Technical Guide 1. Championship titles and jerseys will be awarded according to the policy described in the Medals, Jerseys & Ceremonies section. The Canadian Track Championships will be governed by Cycling Canada. The event will be held in accordance with UCI and Cycling Canada regulations. It is the responsibility of the rider to know the rules. UCI points will be allocated for the Elite categories and events as outlined on page 7. The Canadian Track Championships will take place on the date and time as scheduled. There will be no extension of the Championships past Saturday September 29, 2018 due to unforeseen delays or prolonged stoppages. In case of stoppages, priority will be given to Championships categories and events. The racing format may also be modified at the discretion of the Chief Commissaire and the Technical Delegate. Equipment regulation, as per UCI rules, will be enforced for all categories. Approved helmets will be mandatory for training on the track and racing. Teams will be assigned pits based on the number of athletes. Smaller delegations will have to share team pits. 2. Eligibility Eligibility to race: To be able to participate and race, in all categories including UCI categories, you must be a Canadian citizen (dual citizenship included), permanent resident, landed immigrants or an individual with refugee status. Proof of citizenship status or residence may be required (passport, permanent resident card, landed immigrant status or refugee status papers). Eligibility to compete for the Canadian Champion title/podium/medals and UCI points: Only the participants eligible to race (see above) whose UCI nationality is Canadian will have access to the Canadian Champion title, Canadian Championships podium, Canadian Championships medals and UCI points. Should a rider eligible to race but whose UCI nationality is not Canadian (permanent resident, landed immigrant or individual with refugee status) place among the top three overall finishers in the race category, a podium presentation will take place based on the finishing order of the race and a second podium presentation based on the Canadian Championships results of eligible riders with 3 Canadian UCI nationality will follow. All athletes must be in possession of a valid UCI international licence. Domestic licences (from Canada or other countries) will not be permitted. No one-day licences will be sold for the Canadian Championships. No registrations will be accepted on the day of the event. A licence must be presented to compete in the appropriate discipline. All competitors must enter their event class as shown on their licence. o Elite o Master . Master A: men 30-39 . Master B: men 40-49 . Master C: men 50+ . Master W: women 30+ Classes are defined as per UCI rules based on the year of birth. According to UCI rule 3.2.001, Juniors of 18 years old can take part in competition for categories Under 23 and Elite. Athletes will not be considered registered for an event until the following administrative requirements have been completed: o Online registration has been completed o Payment has been made o Waiver has been signed (if required) o UCI licence has been validated by the designated commissaire when picking up numbers 4. Specific Event Regulations 4.1Elite Women/Men 4.1.1 Omnium If there are more than 24 riders registered in a category for the Omnium, there will be a qualification. The qualification event will be a Points Race. There will be no Canadian Champion title awarded in the Points or Scratch races for Elite women and men. 4.1.2 Individual Pursuit & Time Trial Due to the changes to the Omnium format introduced in 2016, the Individual Pursuit and Time Trial are now standalone events. For the Individual Pursuit, there will be a qualifying round in heats of 2 riders to select the best 4 riders on the basis of their times, followed by the finals. The two fastest riders from the qualifying round will race for 1st and 2nd place. The 3rd and 4th fastest riders will race for 3rd and 4th place. For the Time Trial, there will be no qualification round. It will be conducted as a final. 4.1.3 Sprint Qualification will be a 200m flying start. Fastest 16 riders* will qualify for the 1/8 finals. Seeding order will be determined by qualification time. 4 *If there are less than 16 starters in a category, 8 riders will qualify and the tournament will start with 1/4 finals. For Elite categories, the 1/4, 1/2 and Finals will be conducted as a best of 3. The 1/16 and 1/8 rounds will be single rides. The format of the Sprint competition is subject to change based on the number of participants. 4.1.4 Keirin The format of the Keirin competition will depend on the number of riders registered. 4.1.5 Team Pursuit & Team Sprint There will be a round of qualifications, followed by the finals where the two fastest teams from qualifications will ride for the gold medal. The 3rd and 4th fastest teams will ride for the bronze medal. Forms for team composition will be available at numbers pick-up and at the Info Desk on the infield. Team composition (including alternate riders) for Elite Team Sprint and Elite Team Pursuit will have to be submitted the day prior to competition. Teams shall be made up of riders entered for the competition. The composition of the team may vary from one race to another. Any changes to the composition of the team must be submitted to the race secretary at least 30 minutes before the start of the competition round for Team Sprint and at least 1 hour for Team Pursuit. 4.1.6 Madison There will be a Madison race for both Elite categories (Women, Men). Only Elite category riders can enter the Madison. Forms for team composition will be available at numbers pick-up and at the Info Desk on the infield. Team composition will have to be submitted the day prior to competition. 4.2 Master Women/Men 4.2.1 Points Race Distances: W-10km, A-20km, B-15km, C-10km We reserve the right to combine categories where there are less than 12 starters. If categories are combined, a separate result and podium will be presented for each category. It is important to note that in the case of a Points Race, it will be run as a single event whereby points are only awarded to the first 4 riders on a sprint lap, regardless of their category. 4.2.2 Scratch Race Distances: W-5km, A-10km, B-10km, C-7.5km We reserve the right to combine categories where there are less than 12 starters. If categories are combined, a separate result and podium will be presented for each category. 5 4.2.3 Time Trial Distances: W-500m, A-1km, B-750m, C-500m 4.2.4 Individual Pursuit Distances: W-2km, A-3km, B-3km, C-2km 4.2.5 Sprint There will be no combining of categories. Categories with 8 or more qualifiers: We will proceed with 1/4 finals (8 riders tournament). Categories with 4-7 qualifiers: We will proceed with 1/2 finals (4 riders tournament) In all cases, for Master categories, only the final will be a best of 3. 4.2.6 Keirin There will be no combining of categories. There must be at least 5 starters to hold a race. Riders in categories with less than 5 starters will not be permitted to ride with another category. The format of the Keirin competition will depend on the number of riders registered. 4.2.7 Team Sprint & Team Pursuit Categories: Master Women, Master Men (A-B-C combined) Distances for Team Pursuit: W – 4km (4 riders), M – 4km, (4 riders) These events will be run as a straight final (no qualifying round – one ride only, classification based on times). Forms for team composition will be available at numbers pick-up and at the Info Desk on the infield. Team composition (including alternate riders) for Team Sprint and Team Pursuit will have to be submitted the day prior to competition. 5. Numbers Placement & Clothing As per UCI rules, riders must wear two numbers in all events, except for the events listed below: Time Trial Individual Pursuit Team Pursuit Team Sprint Numbers must be worn on the lower back and they must not overlap (there must be a space between the numbers). Riders are required to wear clothing that corresponds with the team/club indicated on their license. Failure to wear appropriate clothing may result in fines and/or refusal to start.
