Bar Council , together with China Law Society, the ASEAN Law Association of Malaysia and the Kuala Lumpur Regional Centre for Arbitration, are jointly hosting the 5th China-ASEAN Forum on Legal Cooperation and Development in Kuala Lumpur, Malaysia, on 26 and 27 Sept 2011.

The keynote speakers of the Forum are as follows:

(1) YAA Tan Sri Arifin Zakaria, Chief Justice of the Federal Court of Malaysia (Malaysia); (2) Professor Wu Zhipan, Vice-President of the China Law Society and Executive Vice-President of Peking University (People’s Republic of China); (3) Badlisyah Abdul Ghani, Executive Director and Chief Executive Officer of CIMB Islamic Bank Berhad (Malaysia); (4) The Honorable Renato C Corona, Chief Justice of the Supreme Court of the Philippines (Philippines); and (5) YBhg Tan Sri Yong Poh Kon, Managing Director of Royal Pewter and Co-Chairman of PEMUDAH the Special Task-Force to Facilitate Business (Malaysia).

The profiles of the keynote speakers follow below.

1st Keynote Address YAA Tan Sri Arifin Zakaria Chief Justice of the Federal Court of Malaysia Shangri-La Hotel, Kuala 26 Sept 2011 (Monday) 9:00 am to 9:45 am Lumpur

YAA Tan Sri Arifin Zakaria was born on 1 Oct 1950. After completing his secondary education, he went to read law at the University of Sheffield, United Kingdom. Upon graduation, he joined the Judicial and Legal Service of Malaysia in September 1974. In 1979, he pursued the Master of Laws course at the University College, London and the Bar Final Course at the Council of Legal Education. In June 1980, he was called to the English Bar, and in the same year, he was awarded the LLM degree by the University of London.

Prior to his elevation to the Bench of Malaysia, His Lordship had served in various capacities in the Government of Malaysia; both in the Judicial Office, as well as in the Legal Department. Among the positions held by him were Magistrate, President of the Sessions Court, Senior Assistant Registrar of the High Court, Federal Counsel and Senior Federal Counsel, Legal Advisor to Ministry of Primary Industries, Legal Advisor to the Public Services Department, Legal Advisor to the States of and , Deputy Parliamentary Draftsman and Senior Federal Counsel of the Inland Revenue Department.

YAA Tan Sri Arifin was appointed as Chief Judge of the High Court of Malaya in 2008. His Lordship was further elevated to Chief Justice of the Federal Court of Malaysia on 12 Sept 2011, succeeding YAA Tun Zaki b Tun Azmi.

2nd Keynote Address Professor Wu Zhipan Vice-President of the China Law Society and Executive Vice-President of Peking University Shangri-La Hotel, Kuala 26 Sept 2011 (Monday) 10:15 am to 10:45 am Lumpur

Professor Wu Zhipan is the Vice-President of the China Law Society and Executive Vice- President of Peking University. Professor Wu Zhipan is the President of the Research Association of China’s Intellectual Property in Universities and Colleges, and Research Association of China’s Economic Laws.

He has held positions as Co-ordinate Professor of Nan Kai University and the Vice-Chairman of the National Committee of Legal Education of the National Law Academy, China. Professor Wu Zhipan is a Member of the Legal Education Directory Commission of the Ministry of Education, and Standing Director of the Institute of Law of China and the Institute of China’s Civil and Economic Law.

Professor Wu Zhipan acts as advisor for the Drafting Committee of China’s Commercial Bank Law of the People’s Bank of China and an expert for the China Securities Regulatory Commission (“CSRC”) Listing Division. He is also the Expert Counsel for China’s Supreme People’s Court, and Expert Advisor for Beijing Municipal People’s Procurator, Haidian District People’s Court and Haidian District People’s Procuratorate.

He has written for many financial and law-related publications and is the co-editor of the Journal of Financial Law Forum and the Journal of Financial Legal System.

3rd Keynote Address Badlisyah Abdul Ghani Executive Director and Chief Executive Officer of CIMB Islamic Bank Bhd Shangri-La Hotel, Kuala 26 Sept 2011 (Monday) 2:30 pm to 3:15 pm Lumpur

Badlisyah Abdul Ghani is the Executive Director and Chief Executive Officer of CIMB Islamic Bank Berhad, Chairman of CAPASIA Islamic Infrastructure Fund (General Partner) Limited, Director of CIMB Middle East BSC (C) (Bahrain), alternate Director to the Chairman of CIMB Principal Islamic Asset Management Berhad, alternate Director of CIMB Principal Asset Management Berhad and CIMB Wealth Advisors Berhad, and member of the Investment Committee of CIMB Principal Asset Management Berhad.

