It is based on the application for core funding for 2012 and follows the Work Plan for 2012, which was approved by the General Assembly 2011 in Malmö, Sweden. In Resolution E/2011/26 the Commission agreed on the modalities for the second review and appraisal of Madrid Plan of Action. The Resolution encourages regional commissions to facilitate the review and appraisal exercise at the regional level. The Commission further decided to conduct the global segment of the second global review and appraisal of the Madrid Plan of Action in 2013 at the fifty-first session of the Commission for Social Development. The second review and appraisal in the UNECE region culminated in the 2012 UNECE Ministerial Conference on Ageing which took place from 19 to 20 September 2012 in Vienna, Austria. Delegations from 50 UNECE Member States, including 27 Ministers and Deputy Ministers/State Secretaries and a number of high-level officials, the European Union Commissioner for Employment, Social Affairs and Inclusion, as well as other participants from the European Commission and international organizations, non-governmental organizations, scientists and other stakeholders discussed progress made in accomplishing the Regional Implementation Strategy of MIPAA during its second cycle of implementation (2007-2012).

This is a good trend, as the large majority of older people are healthy and active participants in society. They can stay longer in the labour market, and as they retire, they become involved in all kind of activities, in particular social and volunteer work. Some seniors are busier than never before. The growing older generation has become important consumers, with a purchasing power larger than the one of the young generation. This led to the development of the Silver Economy, where businesses can successfully develop products and services directed to the older generation of consumers.
