1.1.1. Luas dan Batas Wilayah Administrasi Kota Pangkalpinang adalah Ibukota Provinsi Kepulauan Bangka Belitung. Berdasarkan Peraturan Pemerintah Nomor 79 Tahun 2007, luas wilayah Kota Pangkalpinang yaitu 118,408 Km2, dengan batas wilayah meliputi : Sebelah utara berbatasan dengan Desa Pagarawan Kecamatan Merawang Kabupaten Bangka. Sebelah selatan berbatasan dengan Desa Dul Kecamatan Pangkalan Baru Kabupaten Bangka Tengah. Sebelah timur berbatasan dengan Laut Cina Selatan. Sebelah barat berbatasan dengan Desa Air Duren Kecamatan Mendo Barat Kabupaten Bangka. Gambar 1.1 1.1.2. Letak dan Kondisi Geografis Kota Pangkalpinang terletak di tengah Pulau Bangka dan mempunyai posisi astronomis pada garis 106◦ 4′ sampai dengan 106◦ 7′ bujur timur dan garis 2◦ 4’ sampai dengan 2◦ 10’ lintang selatan. Secara geografis, sebelah timur berbatasan dengan Laut Cina Selatan dan merupakan jalur perairan keluar masuk barang dari pulau lain. Sebelah selatan berbatasan dengan Kabupaten Bangka Tengah. Sebelah utara dan barat berbatasan dengan Kabupaten Bangka. Posisi ini membentuk Kota Pangkalpinang berada di tengah-tengah Pulau Bangka dan menjadi pusat kegiatan lokal, Laporan Potensi dan Peluang Investasi Kota Pangkalpinang Tahun 2018 1 pusat kegiatan kewilayahan, dan pusat pemerintahan di Provinsi Kepulauan Bangka Belitung. 1.1.3. Topografi Kondisi topografi wilayah Kota Pangkalpinang pada umumnya bergelombang dan berbukit, dengan ketinggian 20–50 m dari permukaan laut dan kemiringan 0–25 persen. Secara morfologi, daratan Kota Pangkalpinang berbentuk cekung dimana bagian pusat kota berada di daerah rendah. Keadaan ini memberikan dampak negatif, yaitu rawan banjir terutama pada musim hujan atau pengaruh pasang surut laut melalui Sungai Rangkui yang membelah Kota Pangkalpinang. Daerah-daerah yang berbukit mengelompok di bagian barat dan selatan seperti di Bukit Girimaya. 1.1.4. Geologi Struktur bebatuan di wilayah Kota Pangkalpinang mempunyai struktur utama berupa depresi lipatan geoantiklin. Dilihat dari proses pembentukannya dapat dibedakan dalam tiga jenis, yaitu (1) endapan permukaan yang membentuk struktur batuan alluvium (Qa); (2) batuan endapan (sedimen) yang membentuk struktur Formasi Tanjunggenting (TRt); dan (3) batuan malihan (metamorfosis) yang membentuk struktur Formasi Pemali Compleks (CPp). Batuan alluvium (Qa) merupakan endapan permukaan berupa endapan/ sedimen klastik atau endapan yang terbentuk oleh proses mekanik. Alluvium (Qa) merupakan endapan batuan klastik yang terjadi pada zaman/berumur Holosen. Endapan alluvial tersebut berupa bongkah, kerakal, kerikil, pasir, dan lumpur. Sebaran alluvial (Qa) terletak di dataran pantai dan dataran banjir sungai-sungai yang menyebar hampir merata di Kecamatan Pangkalbalam, Kecamatan Rangkui, Kecamatan Taman Sari, Kecamatan Bukit Intan, dan Kecamatan Gerunggang. Batuan endapan yang membentuk Formasi Tanjunggenting (TRt) merupakan batuan sedimen yang terbentuk dari hasil pemisahan atau penguraian batuan asal. Formasi Tanjunggenting (TRt) berupa batu pasir (sandstone) dan batu liat (shale), yang terbentuk karena pemisahan dan atau penguraian disebabkan oleh pengaruh fisik alam dan atau kimia alam. Tanjunggenting (TRt) berdasarkan tekstur dan komposisi mineralogisnya berupa sedimen klastik. Formasi ini merupakan punggung gunung/perbukitan bersisi terjal di atas endapan tufa, dan dataran endapan bertufa perbukitan, terletak di Kecamatan Pangkalbalam, Kecamatan Gerunggang, dan Kecamatan Bukit Intan. Formasi Pemali Kompleks (CPp) merupakan batuan malihan (metamorfosis) yang terbentuk karena pengaruh tekanan besar (kuat) dan temperatur tinggi, sehingga batuan mengalami perubahan bentuk (pemalihan/metamorfosa). Formasi Pemali Kompleks (CPp) terletak perbukitan tidak teratur dan perbukitan berurutan dengan lembah sangat curam dan lereng sangat terjal di atas batu beku asam. Mineral timah Laporan Potensi dan Peluang Investasi Kota Pangkalpinang Tahun 2018 2 yang sudah berbentuk remah ikut terbawa air sungai, yang sering ditambang oleh masyarakat. Formasi ini ada di Kecamatan Bukit Intan dan Kecamatan Rangkui. 