    EVERYONE HAS BEEN SILENCED Police Excesses Against Anti-CAA Protesters In Uttar Pradesh, And The Post-violence Reprisal Citizens Against Hate Citizens against Hate (CAH) is a Delhi-based collective of individuals and groups committed to a democratic, secular and caring India. It is an open collective, with members drawn from a wide range of backgrounds who are concerned about the growing hold of exclusionary tendencies in society, and the weakening of rule of law and justice institutions. CAH was formed in 2017, in response to the rising trend of hate mobilisation and crimes, specifically the surge in cases of lynching and vigilante violence, to document violations, provide victim support and engage with institutions for improved justice and policy reforms. From 2018, CAH has also been working with those affected by NRC process in Assam, documenting exclusions, building local networks, and providing practical help to victims in making claims to rights. Throughout, we have also worked on other forms of violations – hate speech, sexual violence and state violence, among others in Uttar Pradesh, Haryana, Rajasthan, Bihar and beyond. Our approach to addressing the justice challenge facing particularly vulnerable communities is through research, outreach and advocacy; and to provide practical help to survivors in their struggles, also nurturing them to become agents of change. This citizens’ report on police excesses against anti-CAA protesters in Uttar Pradesh is the joint effort of a team of CAH made up of human rights experts, defenders and lawyers. FOREWORD THE Uttar Pradesh Government asked me in March, 1952, to supply them for the purposes of elections to local bodies population statistics with separation for scheduled castes (i) mohalIa/ward -wise for urban areas, and (ii) village-wise for rural areas. The Cens~s Tabulation Plan did not provide for sorting of scheduled castes population for areas smaller than a tehsil or urban tract and the request from the Uttar Pradesh Government came when the slip sorting had been finished and the Tabulation Offices closed. As the census slips are mixed up for the purposes of sorting in one lot for a tehsil or urban tract, collection of data regarding scheduled castes population by mohallas/wards and villages would have involved enormous labour and expense if sorting of the slips had been taken up afresh. Fortunately, however, a secondary census record, viz. the National Citizens' Register, in which each slip has been copied, was available. By singular foresight it had been pre­ pared mohalIa/ward-wise for urban areas and village-wise for rural areas. The required information has, therefore, been extracted from this record. 2. In the above circumstances there is a slight difference in the figures of population as arrived at by an earlier sorting of the slips and as now determined by counting from the National Citizens' Register. This difference has been accen­ tuated by an order passed by me during the later count from the National Register of Citizens as follows:- (i) Count Ahirwars of Farrukhabad District, Raidas and Bhagat as 'Chamars'.

    GOVERNMENT OF INDIA ROAD TRANSPORT AND HIGHWAYS LOK SABHA UNSTARRED QUESTION NO:3114 ANSWERED ON:05.08.2002 WIDENING OF NATIONAL HIGHWAYS CHARAN DAS MAHANT Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether work of widening of National Highways (NHs) from Meerut - Khatoli -M uzzaffarnagar-Rourkee-Dehradun and Meerut to Bijnore-Najibabad-Kotdawar-Podi is going on at very slow pace; (b) if so, the reasons therefor; (c) the action taken by the Government to expedite the work; (d) whether the Government propose to construct said NHs into four lane; and (e) if so, the details thereof and the time by which the said works are likely to be started ? Answer THE MINISTER OF STATE OF THE MINISTRY ORFO AD TRANSPORT AND HIGHWAYS ( MAJOR GENERAL(RETBD.C.). KHANDURI ) (a) to (c) Meerut - Khatauli - Muzaffarnagar - Roorkee - Hardwar - Dehradunh ighway is part of National Highway Nos. 58 and 72. Presently this is having a 2 lane carriageway. Widening of the carriageway including paved shoulder sanctioned in a length of 16 km. at a cost of Rs.7.80 crore is generally in good progress. Meerut - Bijnore - Najibabad - Kotdwar - Pauri is a State Highway.W idening and improvement of the section from Meerut to Najibabad has been undertaken by the State Government under World Bank loan assistance. The contract for this project has been awarded in April, 2002 and the work has started. The section Najibabad - Kotdwar in Uttar Pradesh and Kotdwar - Pauri in Uttaranchal have been approved by Central Government under Inter-State Connectivity scheme of Central Road Fund in July 2002 and February 2002 respectively.
