• Department of Science & Technology (DST) was established in May 1971, with the objective of promoting new areas of Science & Technology and to play the role of a nodal department for organizing, coordinating and promoting S&T activities in the country. • DST has many responsibilities. Important ones for this panel are-  Formulation of policies relating to Science and Technology.  Coordination and integration of areas of Science & Technology having cross- sectoral linkages  Support and Grants-in-aid to Scientific Research Institutions, Scientific Associations and Bodies.  All matters concerning National and International S&T cooperation to autonomous S&T institutions, professional science academies, the survey of , and National spatial data infrastructure and other matters such as financial, personnel, purchase and import policies and practices of these institutions, which also includes setting up of new institutions and institutional infrastructure.  Management Information Systems for Science and Technology and coordination thereof.

• CSIR e-journal consortium started in the year 2002. • DST funded autonomous organizations joined this consortia in April 2009 • Renamed as National Knowledge Resource Consortium (NKRC) -2009 • NKRC is a network of 43 CSIR and 25 DST institutes • NKRC provides access to 5000+ e-journals from 23 publishers namely- IOP, ACS, Springer, Elsevier Etc. • Databases and other products like SciFinder, WoS, Scopus, iThenticate, J-gate are available • RRI has access to around 4000 e-journals

Raman Research Institute – Historical Perspective

• 1948 – RRI was established by Sir C V Raman • 1970 – Demise of C V Raman • 1972 – RRI – DST Funded Institution • 1948 to 2017 – 70 years of research in Basic sciences • Current strength - 40 Scientists, 20 Technical experts and 90 Research scholars • Research Publications since 1972 - 4150 • No of PhD’s awarded since 1972- 159 • Shanti Swaroop Bhatnagar Awards Received - 8 • Padma Bhushan- 2 • Padma Shri -1 Library @ RRI

• Library Started with personal collection of Raman in 1948 and currently has 30000 books and 40000 BVs. • 5 Professional Staff +3 Support staff • Variety of services including Web portals for e-books, e- journals, Open access resources are developed • Web portals are Internet based applications enabling access to different information sources through a single interface. • Portals aim at quickly navigating users to find the right information at right time enabling quick decision-making.

Where are we?

• We have traversed a long way from clay tablets to books to digital media • We are at the cross roads where print resources are gradually getting declined paving way for e-resources • Scholarship and science communication has taken different formats in R&D institutions • Realization that google cannot replace libraries has empowered knowledge organizations. • As long as we continue to innovate, design and develop newer services with changing times we can sustain the pressure of ICT.

Where are we heading?

• Future R&D libraries should head towards: – Library resources on mobiles and hand held devices providing seamless and incomparable services in the modern age. – Increased reliance on open source, open data, open wear etc. – Promoting resources through social media and streaming content – Application of physical space for scholarly community discussions, reading promotion platforms and cultural habitat.

Librarians need to make sure that they provide a rich space, where human beings can gather, interact, and become more than themselves . If librarians can do that, and do it well, they will be a part of the future.”
