  • Raaz, Josh Eden Pastora Was Born January 22, 1937 in Ciudad Dario
    Raaz, Josh Eden Pastora was born January 22, 1937 in Ciudad Dario, Matagalpa. A member of a strongly anti-Somoza Conservative Party, he blamed the government for the death of his father in the 1940s over land disputes. In 1959 Eden left medical school at the University of Guadalajara to help found the Sandino Revolutionary Front. He was very active in the Conservative Party presidential campaign of 1966-67, involved in a shootout with the National Guard, and joined the Frente Sandinista de Liberacion Nacional in 1967 to wage war against the government in the Pancasan guerrilla campaign. Quit the Frente Sandinista de Liberacion Nacional (FLSN) in 1972 over ideological differences and moved to Costa Rica. Rejoined the FLSN in 1977 as a member of the Insurrectionist faction and led the Southern Military Front’s February 1978 attack on Rivas. Was later dubbed “Comandante Zero,” in the August 1978 attack of the National Palace in Managua. Gained national popularity for the release of 59 political prisoners and forced the National Guard to engage the Southern Front of the FLSN, allowing other FLSN troops to concentrate their efforts on various other national targets. With the victory of the Sandinistas, Pastora became Vice Minister of Interior, then Vice Minister of Defense. He, however, left the government in 1981 and traveled to Costa Rice, Panama, and Cuba. 1982 announced his opposition of the Sandinista government and joined the Alianza Revolucionaria Democratica (ARDE) to combat the Sandinista government in the South. In response, cooperatives were formed with the purpose of supporting the communities as they survived the crisis and moved toward coffee quality improvement for access to global specialty markets. Usually, humanitarian support agencies work with existing cooperatives, but in this case Catholic Relief Services embarked on a project to support over 300 of the poorest coffee producers in the Matagalpa in their initiation of CECOSEMAC cooperative. This report describes how the process of forming a social enterprise introduced the Seattle University students to CECOSEMAC and revealed inadequacies in the fair trade and organic coffee export model. The innovative solution to this problem is to offer the producers a premium above fair trade and organic price and pay them up front. In addition, the supply chain was simplified and shortened that enabled the business to return another 12 % of the sale price directly to the producers and 27% to an educational fund to support the children. This unique combination of educational focus, fulfilling community needs, and the empowerment of students has created a successful model that has transferrable potential to other educational institutions. 2 The global coffee crisis in 2002-2003 had a significant devastation on coffee growers in Nicaragua.

    CHAPTER 2 Design and Implementation of the Red de Protección Social o permit an assessment of how RPS altered behavior, it is first necessary to describe Thow the program operates and how it has evolved.4 Program Targeting In the design phase of RPS, rural areas in all 17 departments of Nicaragua were eligible for the program. The focus on rural areas reflects the distribution of poverty in Nicaragua—of the 48 percent of Nicaraguans designated as poor in 1998, 75 percent resided in rural areas (World Bank 2001). For Phase I of RPS, the Government of Nicaragua selected the departments of Madriz and Matagalpa from the northern part of the Central Region, on the basis of poverty level as well as on their capacity to implement the program. This region was the only one that showed worsening poverty between 1998 and 2001, a period during which both urban and rural poverty rates were declining nationally (World Bank 2003). In 1998, approximately 80 percent of the rural population of Madriz and Matagalpa was poor, and half of these people were extremely poor (IFPRI 2002). In addition, these departments had easy physical access and communication (including being less than a one-day drive from the capital, Managua, where RPS is headquartered), relatively strong institutional capacity and local coordination, and reasonably good coverage of health posts and schools (Arcia 1999). By targeting purpo- sively, RPS avoided devoting a disproportionate share of its resources in Phase I to increasing the supply of educational and health-care services. In the next stage of geographic targeting, all six (out of 20) municipalities that had the small-scale participatory development program Microplanificación Participativa (Participa- tory Micro-planning [MP]) run by the national Emergency Social Investment Fund (FISE) were chosen.5 The goal of that program was to develop the capacity of municipal governments to select, implement, and monitor social infrastructure projects such as school and health-post construction, with an emphasis on local participation.
