Is this not as prevalent in rural but more urban. How we draw these lines? Sen Heckaman: I think it is state wide. It is happening. My district is an example. In 2000, there was gerrymandering. I am looking at an independent commission. I know there are block cut out to benefit districts. Other states are finding there are fairer ways. Sen. Shawn Vedaa: I think you will find that people will explain that is has to do with population. Districts change. Chairman Davison: How did you identify in section one, the people you choose? Is that your choice? Sen. Heckaman: Somewhat from other states so. I looked at retired judges, etc. that I thought would be non-partisan. L.C. looked at other states and seeing how they formed their commission. Urbans are growing and rural not. My district may be absorbed. (See Testimony #1) 0:00:33 - 0:03:16 The same situation could be charged as a felony in one court and with a deferred sentence in another court and there are significant differences in sentencing because this becomes a lifetime ban and that is one of my concerns. Some courts and judges are significantly more aggressive than others. Because of the severity of the band the consequence of the band on SNAP and TANF is almost more debilitating than some of the sentences. I am concerned about the mythology in which the information is obtained. Currently applicants are asked to ask if they have a felony band when they apply. If they lie they can get benefits. If they tell the truth there is a lifetime band. If the system catches them then they will have a lifetime violation but because we have a significant number of people who come from other states and there is no cross reference information, the people who are really having the lifetime band are the people who are being honest. The intent of this bill is to modifythe lifetime ban to recognize that a convicted drug felon has gone at least five years without an additional felony conviction.

It was a great chance for us to develop strategies for access, equity, and opportunity. There were multiple breakout sessions at this conference and keynote speakers that shared their education and experience in working with children and providing inclusive education. The conference allowed for our staff to interact with Parent Training Information Centers from multiple states such as Wyoming and South Dakota. We developed a better understanding of what other PTI centers were doing in their state, and we shared with them how we approached our programming in North Dakota.

Thank you for emailing or calling your Senators and Representatives on the bills listed below. These bills are all being heard in Committee this coming week, and we need everyone to contact these Committee members in regards to these bills. The Committee members may not be from your district, but while the bill is being considered by them, any North Dakota citizen may contact them to voice their opinion on these bills. After the Committee votes on the bill, it then goes to the floor of the Chamber and then we need to contact our local legislators to urge them to either support of oppose. Below you will find the bills CWA supports, and one very urgent bill that CWA opposes. Remember that prayer is key! Pray for our lawmakers to make righteous decisions! Bills that CWA supports: HCR3015, a resolution directing Congress to refrain from passing the Freedom of Choice Act (FOCA) in its entirety, or any individual component of it. I personally took this resolution, after it passed the North Dakota House of Representatives, and presented it to our Senators in Washington DC. They need to be fully aware of the wishes of their constituents to protect our laws and the sanctity of life of North Dakota citizens. It is urgent that this also passes the North Dakota Senate. It will be heard in Senate Human Services on Tuesday, March 17.

EVERY STUDENT SUCCEEDS ACT Chairman Schaible called on Ms. Kirsten Baesler, Superintendent of Public Instruction, for a presentation (Appendices B and C) regarding the reauthorization of the federal Every Student Succeeds Act and the North Dakota State Assessment Task Force. In response to questions from Chairman Schaible, Ms. Baesler said there will be 3 years of trending data from 2015 through 2017 under the same assessment to compare. She said the test items and scores under a new assessment in 2018 will be analyzed. She said the old assessment and the new assessment will be calibrated, but will not be an exact mirror of one another.

    House Bill No. 1426—Authorizing Dental Therapists HB 1426, bipartisan legislation to authorize midlevel dental providers, was introduced by Representatives Bill Devlin, Dick Anderson, Gretchen Dobervich, Daniel Johnston, Karen Rohr and Mary Schneider, and Senators Dick Dever, Joan Heckaman, Oley Larsen, Judy Lee and Donald Schaible. Here are the key provisions: Dental therapists will only be allowed to practice in the following settings or locations: Federally Qualified Health Centers (FQHCs) and FQHC Look-Alike clinics. Look-ALike clinics are federally designated community health centers that serve low-income and underserved populations and meet the requirements of FQHCs but do not receive federal funding. Tribal facilities, programs, or organizations including Urban Indian Health Centers, Tribal operated (638) health facilities, and those operated through the Indian Health Service Non-profit or government dental practices or organizations that provide dental care to low income and underserved individuals, including those that provide services in community settings like schools or nursing homes. Education and licensure: Dental therapists must be trained in board-approved dental therapy programs, including programs that are accredited by the American Dental Associations’ Commission on Dental Accreditation (CODA). Dental therapists must pass a board-approved examination to demonstrate clinical competency in dental therapy and an examination on the laws and rules governing the practice of dentistry in North Dakota.
