Queer Quarantine: Conceptualizing State and Dominant Cultural Responses to Queer Threats As Discursive Tactics and Technologies of Quarantine Queer Quarantine: Conceptualizing State and Dominant Cultural Responses to Queer Threats as Discursive Tactics and Technologies of Quarantine by Péter Balogh A Thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Canadian Studies Carleton University Ottawa, Ontario © 2015 Péter Balogh Abstract This study explores queer quarantine, my conceptualization of processes and practices aimed at assessing, diagnosing and isolating queer threats to the nation. In theorizing queer quarantine, I draw upon the longstanding conflation of queerness with disease and contagion, and build a case for reading the isolation, containment and casting out of queerness as an assemblage of discursive tactics and technologies aimed at quarantining queers beyond conventional understandings of quarantine. I examine the ways queers are imagined to threaten public space, healthy bodies, and the future of the nation, and provide a new accounting for so-called homophobic policies and practices deployed in statecraft and dominant culture. I also trace the emergence of the queer AIDS monster, an effect of disciplinary tactics of queer quarantine and a particular discursive formation in its own right. My study has two aims: building a case for queer quarantine and, at the same time, demonstrating how queer quarantine can be used as a new model of analysis to identify and explore some of the ways the Canadian state and dominant culture continue to marginalize and oppress queers despite the rights gains and “acceptance” that some gays and lesbians have achieved. My analysis reveals that in 1970s Toronto, the rapidly increasing visibility of queerness became a public threat necessitating tactical responses from local authorities and the police to quarantine queer spaces. The advent of AIDS saw a new and heightened level of surveillance directed nationwide onto queer bodies by medical and legal authorities, with the development of new tactics and technologies of queer quarantine to protect against multiplying threats of queer contagion. Increased state obsession with ii national security in the era of homonationalism sees a renewed focus on queer threats to the nation’s future, for example, via children and the national blood supply. This interdisciplinary study weaves together concepts and theories from cultural studies, history, sociology, queer theory, feminist theory, contagion studies, epidemiology, and applied linguistics, resulting in a multi-scalar analysis of the ways that queer quarantine can be employed to provide new readings of state and dominant cultural responses to queer threats over a forty-year period. iii Acknowledgements Writing a dissertation takes massive amounts of time and effort. City of Chicago, 337 U.S. 1 (1949) * * * For decades, public health professionals, scholars, and on multiple occasions the Auditor General of Canada, have raised warnings about Canada’s dysfunctional system of public health data sharing. These warnings have been reiterated in the wake of repeated outbreaks – most prominently SARS in 2003, but also foodborne listeriosis in 2008, and H1N1 influenza in 2009. Every single time, the warnings have been clear that unless Canada better prepares itself for a pandemic, many thousands could die, as when the “Spanish Flu” killed an estimated 55,000 Canadians between 1918 and 1920. Almost exactly a century later, COVID-19 arrived. While SARS killed 44 people in Canada, currently (mid-May 2020) COVID-19 kills several fold that every day. Nor is satisfactory progress being made, for unlike some countries, including very seriously affected ones that promptly reversed the epidemic’s growth, in Canada there is still no reversal after approximately two months of lockdown. Why? There are countless reasons, but legally, the most fundamental problem is that epidemic responses are handicapped by a mythological, schismatic, self-destructive view of federalism, which endures despite being flagrantly wrong.

    Illegal Loves and Sexual Deviancy: Homosexuality as a Threat in Cold War Canada Erin Gallagher-Cohoon This paper analyzes the criminalization and medicalization of homosexuality during the early twentieth century in Canada. Through court records and medical texts the discourse of homosexuality as a threat to the family unit and to the nation is contextualized within Cold War rhetoric. A Foucaultian conceptualization of power and discipline helps frame questions regarding homosexuality as a criminal offense and as a mental illness. It is argued that both state control and societal pressures constructed the homosexual as criminal, the homosexual as mental patient and, as a result, the homosexual as Communist threat. On the 15th of December, 1947, three personal letters were entered as evidence in the court case of James A. Hall, who was accused of “unlawfully commit[ting] an act of gross indecency.” In one, the accused wrote, “‘Thank you’ again for everything, mostly for your love -your consideration and the honor of being able to call you ‘my own.’” The only feature that made this private declaration of love a matter of state intervention was that Hall's lover was another man, Charles Orton. Both men, in their testimony, blamed the other as the sexual aggressor. This contrasts the affectionate and occasionally erotic tone of their private correspondence. Hall pleaded guilty and was sentenced to nine months of imprisonment. Orton, for his part, reappeared several times in the court records as both witness and defendant.1 But how did a moment of private eroticism become a matter of criminal importance? While court records provide an entry point into the criminalization of male homosexuality during the Cold War era in Canada, the discourse and rhetoric surrounding this marginalized group are also seen in psychiatric and other mental health texts.

London (Ontario) in particular has been the epicentre of campaigns and lobbying against the sex industry for its alleged exploitation of women. In this environment, most policymakers and service providers argue that men-who-sell-sex are non-existent or are so rare that they are not worth consideration, if they are acknowledged in the first place. This thesis uses the recent police operation, Project Marie – in which dozens of individuals were ticketed for bylaw infractions and trespassing in Etobicoke’s Marie Curtis Park – as a case study. Drawing from queer geography and urban political ecology, this thesis examines how heteronormativity is reproduced through and embedded in the planning, governance and regulation of urban park space. I situate this case study within discussions of the socio-political conditions and decisions that shape urban natures that construct and confine park spaces. Aravindh, Ph.D. Scholar ======================================================================= This paper describes some of the healthcare needs of transgender people before hormone replacement therapy. Gender identity is one of the most important concerns of human psychology. Sexual identity causes big humiliation for transgenders. They need steady help and support from the health care centers. The situation still gets worst when they do not get sufficient support from their own kin, as well as society. “In a survey, 28 percent of participants (transgender people) reported postponing medical care due to discrimination from their health care providers, while 19 percent reported being refused medical care completely” (Breeding Zachari). Lack of knowledge about the gender identity disorder and absence of defined conventions in the society may be the major attributes for this problem. Transgender people are already in a constant inner conflict between soul and body. This conflict with the society leads to hampered communications and miscellaneous relationships within family, friends and colleagues. Transgender people are often rejected by their parents, peers, and marginalised in the society. They are frequently not engaged in necessary mental and physical health care due to barriers arising from both their gender minority status and the barriers associated with homelessness. In order to improve transgender individuals’ health, a rightly dosage of food is must. It is important to understand the conditions for which this population is most at risk, the role of food during the hormone therapy.
