Background 2. Members will be aware that on 5th January, 2017, Cabinet agreed to establish a temporary governing body for Ysgol Newydd Margam, a new all through school (3-16 age range ) (replacing Dyffryn School (Upper & Lower) and Groes Primary School). 3. Members will also be aware that in addition to creating the temporary governing body Members were asked to consider the appointment of suitable LA Governor representatives to sit on the temporary governing body. As there were more nominations than positions available Members determined to defer a decision pending the receipt of further information. An extract from the minutes of that meeting is reproduced below for ease of reference: Decision 5 - "That the appointment of LA Governor representatives be deferred to enable a request to be made to the candidates of which there are more than vacancies, to provide written information/submissions not exceeding 500 words by the 16th January 2017 to enable the Cabinet Board at a future meeting to decide, as required by the Council’s policy of December 2012 who in the opinion of the Cabinet Board will make the most significant contribution to the management of the school." 4.

In particular he was informed that a little over £2,000 of Cllr Ellis’s personal budget remains unallocated and will be available to a future elected Member. Cllr Hunt also explained that he is willing to deal with day to day issues at NPTCBC until a new member is elected. The meeting stood in silence as a mark of respect for the late Cllr Martin Ellis. It was established under the Local Democracy (Wales) Act 2013 with the main purpose of publishing a programme of work which keeps under review the electoral arrangements for the 22 principal councils. The Commission makes electoral review recommendations, which it feels are in the interest of effective and convenient local government. This review has been conducted as a result of the former Cabinet Secretary for Finance and Local Government’s Written Statement of 23 June 2016 as part of an all Wales review programme for the 2022 local government elections. © Crown copyright and database rights [2020] OS [100047875] Summary of our Recommendations: The Commission recommends a council of 60 members, a reduction from the present 64 members. The Commission recommends a change to the arrangement of electoral wards that will achieve a marked improvement in the level of electoral parity across the County Borough of Neath Port Talbot . The Commission recommends 34 electoral wards, a reduction from 42 existing wards. The largest under-representation will be in Blaengwrach and Glynneath West electoral ward at 25% above the recommended county average. The largest over-representation will be in the Cadoxton and Coedffranc West electoral wards at 24% below the recommended county average. The Commission is recommending 20 multi-member wards in the County Borough consisting of 14 two -member electoral wards and six three-member electoral wards.
