Lusk Street Boise, ID 83706 [email protected] 208.429.6520 www.boisebicycleproject.org ACHD, March, 2016 The Board of Directors of the Boise Bicycle Project (BBP) commends the Ada County Highway District (ACHD) for its efforts to study and solicit input on implementation of protected bike lanes on Main and Idaho Streets in downtown Boise. BBP’s mission includes the overall goal of promoting the personal, social and environmental benefits of bicycling, which we strive to achieve by providing education and access to affordable refurbished bicycles to members of the community. Since its establishment in 2007, BBP has donated or recycled thousands of bicycles and has provided countless individuals with bicycle repair and safety skills each year. BBP fully supports efforts to improve the bicycle safety and accessibility of downtown Boise for the broadest segment of the community. Among the alternatives proposed in ACHD’s solicitation, the Board of Directors of BBP recommends that the ACHD pursue the second alternative – Bike Lanes Protected by Parking on Main Street and Idaho Street. We also recommend that there be no motor vehicle parking near intersections to improve visibility and limit the risk of the motor vehicles turning into bicyclists in the protected lane. The space freed up near intersections could be used to provide bicycle parking facilities between the bike lane and the travel lane, which would help achieve the goal of reducing sidewalk congestion without compromising safety. In other communities where protected bike lanes have been implemented, this alternative – bike lanes protected by parking – has proven to provide the level of comfort necessary to allow bicycling in downtown areas by families and others who would not ride in traffic. -

City of Del Mar Staff Report TO: Honorable Mayor and City Council Members FROM: Clem Brown, Environmental Sustainability/Special Projects Manager Via Scott Huth, City Manager DATE: May 6, 2019 SUBJECT: License Agreement with Gotcha Ride LLC to Operate the North County Bike Share Pilot Program in the City of Del Mar REQUESTED ACTION/RECOMMENDATION: Staff requests that the City Council approve a license agreement with Gotcha Ride LLC (Attachment A) to operate the North County Coastal Bike Share Pilot Program in the City of Del Mar and authorize the City Manager to execute the agreement. BACKGROUND: The City of Del Mar is committed to reducing local greenhouse gas (GHG) emissions to limit the effects of climate change, while also offering viable transportation alternatives to driving. Del Mar has adopted a Climate Action Plan (CAP) that establishes a number of strategies to meet GHG emissions reduction targets, including facilitating safe, convenient, and affordable alternative transportation options. Specifically, Goal 14 in the CAP includes a strategy to “explore implementation of a bike share program…to provide another transportation alternative for traveling in town.” Transportation, especially travel via single occupancy vehicles, is a major source of GHG emissions in Del Mar and the other north San Diego County (North County) coastal cities. Offering and promoting programs like bike share, that replace vehicle trips with bike trips, is one way Del Mar can help to reduce emissions while offering more efficient and more affordable transportation modes for residents, employees, and visitors. Brust SUBJECT: License Agreement with Gotcha Ride LLC to operate the North County Coastal Bike Share Pilot Program in the City of Encinitas. RECOMMENDED ACTION: 1) Authorize the City Manager, in consultation with the City Attorney, to execute a license agreement with Gotcha Ride LLC (in substantial form as attached) to operate the North County Coastal Bike Share Pilot Program in the City of Encinitas (Attachment 5). STRATEGIC PLAN: This item is related to the following Strategic Plan focus areas: • Environment—promotes the use of emissions-free bicycles as an alternative mode of transportation. • Transportation—supports a transportation mode that accommodates more people with minimal impact on the community. • Recreation—promotes active lifestyles and community health. • Economic Development—addresses the “last mile” gap between public transit and local businesses and promotes tourism. FISCAL CONSIDERATIONS: There is no fiscal impact associated with the recommendation. Gotcha will bear the sole cost of deploying and operating the bike share program. Minimal City staff time will be needed to coordinate with Gotcha to ensure that the program operates in a manner beneficial to the City. E-mail: [email protected] ‘Department of Agricultural and Applied Economics, University of Georgia, GA, USA ABSTRACT The authors develop a contingent trip model to estimate the recreation demand for and value of a potential rail-trail site in north-east Georgia. The contingent trip model is an alternative to travel cost modelling useful for ex ante evaluation of proposed recreation resources or management alternatives. The authors estimate the empirical demand for trips using a negative binomial regression specification. Their findings indicate a per-trip consumer surplus rangingfrom US$l8.46 to US$29.23 and a price elasticity of - 0.68. In aggregate, they estimate that the rail-trail would receive approximately 416 213 recreation visits per year by area households and account for a total consumer surplus in excess of US$7.5 million. Introduction Greenways are corridors of protected open space managed for conservation and recreation purposes (President’s Commission on Americans Outdoors (PCAO), 1986). A primary recommendation of the PCAO during the Reagan administra- tion was the development of a national network of greenways characterized by local, grassroots activism. Although greenways have existed in various forms for many years, it was not until the PCAO report and the founding of the Rails-to-trails Conservancy (RTC) in 1986 that greenways finally gained wide- spread recognition as practical and cost-efficient recreation and conservation resources. -

With the development of technology, bicycles that equipped with the transmission system including chain rings, front derailleur, cassettes, and rear derailleur, are more and more widespread. However, it is a challenging thing for most bikers to decide which is the optimal gear under various circumstances and when to change gear. Thus, electronic automatic transmission for bicycle can satisfy the need of most inexperienced bikers. There are three main advantages to use with automatic transmission system. Firstly, it can make your journey more comfortably. Except for expert bikers, many people cannot select the right gear unconsciously. Moreover, with so many traffic signals and stop signs in the city, bikers have to change gears very frequently to stop and restart. However, with this system equipped in the bicycle, bikers can only think about pedalling. Secondly, electronic automatic gear shifting system can guarantee bikers a safer journey. It is dangerous for a rider to shift gears manually under some specific conditions such as braking, accelerating. Thirdly, bikers can ride more efficiently. With the optimal gear ready, the riders could always paddle at an efficient range of cadence. For those inexperienced riders who choose the wrong gears, they will either paddle too slow which could exhaust themselves quickly or paddle too fast which makes the power delivery inefficiently. Bicycle changes gears by pulling or releasing a metal cable connected to the derailleurs. -
