Their 2006 minority and 2011 majority election victories represented the culmination of a long march to power begun with the 1987 founding of the Reform Party of Canada. While they have at times purged themselves of some of the most blatant, anti-immigration elements of the discourses of their predecessor parties, continuities in its Canadian brand of authoritarian populist politics have continued in new forms since the founding of the new Conservative Party in 2003.

However, individuals may also be incentivized to encrypt their identity signals to avoid detection by dissimilar receivers, particularly when such detection is costly. Using mathematical modeling, this idea has previously been formalized into a theory of covert signaling. In this paper, we provide the first empirical test of the theory of covert signaling in the context of political identity signaling surrounding the 2020 U.S. presidential elections. We use novel methods relying on differences in detection between ingroup and outgroup receivers to identify likely covert and overt signals on Twitter. We strengthen our experimental predictions with a new mathematical modeling and examine the usage of selected covert and overt tweets in a behavioral experiment. We find that people strategically adjust their signaling behavior in response to the political constitution of their audiences and the cost of being disliked, in accordance with the formal theory. Our results have implications for our understanding of political communication, social identity, pragmatics, hate speech, and the maintenance of cooperation in diverse populations.

    LESSONS IN RESILIENCE Canada's Digital Media Ecosystem and the 2019 Election Digital Democracy Project The Digital Democracy Project is a joint initiative led by the Ottawa-based Public Policy Forum and the Max Bell School of Public Policy at McGill University. The project studied the media ecosystem in the run-up to and during Canada’s October 2019 federal election by monitoring digital and social media and by conducting both regular national surveys and a study of a metered sample of online consumption. The project communicated its preliminary research findings publicly on a regular basis from August to October 2019. The project director is Taylor Owen, Associate Professor and Beaverbrook Chair in Media, Ethics and Communications in the Max Bell School of Public Policy at McGill University. The online data analysis team was led by Derek Ruths, Asso- ciate Professor in the School of Computer Science at McGill University, and the survey analysis team was led by Peter Loewen, Professor of Political Science at the University of Toronto. The project is funded by The Rossy Foundation, the McConnell Foundation, and the Luminate Group with support from the Mozilla Foundation. On or about August 16, 2021, the Commission published a press release inviting media representatives to apply for accreditation (the “Accreditation”) for the Debates. The press release also provided instructions to media representatives who wished to cover the debates, noting that they must apply for accreditation by sending an email to [email protected]. The period during which media representatives would be allowed to apply for Accreditation spanned ten (10) days, closing at 23:59 EDT on August 25, 2021 (the “Announcement”).     ESSAY Networked hatred New technology and the rise of the right Mark Davis EVERY ERA IS defined by its sustaining myths. Among ours is surely ‘disruption’. The book that seeded the mythology, Clayton Christensen’s The Innovator’s Dilemma (Harvard Business School Press, 1997), is only a little more than twenty years old, yet its ‘technological disruption’ thesis has become an article of faith for business and government, trafficked like narcotics from TEDx to trading floor to ministerial report. Established companies often fail, so the thesis argues, not because they make bad decisions but because they make good ones. They stick with ‘sustaining technologies’ because they are too successful to risk otherwise. Meanwhile, minnows with little to lose bring new technologies to market that initially may not be as good as seemingly entrenched ‘sustaining technologies’, but which are cheaper and more acces- sible: think mainframe computers versus PCs, high-res CDs versus low-res MP3s, SLR cameras versus phone cameras, encyclopaedia versus Wikipedia. This is how Apple became a music company, Amazon became the world’s biggest bookstore and Facebook became your news feed. But as with most mythologies there’s something a little too convenient about ‘disruption’. Christensen’s thesis emerged just as Silicon Valley venture capitalists – whose reverence for Christensen has helped make him a peren- nial keynote – were looking for new justifications for cutthroat business models and a rationale to gloss up Silicon Valley’s claims to ‘innovation’.
