Japan-Iran Relations Japan-Iran Relations June 2009 (1) Japan-Iran Political Relations • Japan highly values its relations with the Islamic Republic of Iran in view of a stable supply of crude oil and ensure stability in the Middle East. • Based on friendly relations, Japan has conveyed Iran of its stance, as well as the international community’s stern view, on the nuclear issue. • Last year, Japan continued to maintain a close exchange of views with Iran through mutual visits, including the Regular Japan-Iran Vice-Ministerial Consultations in May in Teheran and in December in Tokyo; a visit to Japan in February by Dr. Mohammad-Javad ARDASHIR=LARIJANI, Secretary General of National Supreme Council of Human Rights of the Judiciary; a visit to Iran in June by Senior Vice-Minister for Foreign Affairs Itsunori Onodera; a visit to Japan in October by H.E. Dr. Mohammad Baqer Ghalibaf, Mayor of Tehran; a visit to Iran in November by Mr. Taro Nakayama, chairman of the Japan-Iran Parliamentarians Friendship League; and a visit to Japan in November by Vice President Esfandyar Rahim MASHAEE. This year, Minister for Foreign Affairs Hirofumi Nakasone held a telephone conference in January with Iranian Minister of Foreign Affairs Manouchehr Mottaki (on the situation in Gaza). Mr. Samareh Hashemi, Senior Advisor to the President of Iran, visited Japan as a special presidential envoy, and met with Prime Minister Taro Aso, Chief Cabinet Secretary Takeo Kawamura, and Foreign Minister Nakasone. In April, Foreign Minister Mottaki visited Japan to attend the Pakistan Donors Conference and met with Prime Minister Aso and Foreign Minister Nakasone. -

There is a clear reason for this ambition. Expanding the power of the IRGC serves the interests of both Raisi and his 82-year-old mentor, Ayatollah Ali Khamenei, the supreme leader of the Islamic Republic. -

IRAN EXECUTIVE SUMMARY The Islamic Republic of Iran is a constitutional, theocratic republic in which Shia Muslim clergy and political leaders vetted by the clergy dominate the key power structures. Government legitimacy is based on the twin pillars of popular sovereignty--albeit restricted--and the rule of the supreme leader of the Islamic Revolution. The current supreme leader, Ayatollah Ali Khamenei, was chosen by a directly elected body of religious leaders, the Assembly of Experts, in 1989. Khamenei’s writ dominates the legislative, executive, and judicial branches of government. He directly controls the armed forces and indirectly controls internal security forces, the judiciary, and other key institutions. The legislative branch is the popularly elected 290-seat Islamic Consultative Assembly, or Majlis. The unelected 12-member Guardian Council reviews all legislation the Majlis passes to ensure adherence to Islamic and constitutional principles; it also screens presidential and Majlis candidates for eligibility. Mahmoud Ahmadinejad was reelected president in June 2009 in a multiparty election that was generally considered neither free nor fair. There were numerous instances in which elements of the security forces acted independently of civilian control. Demonstrations by opposition groups, university students, and others increased during the first few months of the year, inspired in part by events of the Arab Spring. In February hundreds of protesters throughout the country staged rallies to show solidarity with protesters in Tunisia and Egypt. The government responded harshly to protesters and critics, arresting, torturing, and prosecuting them for their dissent. As part of its crackdown, the government increased its oppression of media and the arts, arresting and imprisoning dozens of journalists, bloggers, poets, actors, filmmakers, and artists throughout the year. -

Moreover, beyond the specific reasons for the protests, they appeared to reveal a deeper reality about Iran, both before and since the 1979 emergence of the Islamic Republic: its character as an inherently “revolutionary country” and a “movement society.”2 Since its formation, the Islamic Republic has seen multiple cycles of protest and revolt, ranging from ethnic movements in the early 1980s to urban riots in the early 1990s, student unrest spanning 1999–2003, the Green Movement response to the 2009 election, and upheaval in December 2017–January 2018. The last of these instances, like the current round, began with a focus on economic dissatisfaction and then spread to broader issues. 1 Spotlight on Iran (January 17 – 31, 2016) Dr. Raz Zimmt Overview ü Mohammad-Ali Jafari, commander of the Islamic Revolutionary Guards Corps (IRGC), said that one of Iran's major gains from regional developments was the enlistment of more than 200,000 men as fighters in the popular militias in Syria, Iraq and Libya. He said Iran would foil the "Zionist-American plot to divide Iraq and Syria." ü At least five more IRGC fighters were killed in Syria. Since the beginning of the ground offensive in northern Syria more than 135 Iranian fighters have been killed. ü Qasem Soleimani, commander of the IRGC's Qods Force, appeared in public for the first time since reports of his alleged wounding in Syria. He participated in a memorial ceremony for Brigadier General Mohammad-Ali Allahdadi, killed last year in an aerial attack in the region of Quneitra in the southern Golan Heights. ü In American and Iraqi Intelligence assessment, the three Americans who disappeared in Baghdad in the middle of January were abducted by Shi'ite militias with ties to Iran. The Iranian foreign minister promised the American secretary of state he would try to help find the missing men. ü Four Yemeni fighters wounded in the civil war in Yemen who died while receiving medical treatment in Iran were buried in northern Iran despite the reservations of the Iranian Foreign Ministry. Statements from Senior Iranian Officials about Iran's Regional Involvement n Mohammad-Ali Jafari, commander of the IRGC, said Iran would foil the "Zionist- American plot to divide Iraq and Syria," and that Palestine was the Muslim world's main concern. -

Jimmy Carter Library Jimmy Carter would say later, “No matter who was with me, we watched the big grandfather clock by the door.” Time was running out, for it was Tuesday, January 20, 1981. The scene was the Oval Office. In just hours this president would leave it for good, and a new leader, Ronald Reagan, would move in. As the clock ticked the time away, Carter tried to resolve a crisis that had almost destroyed his presidency. He was close, very close, and as he said, “At stake were the lives of 52 precious human beings who had been imprisoned in Iran for 444 days–and almost 12 billion dollars of Iranian assets.” 1 Prelude The beginnings of this crisis preceded Jimmy Carter’s term by almost thirty years. For that long, the United States had provided political support and, more recently, massive military assistance to the government of the shah of Iran. Iran was important because it provided oil to the industrial West and separated the Soviet Union from the Persian Gulf and the oil states. The United States had an enormous stake in keeping it stable and independent. Iran’s intelligence apparatus, similar to other control and governance apparatuses in the Islamic Republic, is characterized by power plays, rivalries and redundancy. The Intelligence Organization of the IRGC, which answers to the supreme leader, operates alongside the Ministry of Intelligence, which was established in 1984 and answers to the president. The redundancy and overlap in the authorities of the Ministry of Intelligence and the IRGC’s Intelligence Organization have created disagreements and competition over prestige between the two bodies. In recent years, senior regime officials and officials within the two organizations have attempted to downplay the extent of disagreements between the organizations, and strove to present to domestic and foreign audience a visage of unity.