Badlisyah Abdul Ghani manages and oversees the overall Islamic banking and finance franchise of a CIMB Group known as “CIMB Islamic”. His areas of responsibility cut across all legal entities within the CIMB Group as CIMB Islamic operates as a parallel franchise leveraging on CIMB Groups’ infrastructure and network, both locally and globally.

He sits on the Islamic Capital Market Consultative Panel of Bursa Malaysia and the Exchange Committee and Licensing Committee of the Labuan International Financial Exchange. Badlisyah Abdul Ghani is a Council Member of the Association of Islamic Banks in Malaysia, Chairman of the Islamic Capital Market Committee of the Malaysian Investment Banking Association, member of the Working Group on Islamic Accounting Standards, the Malaysian Accounting Standards Board and the Islamic Finance Committee of the Malaysia Institute of Accountants.

He has been recognised by top international publications as, among others, “Top 20 Pioneer in Islamic Finance”, “Islamic Banker of the Year” and for “Outstanding Contribution to the Development of Islamic Finance” for his role in the industry globally. He is a lifetime member of ANSARA Taiping and was the Co-Founder of the United Kingdom and Eire Council for Malaysian Students (“UKEC”).

Badlisyah Abdul Ghani holds a Bachelor of Laws degree from the University of Leeds, United Kingdom.

4th Keynote Address The Honorable Renato C Corona Chief Justice of the Supreme Court of the Philippines Shangri-La Hotel, Kuala 26 Sept 2011 (Monday) 9:00 am to 9:45am Lumpur

The Honorable Renato C Corona, the 23rd Chief Justice of the Supreme Court of the Philippines, is one of the youngest magistrates ever to be appointed to the Supreme Court of the Philippines. He was appointed to the highest tribunal on 9 Apr 2002 as the 150th member of the Supreme Court. His age notwithstanding, he brings with him depth and perspective gained from many years of experience as a law professor, private law practitioner and member of the Cabinet under two Presidents, Fidel V Ramos and Gloria Macapagal-Arroyo.

The Honorable Renato C Corona finished his Bachelor of Laws at the Ateneo Law School in 1974. He placed 25th highest out of 1,965 candidates in the bar examinations with a grade of 84.6%. After law school, he pursued the Master of Business Administration course (without thesis) at the Ateneo Professional Schools. Thereafter, he was offered a scholarship to pursue LLM at Harvard Law School. He was conferred the LLM degree by Harvard Law School in 1982. He went on to earn a Doctor of Civil Law degree from the University of SantoTomas (“UST”) summa cum laude and was the class valedictorian. In UST, he was once named as the “Most Outstanding Graduate School Student”.

Committed to the principles of integrity, decency and simplicity, the Honorable Renato C Corona and his accomplishments in the public service have merited public recognition. He was honoured with a special award by the Harvard University/Kennedy School of Government Alumni Association and was given recognition as an outstanding alumnus by the Harvard Club of the Philippines. In 1998, then President Ramos awarded him the distinctive Philippine Legion of Honor medal with the rank of officer.

In 2004, the Province of Batangas conferred on him the Dangal ng Batangas Award, the highest and coveted honour reserved by the province for its distinguished sons and daughters. In 2005, he was chosen as one of the “Outstanding Manilans” by the capital city of Manila. In 2010, he was given the Ulirang Ama Award, his most treasured award.

5th Keynote Address YBhg Tan Sri Yong Poh Kon Managing Director of Royal Selangor Pewter and Co-Chairman of PEMUDAH the Special Task-Force to Facilitate Business Shangri-La Hotel, Kuala 27 Sept 2011 (Monday) 11:45am to 12:30pm Lumpur

YBhg Tan Sri Yong Poh Kon is Managing Director of Royal Selangor International Sdn Bhd, a manufacturer and exporter of pewter products. He graduated from the University of Adelaide with First Class Honours in Mechanical Engineering in 1968.

YBhg Tan Sri Yong is currently the Immediate Past President of the Federation of Malaysian Manufacturers (“FMM”). He has served as a Board Member of the Malaysian Productivity Corporation (“MPC”), Malaysian Industrial Development Authority (“MIDA”) and Bank Negara Malaysia (“BNM”). He was also a Member of the National Economic Consultative Council (“MAPEN I and II”) and as a founding Commissioner of the Malaysian Communications and Multimedia Commission.

In 2007, he was appointed by the Malaysian Prime Minister as the Co-Chairman, together with the Chief Secretary of Malaysia, of PEMUDAH the Task Force to Facilitate Business. This Task Force comprises private sector members and the top civil servants of Malaysia.
