Land Inventory Land Inventory Washington State Parks Recreation and Conservation Plan 158 Washington State Parks Recreation and Conservation Plan 159 The Washington State Parks system is now over 103 years old. Stemming from a national movement to set aside open space for public benefit and recreational use, the Washington State Legislature established the Washington State Board of Park Commissioners in 1913. In 1915 the Board accepted its first donations of land and dedicated Larrabee State Park near Bellingham and the John R. Jackson House Heritage Site near Chehalis as Washington’s first two state park holdings. The Washington State Parks and Recreation Commission (Commission) currently manages 125 state parks and an additional 9 state park properties, heritage sites, and conservation areas, adding up to over 138,000 acres throughout the state. State Parks' land holdings and improvements are the agency's largest physical asset with an estimated value topping $3 billion. The vast majority of Commission lands are in active use for recreation, natural resource conservation, and cultural heritage preservation purposes. In 2014, the Commission categorized its landholdings into seven types: 1. State Park: A state park area, generally greater than 10 acres in size, managed to protect and conserve significant scenic, natural and cultural features and to provide public access, facilities, or programs that through recreational, educational, and interpretive experiences connect visitors with those features. 2. Historical State Park: A state park area meeting the definition of a state park, and possessing historical and/or cultural features that are its primary public attractions or purpose. The significance of the historic properties within a Historical State Park is of statewide or national significance. 3. Marine State Park: An island state park area, meeting the definition of a state park, typically accessible only by a boat or aircraft, with opportunities for recreational access and activities. 4. State Park Trail: A linear state park area, distinct from other units of the state park system, and designated primarily for non-motorized recreational trail activities (e.g., hiking, cycling, horseback riding, etc.). 5. State Park Heritage Site: A state park site, possessing structures or assemblage of features, with significant natural, cultural, historical or scenic attributes that are preserved and interpreted for the education and enjoyment of the public. State Park Heritage Sites can be stand-alone properties or designated sites within a State Park. Often, these sites are less than 10 acres in size. 6. State Park Conservation Area: A state park site defined by statute as a conservation area. A State Park Conservation Area may contain an assemblage of differently categorized state park areas. 7. State Park Property: A state park area which is held for future development or is otherwise inconsistent in form, features or developments from any of the named state park areas listed above. The number of properties in each category is shown in the State Parks Lands by Type table on the next page. Of the 138,573 total acres (including marine waters, fresh waters, and uplands) managed by the Commission, 109,357 acres are owned by the agency and 13,286 acres are operated under a lease or other management agreement.
