COVID-19 Pandemic – Immigration Situation Overview This is a summary of the confirmed immigration restrictions and/or concessions that global jurisdictions are currently imposing in an effort to contain the novel coronavirus (COVID-19). It includes: (1) the operational status of government authorities; (2) travel restrictions; (3) entry, quarantine, and health requirements; and (4) government concessions. Where a jurisdiction is not listed, Fragomen cannot reliably confirm it is currently imposing restrictions or concessions of this type. Important Notes: The novel coronavirus (COVID-19) outbreak is a rapidly changing event; this summary is for reference only. It does not attempt to cover other developments that may be relevant to travelers, such as airline route cancellations, the closing of consular posts, or national travel advisories. Individuals considering travel should consult their country’s consular posts and seek case-specific advice from their travel and/or immigration providers. Employers whose staff have moved to remote work arrangements may need to complete additional labor law requirements, such as employment contract amendments. European Union Travel Note: Per EU guidance, residents of Australia, Hong Kong SAR, Japan, Macau SAR, New Zealand, Rwanda, Singapore, South Korea and Thailand have been ‘greenlisted’, meaning such travelers are advised to be permitted to enter EU Member States. Nationals of China might also be permitted entry if EU travelers will be allowed to reciprocally enter Mainland China. EU authorities advise EU countries to coordinate their travel restrictions to ensure more reliable and predictable travel planning across the European Union. *Note on travelers from the United Kingdom: Many restrictions have been implemented worldwide for travelers from the United Kingdom as of December 20 – the situation is fluid and we are tracking changes as they are confirmed. Albania Travel Restrictions • All sea, air and land borders of Albania are open for travel. • The temporary visa-free entry regime for some foreign nationals has expired. Therefore, foreign nationals from Bahrain, Belarus, India, Oman, Qatar, Russia, Saudi Arabia and Thailand must apply for an entry visa prior to entering Albania. • Travelers are advised to check entry restrictions of transit countries. • Suspension of all flights from Tirana International Airport to the United Kingdom until January 6, 2021. Entry, Quarantine and Health Requirements • There is no medical certificate requirement to enter Albania. • There is no quarantine requirement upon entering Albania, except for travelers entering from the United Kingdom who are subject to a 14-day home quarantine. • There is no COVID-19 test requirement to enter Albania. © 2020 Fragomen, Del Rey, Bernsen & Loewy, LLP, Fragomen Global LLP and affiliates. Concessions • There are no COVID-19-related concessions for foreign nationals in Albania. All prior concessions expired. Algeria Current Operational Status of Government and Immigration Authorities • Algeria is starting to reopen labour offices. • Labour offices are working with limited staff. Travel Restrictions • Suspension of all international flights to and from Algeria until further notice. Entry, Quarantine and Health Requirements • 14-day quarantine at a government facility. Concessions • Immigration departments have been instructed to facilitate the visa extension process for foreign nationals whose visas are due to expire in order to maintain compliance. Angola Current Operational Status of Government and Immigration Authorities • Angola has resumed operations at most immigration departments. • Although full services were expected to be restored by July 13, 2020, following a rise in COVID-19 cases, services have been reduced to 50%. • Work permit applications are being accepted, adjudicated, and approvals are being issued. Travel Restrictions • Travel into and out of Angola has resumed. • Domestic travel has resumed. • Land borders are open. • Entry ban for travelers entering from South Africa, Australia, Nigeria and United Kingdom. Entry, Quarantine and Health Requirements • All travelers must provide negative COVID-19 certificate issued 72 hours before departure. • COVID-19 test seven days after entry with quarantine to continue until a negative COVID-19 test is obtained. • Home quarantine for Angolan citizens and residents. Fine imposed for those failing to comply with home quarantine. Quarantine duration depends on authorities' determination after the COVID-19 test seven days after entry. • Travelers to Angola must complete a Travel Registration form at most 72 hours before departure at https://www.covid19.gov.ao/ • 14-day quarantine in a government facility for non-residents entering the country. Non-residents must pay for their accommodations during this time. Concessions • Foreign nationals may continue working in Angola even if their permits/authorization to reside and/or work have expired and cannot be renewed at this time. Renewal applications can be filed once services resume without immigration consequences. • Foreign nationals with visas that expired during the entry ban can enter Angola with their expired work permit. The foreign national must renew the expired visa on return to Angola. • Foreign nationals outside Angola can send their passports to Angola to renew their work permits. Antigua and Barbuda Current Operational Status of Government and Immigration Authorities • Suspension of issuance of initial work permits for foreign nationals until further notice. Foreign residents of Antigua and Barbuda can still apply to renew their current work permit. Argentina Current Operational Status of Government and Immigration Authorities • The National Immigration Directorate (DNM) is resuming operations and scheduling appointments for initial or renewed residence permit applications. Delays can be expected for appointment availability due to closures over the past months. • The National Registry Office (Registro Nacional de Reincidencia), the Social Security Agency (ANSES) and the National Registry of Persons (RENAPER) have reopened, by appointment only. • Suspension of in-person document apostille and legalization at the Ministry of Foreign Affairs until January 31, 2021. During the closure, individuals can request the apostille or legalization of public documents issued in Argentina (such as birth, marriage and police clearance certificates among others) through the government's Trámites a Distancia (TAD) online system; the apostille or legalization will be issued digitally. © 2020 Fragomen, Del Rey, Bernsen & Loewy, LLP, Fragomen Global LLP and affiliates. Travel Restrictions • Direct flights from and to Australia, Denmark, Italy, the Netherlands and the United Kingdom are suspended until further notice. • Entry ban until January 31, 2021 for all non-resident foreign nationals, except: o direct relatives of an Argentine national who need to enter the country temporarily
