ROADS DEPARTMENT OF GEORGIA MINISTRY OF REGIONAL DEVELOPMENT AND INFRASTRUCTURE Environmental and Social Management Plan Secondary Roads Asset Management Project Sh17: Kutaisi-Tkibuli-Ambrolauri Road Rehabilitation km 61.9 – km 62.2 Georgia 2020 PART I: GENERAL PROJECT AND SITE INFORMATION INSTITUTIONAL & ADMINISTRATIVE Country Georgia Project title Rehabilitation of Kutaisi-Tkibuli-Ambrolauri (sh17) road section from km 61.9 – km 62.2 Scope of project and On the basis of the results of qualitative and quantitative analysis of the detailed engineering-geological and activity hydro geological research and of the rock-sliding actions (prediction of its subsequent dynamics) on the problematic road-section km 61.9 – km 62.2 of Kutaisi-Tkibuli-Ambrolauri secondary road (sh17), the appropriate anti-rock sliding decisions were determined. The detailed design considers clearing the slope from debris and arrangement of net that will protect a section of the road from the rockfall on the carriageway and ensure traffic safety in a long term, adapting it to the expected impacts of the climate change. The project envisages: Cleaning of slopes from 300 L/m - Demolition of moving parts and excavation of potentially unsustainable cracked rocks by a group of mountaineers using various pneumatic and electro-mechanical tools. The project envisages the cleaning from unreliable hanging stones of various sizes. Arranging a grid consisting of a longitudinal and transverse cable system, which allows the formation of cells with size 1.5X2.0. This ensures that the torn mass is retained in place and prevents the breakage of rock mass through the anchors, which cover the slopes, where there is a danger of falling stone Institutional Project Team Leader Safeguard Supervision arrangements Aymen A. The location road section is located on the territory of Khotevi village near the bridge crossing point; the site is laid between state-owned hilly lowland terrain vacant form any structures/ buildings of commercial and/or residential designation. Khotevi is a village in Ambrolauri municipality, located on the northern slope of the Racha Ridge, on the bank of the Khoteura River, 1000 meters above sea level, and in 10 km from the city of Ambrolauri. The relief of the road section is slightly inclined slope with smooth and treed surface. In the relief there are formed two small dry gorges (1-2 meters of depth and with the same width) into the road crossing direction. In the micro-relief of the site there are also mentioned the technogenic formations in the form of small earth fills and trenches. From the upper Cretaceous limestone slope adjacent to Kutaisi-Tkibuli-Ambrolauri secondary road (sh17) km61+900-km62+200 (height 12-15 m, layer thickness from 10 sm to 60sm is changed the slope azimuth 50, slope angle - 80); during the heavy precipitation the rock-sliding is occurred from the erosive parts of the slope that damages the asphalt coat and cars moving on the road and is danger for health and life. Geodynamic conditions and associated stabilization measures: The geodynamic condition of the site is completely determined by the stone-sliding on the vertical slope of the half-cut road that is formed on cracked rocky slopes. Following from the existed situation there is no possibility for construction of the protective wall against the stone-sliding, because of the small distance between the traffic part of the road and the foot (foundation) of the slope, so covering the slope with a wire net is the only real solution for protection of the road, in order to exclude the falling of broken parts of the rock on the road carriageway. The wire net will be functioning better in case if the slope will be released from loose large stones and block 2 stones in advance. Besides that during tests on part of the road from km61+850 up to km61+870 there was observed the deformation of the road surface, presumably because of disorder of the foundation ground, though further the exploitation service (that was performing the repairing road works at that time) repaired the mentioned section of the road and the defect is corrected now. The ditches should be cleaned on the site and the water draining system is also to be repaired in the road line. Who owns the land? The existing ROW is owned by Ambrolauri Municipality. Rehabilitation works on the road will not have any negative impact on privately-owned/used land as the area around the project site is not populated. Description of Location: The project road section starts at km 61.9 and ends at km 62.2 Kutaisi-Tkibuli-Ambrolauri (sh17) geographic, physical, road. The road section runs to valley of the river Khoteura that is the left tributary of the river Krikhula. biological, Climate: According to the construction-climate zoning the territory of the road section belongs to the sub geological, region “b” of II climate region. The average annual air temperature for the area is + 5.50C (11.20C), -3.10C hydrographic and (1.10C) in winter, and 15.40C (20.60C) in summer. The absolute minimum is -270C and the absolute socio-economic maximum is + 400C. The total amount of precipitation is 1,075 mm/year. context Air: Air quality in the project area is good due to low traffic levels and absence of industrial facilities. Water and Soil: The existence of groundwater on the site is not mentioned anywhere visually. The groundwater is not also mentioned in the drilled wells of the site. Correspondingly while performing the stabilization works on the site the groundwater will not be expected, though while arranging any construction and developing the pits temporary appearance of little water, so called “upper pore water” is not excluded, especially during the rain and snow melting. No pollution of water and soil is reported. Flora: Vegetation of the area though the road passes is mainly composed by maple, beech, Hornbeam, spruce trees and bushes. No tangible adverse impact is expected on the vegetative cover. Fauna: The project road pass through the degraded territory and accordingly the fauna is not reach. Mostly fauna is presented by the species which does not need any special protecting measures. Due to the small area of the project the impact on the fauna will be minimal. Noise: The current noise level is low due to low intensity of traffic and lack of industrial facilities. Impact related to the noise generated from construction activities is not expected as the road section from km 61.9 – km 62.2 is laid between unpopulated hilly terrains. Social/ Involuntary Resettlement: No land take is required for undertaking rehabilitation of the road section. No temporary impact on private lands, fences or other assets is expected along this road section as territory is free from population and privately-owned lands. Based on this policy, present subproject is classified as environmental &permits that apply category "B". The following Plan for Environmental and Social Management is prepared according to the to project activity principles defined by OP/BP 4.01 and Environmental and Social Management Framework of SRAMP. Under the Georgian legislation, works for road rehabilitation project does not require assessment of an environmental impact, approval or issuance of a permit/Environmental decision. However, with the national regulation system: i) Contractor company must be licensed; ii) Construction materials must be obtained from licensed providers, iii) If the Contractor wants to open a quarry, an appropriate license must be obtained from the National Agency of Mines under the Ministry of Economy and Sustainable Development; iv) If the Contractor wants to open its own plant of asphalt or concrete (or both), an environmental decision, which will cover the upper limit of pollution concentration; 3 v) Construction waste should be disposed at the official landfill based on the agreement with the Solid Waste Management Company or placed at the pre-selected site officially agreed with local self-government. GRIEVANCE REDRESS MECHANISM A grievance redress mechanism will be available to allow project effected people appealing any action or decision on which they disagree. The APs will be informed about the available GRM during public consultations and through distributing of brochures prior to commencement of works. In addition, an announcement with relevant information will be displayed on the information boards in the lobbies of buildings of each and every project-affected municipality. APs will be fully informed of their rights and of the procedures for addressing complaints either verbally or in writing during pre-contraction, construction and operation periods. Care will always be taken to prevent grievances rather than going through a redress process.