1.1.5. Hidrologi Wilayah Kota Pangkalpinang termasuk ke dalam bagian hilir Daerah Aliran Sungai (DAS) Batu Rusa. Kota Pangkalpinang juga memiliki beberapa sungai dimana pada umumnya terdiri dari sungai-sungai kecil yang bermuara ke Sungai Rangkui. Anak Sungai Rangkui merupakan kanal pengairan dari pintu air kolong Kacang Pedang ke Sungai Rangkui. Selain Sungai Rangkui terdapat juga Sungai Pedindang di bagian selatan, dimana kedua sungai ini berfungsi sebagai saluran utama pembuangan air hujan kota yang mengalir ke Sungai Baturusa dan berakhir di Laut Cina Selatan. Sungai- sungai ini selain berfungsi sebagai saluran utama pembuangan air hujan kota, juga berfungsi sebagai prasarana transportasi sungai dari pasar ke Sungai Baturusa dan terus ke laut. Sumber air untuk air bersih pada umumnya berasal dari air tanah dan kolong. Kolong adalah danau yang terbentuk sebagai akibat dari penambangan timah di darat. Kolong yang ada di Kota Pangkalpinang diantaranya Kolong Kacang Pedang, Pedindang, Teluk Bayur, Bacang, Akit, Kepuh, dan Aik Nangka. Berdasarkan morfologinya, Kota Pangkalpinang berbentuk cekung dengan pusat kota yang berada di tengah-tengah. Hal ini memungkinkan terjadinya banjir setiap musim hujan di titik tertentu atau adanya pengaruh dari pasang surut air laut yang menyebabkan sebagian daerah tergenang air. Sedangkan daerah Timur yang berbatasan dengan Sungai Rangkui dengan Laut Cina Selatan dan bagian tengah kota yang dilalui oleh Sungai Rangkui sering tergenang oleh air pasang. Daerah yang tergenang tersebut terutama Kecamatan Rangkui, Pangkalbalam dan Tamansari. Adapun daerah yang tidak pernah tergenang adalah sebelah utara, barat, dan selatan Kota Pangkalpinang. Selain sungai, Kota Pangkalpinang juga terdiri dari daerah rawa-rawa. Rawa-rawa tersebut baik yang masih asli maupun yang sudah dialihfungsikan menjadi tambak atau kolam memiliki luas 2.049 hektar. Rawa tersebut berada di sepanjang Sungai Baturusa dan Selindung, bagian tengah dan hilir Sungai Rangkui, dan sepanjang Sungai Pasir Padi. 1.1.6. Klimatologi Iklim daerah Kota Pangkalpinang tergolong tropis basah tipe A dengan temperatur udara rata-rata wilayah Kota Pangkalpinang pada tahun 2016 adalah 26,3°C -28,1°C. Temperatur udara maksimum tertinggi sebesar 32,2°C terjadi pada bulan September dan Oktober, sedangkan temperatur minimum terendah sebesar 23,6°C terjadi pada bulan Februari. Lama penyinaran matahari pada tahun 2016 berkisar antara 35,6% pada bulan Januari dan 86,3% terjadi pada bulan Agustus. Kelembaban Laporan Potensi dan Peluang Investasi Kota Pangkalpinang Tahun 2018 3 udara rata – rata berkisar 71% - 86%, paling rendah terjadi pada bulan September sedangkan paling tinggi terjadi pada bulan Maret. Tekanan udara rata-rata Kota Pangkalpinang di tahun 2016 berkisar antara 1.009,8 – 1.011,2 milibar. Arah angin rata-rata pada bulan Desember hingga April umumnya dari arah barat sedangkan untuk bulan Mei sampai November didominasi angin timuran (timur ke selatan). Kecepatan angin rata-rata wilayah Kota Pangkalpinang pada tahun 2016 antara 3,1 hingga 6,2 knots, dengan rata-rata kecepatan angin tertinggi terjadi pada bulan Agustus sebesar 11 knots. 1.1.7. Demografi Jumlah penduduk Kota Pangkalpinang per semester I tahun 2018 sebanyak 212.459 orang dengan komposisi 108.075 laki-laki dan 104.384 perempuan yang tersebar di 7 Kecamatan. Kecamatan Gerunggang memiliki tingkat kepadatan penduduk paling tinggi, yaitu mencapai 40.952 orang dibandingkan dengan kecamatan lain di Pangkalpinang. Sedangkan Kecamatan Girimaya memiliki tingkat kepadatan penduduk terendah yaitu sebanyak 19.805 orang. Penduduk di Kota Pangkalpinang memiliki tingkat toleransi yang tinggi dan hidup berdampingan secara damai dengan 7 agama yang ada yaitu agama Islam, Kristen, Katolik, Hindu, Budha, Konghucu, dan Aliran Kepercayaan. Komposisi penduduk Kota Pangkalpinang berdasarkan usia dan jenis kelamin didominasi oleh kelompok