Page 6 of 177 A47 Wansford to Sutton 1 Introduction 1.1 Purpose of the Report 1.1.1 Scoping is an important part of the Environment Impact Assessment (EIA) process and determines which environmental topics are to be examined during the course of the assessment and reported in the Environmental Statement (ES). 1.1.2 This Scoping Report describes how the EIA will be undertaken, and identifies the technical environmental disciplines that will be considered. Defining the environmental scope is one of the most critical parts of the study, as it sets out the method for the detailed assessment. This EIA Scoping Report will be submitted to the Planning Inspectorate in order to inform its scoping opinion. The Planning Inspectorate may not adopt a Scoping Opinion in response to a request until it has consulted the person who made the request and the consultation bodies or notifies the person making the request that it requires additional information to adopt an opinion. The ES will be submitted as part of the application for a Development Consent Order (DCO). 1.1.3 The scope of the EIA may be amended following receipt of the scoping opinion or if understanding of environmental conditions change. The final version of this EIA Scoping Report will be issued as a technical appendix of the ES. This will provide a full audit trail for the EIA process that is undertaken. 1.2 Proposed Scheme Location 1.2.1 The A47 trunk road forms part of the strategic road network (SRN) and provides for a variety of local, medium and long-distance trips between the A1 and the eastern coastline. The corridor connects the cities of Norwich (population over 210,000) and Peterborough (population over 180,000) and the towns of Wisbech, Kings Lynn, Dereham, Great Yarmouth and Lowestoft. 1.2.2 The Proposed Scheme is located at Wansford and extends eastwards to Sutton and forms a section of single carriageway that is part of the main arterial highway route connecting Norwich and Great Yarmouth to the east (see Figure 1.1). EIA Scoping Report Page 7 of 177 A47 Wansford to Sutton Figure 1.1: Proposed Scheme Location Source: PRA document 1.3 Proposed Scheme Overview 1.3.1 The Proposed Scheme consists of a new 2.5km dual carriageway, which would be constructed partially off-line to the north and part off-line to the south of the existing A47. The new dual carriageway would tie in to the existing carriageway at the eastern roundabout at the A1 / A47 interchange and at the Nene Way Roundabout at the eastern end of the Proposed Scheme. At the western end, the Proposed Scheme would also include a free flow link between the A1 southbound carriageway and the new eastbound carriageway of the A47. The existing Wansford east roundabout, would be enlarged as part of the proposals to accommodate A47 westbound traffic.

    24 August 2021 Strategic Environmental Assessment Determination Statement: Draft Whittlesey Neighbourhood Plan This determination statement has been produced by Fenland District Council (FDC) as “responsible authority”, to meet the requirements of Regulation 9 of the Environmental Assessment of Plans and Programmes Regulations 2004. This Determination Statement forms a Submission Document for the purposes of neighbourhood planning, as required by The Neighbourhood Planning (General) Regulations 2012 (as amended) (reg. 15(e)(ii)). A Screening Assessment was undertaken by FDC during the preparation of the draft Whittlesey Neighbourhood Plan. As part of this assessment, FDC consulted the statutory bodies. The SEA Screening Report follows this Determination Statement. The Screening Report examines the strategic policy and environmental context relevant to Whittlesey, and presents the findings of the screening assessment. The report identifies that the draft Whittlesey Neighbourhood Plan does not seek to increase the overall quantum of growth beyond that which has already been permitted through the planning system. Other policies generally accord with the adopted Local Plan, the potential environmental effects of which were duly assessed through the plan-making process. The Screening Report was sent to consultation bodies for comment (13 July to 23 August 2021). Responses were received from Environment Agency, Historic England and Natural England. Through its response to the draft Screening Report consultation, Historic England concurred with the Council that the preparation of a Strategic Environmental Assessment is not required. Natural England confirmed it agrees with the report’s conclusions that the Whittlesey Neighbourhood Plan would not be likely to result in a significant effect on any European Site, either alone or in combination and therefore no further assessment work is required.

