(see att #1, #2, #3, #4) Attachment #4 tells what other states are doing. Any questions? Sen. Shawn Vedaa: When I look at a new district, I think of small. Is this not as prevalent in rural but more urban. How we draw these lines? Sen Heckaman: I think it is state wide. It is happening. My district is an example. In 2000, there was gerrymandering. I am looking at an independent commission. I know there are block cut out to benefit districts. Other states are finding there are fairer ways. Sen. Shawn Vedaa: I think you will find that people will explain that is has to do with population. Districts change. Chairman Davison: How did you identify in section one, the people you choose? Is that your choice? Sen. Heckaman: Somewhat from other states so. I looked at retired judges, etc. that I thought would be non-partisan. L.C. looked at other states and seeing how they formed their commission. Urbans are growing and rural not. My district may be absorbed. Lawmakers earned percentage grades ranging from 0% to 100%, based upon dividing the candidate’s number of good votes cast by the number of total bills he/she voted on. The higher the score, the better their ranking. Not all lawmakers voted on every bill; the number of absences on these key bills is also noted and we encourage you to review whether your legislator actually voted on these important bills. -

2019 NORTH DAKOTA LEGISLATIVE REPORT CARD 66th LEGISLATIVE SESSION DEAR FRIENDS, I am pleased to share this report card for the most recent North Dakota state legislative session. Here is a snapshot of how lawmakers voted on key social and moral legislation related to the right to life, education, family, marriage and other issues. Guided by our mission of building a state where God is honored, religious liberty flourishes, families thrive, and life is cherished, this report card focuses on seven bills/resolutions (hereafter collectively called bills) in the North Dakota Senate and House of Representatives during the 2019 Legislative Session. All these are included in this report card. A bill is passed by a simple majority in the Senate (24 votes out of 47 senators) and the House (48 votes out of 94 Representatives.) Lawmakers earned percentage grades ranging from 0% to 100%, based on how they voted on the relevant bills coming before their chamber. This report card is not an endorsement of any candidate or political party. It does not measure any lawmakers’ integrity, commitment to their faith, work ethic, or rapport with Family Policy Alliance of North Dakota. It is only a report on how each lawmaker voted. One of the most common questions people ask is, “How did my legislator vote?” This report card should help you answer that question. Page 1 1st DAY MONDAY, DECEMBER 3, 2018 1 Organizational and Orientation Session JOURNAL OF THE SENATE Sixty-sixth Legislative Assembly * * * * * Bismarck, December 3, 2018 The Senate convened at 1:00 p.m., with President Sanford presiding. The prayer was offered by Pastor Keith Ritchie, Cornerstone Community Church, Bismarck. The roll was called and all members were present except Senator J. Lee. A quorum was declared by the President. COMMUNICATION FROM SECRETARY OF STATE ALVIN A. JAEGER December 3, 2018 As specified in Section 54-03-03 of the North Dakota Century Code, I certify the attached list is a true and correct record of members of the Senate elected in the General Election held on November 6, 2018. The State Canvassing Board certified the results of the election on November 16, 2018. As specified in Section 16.1-15-45 of the North Dakota Century Code, Certificates of Election were then prepared by the Secretary of State and signed by the Governor, the Clerk of the Supreme Court (as the designated representative of the State Canvassing Board), and the Secretary of State. Each newly elected member of the Legislative Assembly was then issued their Certificate of Election (copies enclosed), as specified in Section 16.1-15-46 of the North Dakota Century Code. In addition, in accordance with Section 4, Article XI, of the North Dakota Constitution, an Oath of Office (or affirmation) form was provided to each Senator, with instructions to execute the Oath before a Notary Public and file it with the Secretary of State before he or she assumes the duties of their office. -

North Dakota Water Users Jan. 5, 2021 No. 1 67th Legislative Assembly Convenes The 67th Legislative Assembly kicks off today with the Tribal-State Relationship message, State of the Judiciary, and Governor's State of the State Address. Positions on water issues and bills will be determined by the North Dakota Water Users Association, North Dakota Water Resource Districts Association, and the North Dakota Irrigation Association, based on 2021 Goals and Policies. If you are aware of legislative issues North Dakota Water should know about, please contact us. Legislative Updates will be sent each week during the Legislative Session and will include the status of all bills being monitored and a hearing schedule for the following week. 2021-23 State Budget During his address to state legislators on Dec. 3 during the organizational session Gov. Burgum outlined a $15 billion budget for the 2021-23 biennium, a record if passed and a two percent increase over the 2019-2021 budget of $14.7 billion. The detailed executive budget, including the text of the budget address and PowerPoint, is available on the OMB website. The Governor highlighted his vision to “empower people, improve lives, and inspire success.” He stated a goal to hold down government spending, invest in state priorities and maintain healthy reserves without raising taxes. His total budget proposal reflects a $15 billion budget from general, federal and special funds, which is second largest state budget presented according to the Bismarck Tribune. The budget leans heavily on the earnings from the $7.5 billion Legacy Fund established by voters a decade ago with 30 percent of oil and gas tax collections. -