penduduk usia muda yaitu usia 30 – 34 tahun. Selain itu juga menunjukkan bahwa tingkat kelahiran tinggi dan tingkat kematian rendah, sehingga pertumbuhan penduduk tinggi. Gambaran Kondisi Investasi Kota Pangkalpinang Investasi di Kota Pangkalpinang masih didominasi investor lokal yang bergerak di sektor perdagangan dan jasa, utamanya perdagangan dan reparasi yang sampai dengan semester pertama tahun 2018 mencapai Rp 203.371.150.000, meskipun nilai investasi tertinggi adalah di sektor primer pertambangan/mining yang nilai investasinya mencapai di angka Rp 1.348.295.825.087, disusul kemudian di sektor tersier bidang perumahan, kawasan industri dan perkantoran yaitu mencapai Rp 200.200.000.000.

Bangka-Belitung Islands Province, located in the Karimata Strait, offers a number of benefits that can be optimized to promote the development in the region through the development of the tourism sector of the province. The magnificence of its natural scenery, culture, and history are the main attractions for international tourists to pay visit to the region. However, the development of the tourism sector in the Province tends to be concentrated in Belitung Island while Bangka Island has not received serious attention from the local government. The purpose of this research paper is to identify and explore the option of sustainable tourism to promote the development of Bangka Island. The data of this study are collected from in-depth interviews, focus group discussion (FGD), and observations. In addition, secondary data is also for further analysis. The results of this study show that sustainable tourism is required to increase the regional development in Bangka Island. However, several problems, such as environmental issues in relation to the tin mining activity in the region as well as ineffective coordination among stakeholders hamper the development of tourism sector. The approach of sustainable tourism, which emphasizes the roles of stakeholders, will be able to serve as the locomotive to develop the tourism sector in the region and, subsequently, the future development of Bangka Island in general.

Issues issued are how the responsibility of the carrier in an aircraft accident that is not listed in the passenger manifest. The research method used in this thesis research is normative legal research. The results of the research prove that passengers who are not in the manifest may receive compensation, but only compensate for voluntary purchases. It may be possible to request ex gratia or voluntarily to buy a passenger ticket that cannot be ordered in the passenger manifest. However, based on information compiled from PT Jasa Raharja, checking the heirs or families of victims of the crash of the Lion Air JT 610 aircraft which were not equipped in the manifest of the aircraft could still receive compensation.

SMEDAL AFFINITY, CONSANGUINITY, AND INCEST: THE CASE OF THE ORANG LOM, BANGKA, INDONESIA The Lom, sometimes also referred to as the Mapur, are a Malay-speakingl group occupying an area of some 200 square kilometres in north-eastern Bangka - an island situated in the South China Sea, very roughly midway between Singapore and Jakarta (see Map l). Presently the Lom number some 800 individuals, most of whom live in nuclear family units. About fifty per cent of the population live in kampung Air Abik and the surround- ing forest - the other fifty per cent are found along the coast, many of them in kampung Pejam (see Map 2). The Lom grow hilllupland rice, cassava and yams in swiddens; cash crops such as pepper, cloves, pineapples and bananas (to name but a few); and coconuts along the sea shore. Most households keep some chickens and a dog andlor a cat. Those growing coconuts usually raise pigs, which they sell at the market in the nearest town (Belinyu) or to the inhabitants of some of the nearby villages, occu- pied primarily by ethnic Chinese. Published accounts of the Lom are scant and, as far as I know, have al1 been written by non-anthropologists.