    Cambridgeshire ‘Flood & Water Supplementary Planning Document (SPD) Habitats Regulations Assessment Cambridgeshire County Council, Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council, and South Cambridgeshire District Council August 2015 1 The need for an assessment The Cambridgeshire ‘Flood and Water’ Supplementary Planning Document (SPD) is being developed to provide guidance on flood risk and water management planning matters across Cambridgeshire. The local planning authorities (LPAs) for Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council and South Cambridgeshire District Council are producing this guidance jointly with Cambridgeshire County Council to provide a ‘countywide’ approach to development, specifically on flooding and water management (e.g. SuDS). All LPAs are committed to adopting the SPD following public consultation of the document. The SPD is subject to public consultation, which will be carried out during September and October 2015. It has been identified that an assessment is required in accordance with the Habitats Directive 92/43/EEC and Habitats Regulations 1994. These require a Habitats Regulations Assessment to be carried out for the SPD in order to determine any likely significant effects that it might have on the integrity of European nature conservation sites. These are designated as either Special Areas of Conservation (SACs) or Special Protection Areas (SPAs). Collectively the sites form part of a European network of protected areas known as Natura 2000, and Ramsar sites. The government requires that Ramsar sites are afforded the same level of protection as European sites. The sites in Cambridgeshire are set out in Appendix A. Advice from Natural England, following comments on an initial draft of this document, has been used to inform this assessment.

Bedfordshire and Cambridgeshire Claylands Area profile: Supporting documents Introduction National Character Areas map As part of Natural England’s responsibilities as set out in the Natural Environment White Paper,1 Biodiversity 20202 and the European Landscape Convention,3 we are revising profiles for England’s 159 National Character Areas North (NCAs). These are areas that share similar landscape characteristics, and which East follow natural lines in the landscape rather than administrative boundaries, making them a good decision-making framework for the natural environment. Yorkshire & The North Humber NCA profiles are guidance documents which can help communities to inform West their decision-making about the places that they live in and care for. The information they contain will support the planning of conservation initiatives at a East landscape scale, inform the delivery of Nature Improvement Areas and encourage Midlands broader partnership working through Local Nature Partnerships. The profiles will West also help to inform choices about how land is managed and can change. Midlands East of Each profile includes a description of the natural and cultural features England that shape our landscapes, how the landscape has changed over time, the current key drivers for ongoing change, and a broad analysis of each London area’s characteristics and ecosystem services. Statements of Environmental South East Opportunity (SEOs) are suggested, which draw on this integrated information. South West The SEOs offer guidance on the critical issues, which could help to achieve sustainable growth and a more secure environmental future.

    Information for candidates Deputy Heads of Centre: Burwell House and Stibbington 1 An introduction to Cambridgeshire Outdoors Cambridgeshire Outdoors has been inspiring young people in Cambridgeshire since 2003, providing a variety of outdoor learning products and services at our three sites: Burwell House Centre, Grafham Water Centre and Stibbington Centre. As a local authority, we passionately believe in the importance of learning outside the classroom. We want to equip future generations of young people with the skills, confidence and self-belief outdoor learning can provide. Since 2019, Cambridgeshire Outdoors has received over £1 million of investment from the local authority to transform property, business systems and learning materials. This investment has been guided by the Cambridgeshire Outdoors Programme, a politically-led initiative which aims to make our centres the premier provider of outdoor learning in the East of England. We are recruiting Deputy Heads of Centre at our two smaller centres – Burwell House and Stibbington. Two Deputy Heads will share responsibility with the Head of Centre for the leadership of the centres, with a particular focus on curriculum development and the delivery of education. Successful candidates will be people with a passion for outdoor education, who can lead our centres to grow and recover following the impact of the coronavirus pandemic. The key aims of the Cambridgeshire Outdoors Programme are: 1. Strategy and learning: Burwell House, Grafham Water Centre, and Stibbington Centre will be an integral part of the work we do to improve education and outcomes in Cambridgeshire. 2.
