Changes in Tzu Chi. By Yu-Shuang Yao and Richard Gombrich, October 2014. Tzu Chi will soon be fifty years old. Since 2010 it has been the subject of almost 300 graduate theses written in Taiwan, and that number will surely have increased before this paper is published.1 There has been widespread criticism of Tzu Chi for its lack of traditional Buddhist ritual and public observance of Buddhist festivals. Indeed, the movement has generally appeared somewhat austere in its lack of ritual and public spectacle, an austerity very much in the spirit of Tai Xu’s criticism of the Chinese Buddhism of his day. This year, on May 11th, Tzu Chi showed a new face to the world. The Buddha’s birthday (according to the Chinese Buddhist calendar) was celebrated in every branch of Tzu Chi worldwide. In Hualien the Master herself presided over a spectacular celebration involving, we estimate, nearly 2000 participants. These participants included the Tzu Chi nuns, who live in Hualien at the Abode, the movement’s headquarters; they normally lead reclusive lives and are not seen in public; so far as we can tell, this is the first time that they have taken part in any public ceremony. A similar ceremony was held on an even larger scale in Taipei at the Chiang Kai Shek Memorial Hall, and was observed by 300 members of the Buddhist Saṅgha who had been invited from around the world. This is the first time that representatives of other Buddhist movements, let alone ordained members of those movements, have been invited by Tzu Chi. -

An Analytical Study of Āyu and Causes Leading to Its Deterioration and Prosperity in Buddhist Scriptures H.E. Lyonchen Dasho Tshering Tobgay Honorable Prime Minister of the Kingdom of Bhutan Abstract Bhutan, having been a Vajrayana Buddhist Kingdom since 8th century, has been greatly shaped in the light of governance, culture and lifestyle. The Buddhist infl uence on human development in Bhutan has come from two sources: governance and leaders. The exemplar of a Buddhist monarch is the chakravartin, the universal wheel-turning king, an inspiration among Bhutanese monarchs. The Ten Duties of the King are also applicable to the leaders. A model Buddhist ruler is an agent of Avalokitesvara, the deity of compassion and a leader is expected to possess three qualities, compassion, strength, and knowledge. The ultimate value of governance in Bhutan is happiness instead of material goal such as GDP. Infl uenced by the Buddhist perspective that happiness should be built on wholesome mindful life, the ideals of governance in Bhutan was formulated by the Fourth King as GNH, which is a development framework applied to offi cial plans and programs. Bhutan is launching GNH business certifi cation to be applied to business and corporations. Under the concept of GNH, the ecological integrity has also been highly emphasized. The Lord Buddha’s dharma was ultimately about how human beings ought to live, which has been of direct relevance to human development. The Lord Buddha’s teachings bout behavioral, verbal and mental actions that would lead to happiness and wellbeing is the main basis of human development in Vajrayana Buddhism. -

Visakha Puja: Celebration of the Day of Vesak Phra Thepsophon Rector, Mahachulalongkornrajavidyalaya University Definition Visakha Puja, or the Day of Vesak, is the festival celebrating the birth, enlightenment and parinirvana (passing away) of the Lord Buddha. It falls on the full moon day of the month of Visakha or Vesak, the sixth lunar month, (which usually falls during the period May in the Gregorian calendar). Significance According to the Theravada tradition, the three most important events in the life of the Buddha-his birth, his entry into enlightenment and his achievement of parinirvana-all occurred on the full moon day of Visakha. Aspects of the Dharma relating to the birth, enlightenment and parinirvana of the Buddha include gratitude, the Four Noble Truths and mindfulness. History Life of the Buddha The Buddha was born in Lumbini Park, between the cities Kapilavastu and Devadaha of the Sakya Kingdom, in present-day Nepal, on the morning of Friday, the fifteenth waxing day of the sixth lunar month, 623 BCE, 80 years before the beginning of the Buddhist Era. He exchanged the household life for that of an ascetic and after much strenuous effort attained full enlightenment at Uruvela in the kingdom of Magadha, present-day Bodhgaya, India, on the morning of Wednesday, the fifteenth waxing day of the sixth lunar month, 45 years before beginning of the Buddhist Era. After his enlightenment, he taught those who were able to receive his teachings, and countless men and women achieved enlightenment. The Buddha achieved parinirvana, that is, he passed from this world, at the age of 80 on Tuesday, the fifteenth waxing day of the sixth lunar month in the Sala Park of the Malla near the town of Kusinara in the Malla Kingdom, present day Kushinagar, Uttar Pradesh, India. -

Tista and Rangit make Sikkim the land of rice that is dazong (bra dzons). It suggests that the Sikkimese culture stands on economic prosperity since the olden days. The location of Sikkim is strategically important to connect Tibet. presently Tibet Autonomous Region (That is TAR) of China on the North and Bengal on the South and \lathula and Jalepla mountain passes to south Tibet (Lhoka). According to the tradition popular in Sikkim, Padmasambhava is said to have stepped in Sikkim. That makes the land purified. The Bhutias (Bod pa) then feel Sikkim as a holy land blessed by KanchanJangha. Similarly the Rong pa. the Lepcha find Sikkim as a scat of their "acred deih. -

Masked Dance of Sumthrang Mountain Deity Gengop Karchung * Abstract Masked Dance of Mountain Deity ( Tsän Cham ) of Sumthrang Samdrup Chödzong in Ura, Bumthang is a unique performing art that has been inherited since the 15th century. When the 23rd ’Nyörab Jam’yang Drakpa Özer (’Jam-dbyang grags-pa ’od-zer; 1382–1442) planned to slip away to Tsari (Tibet) for meditation clandestinely, the Drak Tsän Dorje Dradül appeared and beseeched lama to stay at Sumthrang, simultaneously performing this masked dance along with four of his retinues. Consenting to the plea made by the deity, the lama then taught the dance to his disciples. The dance then became part of annual festival called Sumthrang Kangsöl held from 25th Day of 9th Month of the Bhutanese lunar calendar for 5 days. The dance is known by various names: Lha Cham (dance of god), Tsän Cham (dance of mountain deity), and Ta Cham (dance of horse) as the masked dancers ride horses. Today, some episodes of this dance is performed at Zhongmä lhakhang in Lhuntse Dzongkhag as this lhakhang was built by Jam’yang Drakpa Özer. This paper will try to give detailed information on this unique festival, especially the Tsän Cham as it is critically endangered. Further, it will also try to bring out the historical accounts of the lhakhang and other associated sites. This paper will be based on limited available manuscripts, historical publications and other written sources which will be further supplemented with the existing myths and legends that are available. Introduction Bhutan having embraced its culture as one of the core lifelines of every Bhutanese has ensured its sovereignty and independence since time immemorial. -

TIBET INSIGHT NEWS, 1-15 FEBRUARY 2020 1 TAR NEWS New PSB directive mandates ‘zero distance’ between police and people in TAR February 14, 2020 The Central Public Security Bureau (PSB) issued a new directive mandating the Police Headquarters in TAR to launch a new propaganda campaign entitled ‘One million policemen into ten million homes’ and asking it to maintain ‘zero distance’ between the police and the people. Launched on January 14, 2020, the new campaign is scheduled to end by December 2020. The Tibet Entry-Exit Border Inspection Station organized a meeting in this connection and discussed the overall deployment activities to be carried out in TAR. It was decided that grassroot civilian police units would enter into all aspects of a community, into pastoral areas, monasteries, nunneries, campuses, market, construction sites, homes, border areas, and ‘mingle’ closely with the common people. The grassroot civilian police units were asked to grasp the root causes of a ‘problem/risk’ and conduct preventive measures accordingly. Damshung County of Chengguan District, Lhasa started the campaign on February 14, under the leadership of the Tashi, Director of the Damshung Public Security Bureau and Secretary of the local Political and Legal Committee. At a deployment meeting he told local Township police units that to carry out the campaign they should enter into village groups (including virtual ones like WeChat), monasteries, nunneries, campuses and entrepreneurial sites. He added that the Township police units should keep as close contact as possible with the people, ensure their safety and maintain stability in the region. After the deployment meeting, policemen of Damshung County packed rice, dumplings and other necessities and went to their respective jurisdictions to conduct the campaign. -
Yuthog Nyingthig Empowerment and Oral Transmission
YUTHOG NYINGTHIG EMPOWERMENT AND ORAL TRANSMISSION BY VEN. TAKLUNG TSETRUL RINPOCHE Yuthog Nyingthig Empowerment and Initiation remains one of the most sacred and esoteric practice of Buddhist Tantric Traditions capable of rewarding complete enlightenment in one’s life time for the most fortunate and dedicated practitioners. It falls into the sublime category of Nyingmapa’s rZogs-chen or Great Accomplishment Tradition. Yuthog Yonten Gonpo, the Father of Tibetan Medicine who attained rainbow body while on his final departure to the glorious land of Medicine Buddha, transmitted this sacred knowledge to his chosen disciple Sumton-Yeshe-zun. Sumton in turn nurtured and cherished this practice like a jewel from the heart of his own Guru and, very secretly passed the precious knowledge down through the centuries of legendary spiritual Masters and physicians to maintain the continuum of its sacred lineages. It is said that Yuthog, throughout his lifetime, practiced and cherished two jewels from his own heart: Yuthog Nyingthig and Sowa Rigpa( Tibetan Medical System) hand in hand together. Realizing the great need of such a profound empowerment and Initiation in today’s degenerating era, and particularly for the practitioners of Tibetan Medicine, the members of the Central Council of Tibetan Medicine (CCTM) made a fervent and repetitive request to Kyabje Taklung Tsetrul Rinpoche, one of the rare Buddhist Spiritual Masters who holds the precious lineage of this sacred Initiation, to bestow the empowerment and oral transmission to our Tibetan doctors for the glory of Sowa Rigpa. Our prayer was answered when Rinpoche, disregarding his age, health and all the travel hardships, on the most auspicious date of 1st to 4th day of celestial star ‘Wo’ month of Tibetan Earth Ox Year( 27th to 30th March, 2009),blessed and satisfied all the fortunate devotees numbering about 400( including many devoted practitioners of Tibetan Medicine in the Himalayan regions of Ladakh, Spiti, Bhutan and Nepal). -
