BSAS PROCESS COMMITMENTS Helsinki 2010 – St. Petersburg 2013

3/12/2013

Dear friend of the Baltic Sea,

Using medical terminology, the Baltic Sea shows five severe symptoms. First, the sea is obese, second, it suffers from oxygen deficiency and third, our patient shows risk prone traffic behavior. Furthermore, its bladder leaks and it uses drugs.

The obesity diagnosis refers to eutrophication caused by nutrient draining from agriculture and inadequately treated wastewater. The oxygen deficiency, which is acute in the dead anoxic sea bottom areas, is the result of decades of nutrient overload and internal eutrophication processes. Increasing marine traffic poses a high risk of collisions, the most dangerous of which are potential oil and chemical spills. The leaking bladder refers to the run-off of untreated waters from urban areas. The hazardous substances problems equal intoxication.

This analogy clearly illustrates the different symptoms for anyone, but it also offers a temptation to treat them separately. However, like in medicine, a holistic approach should be applied, taking into account the intertwined relationship of the symptoms. As for all life processes, the cure should involve all aspects of living and working in and on the shores of the Baltic Sea area. Only this approach leads to sustainable solutions and the diagnosis of “the patient will survive”. Most importantly, in the case of this particular patient, this means that our grandchildren will have the opportunity to enjoy a healthy Baltic Sea.

The Baltic Sea Action Group has been addressing all the symptoms on different levels since its foundation in 2008. Starting in 2013, we will also begin to re-diagnose the patient. The basis for this evaluation is, e.g., that the eutrophication of the sea is seen as the outcome of a disturbed process in which the circulation of nutrients gets interrupted. If we fix the circulation, the nutrients from agricultural activities, animal manure and other sources will end up on the fields where they can stimulate the growth of crops for food production, instead of enhancing the growth of algae in the sea.

Dear friend of the Baltic Sea: You have in your hands the collection of the new Commitments made to the BSAG foundation to save the Baltic Sea. This publication contains all the Commitments made since the previous edition that was published in 2010 at the Baltic Sea Action Summit in Helsinki. Since then, we have received 110 new Commitments. They deal with the above mentioned problems. When browsing through the Commitments, you will find a large variety in terms of content and means chosen by the Commitment makers. This is an important fact to acknowledge. Before solving a complex problem, several prerequisites must be fulfilled, starting from the identification of the problem to making decision makers, as well with those providing potential solutions, aware of the problem. This is the only way to solve a problem of this magnitude successfully.

In conclusion, in order to reach our ultimate, common goal - a clean and healthy Baltic Sea - we need Commitments that cover the full spectrum of challenges our sea faces. Addressing them simultaneously is the path to real and sustainable solutions.

Please, take a look of what others have already done and consider which competencies and resources you might have that could benefit the Baltic Sea - and your organization.

Dr. Mathias Bergman Secretary General Baltic Sea Action Group

Purchase and transport of liquified biogas from the Leningrad region

Animal manure represents an enormous source of free or cheap energy as raw material for both biogas production and for fertilizers. Since nutrient run-off from manure forms a large source of eutrophication of the Baltic Sea, the use of manure for sustainable energy production serves both the sea, food production and energy needs.

In fact, efficient use of manure also reduces emissions of methane, a very potent greenhouse gas, into the atmosphere.

There are very large poultry farms in the Leningrad region in Russia, producing large amounts of manure. AGA- Lindegas has made agreements and strategical moves in order to tap into this biogas source.

AGA-Lindegas is prepared to purchase and transport liquified biogas produced at a plant using poultry manure. This biogas plant is being planned by Rika Biofuels Ltd and the liquified gas is to be transported to Sweden. This solution might serve as a model for any region with manure problems.

Biovakka Suomi Oy www.biovakka.fi Finland

Commitment started: 04 March 2013 Expected end: 31 December 2015 Commitment status: Active Commitment type: Organization's internal development process Focus area: Eutrophication

Nutrient recovery from the liquid fraction from anaerobic digestion

Biovakka Suomi Oy is a leading biogas plant operator in Finland. Biovakka has two centralised biogas plants in operation in the southwest of Finland (Vehmaa, Turku) with a total treatment capacity of around 200 000 tons/year.

Anaerobic digestion is well-suited for controlled treatment of organic materials while minimising their emissions, enhancing their fertiliser value and eliminating pathogens. Thus, biogas technologies meet the requirements of renewable energy production, reduced greenhouse gas emissions, and production of safe, recycled organic fertilisers and soil conditioners. However, one of the main challenges in environmentally and economically efficient material flow management through biogas plants is the digestate management. Nowadays in general, post-processing of the digestate is usually only mechanical separation of the digestate into liquid and solid fractions which divides the nitrogen and phosphorous roughly into the different fractions (P/solid fraction and N/liquid fraction), but volumes to be transported for final use or disposal stay the same. Moreover, the land application can cause similar environmental problems as manure and digestate as such, e.g.nutrient leaching to waters, if not implemented properly with care.

Biovakka Suomi Oy commits to develop a concept for efficient nutrient recovery and concentration from the digestate liquid fraction originating from the treatment of various organic materials in the biogas plants. The developed concept will enable nutrient recovery (P, N, K and trace elements) efficiency of >99% and production of recycled nutrient products for industrial use, e.g. for forest industry waste water treatment. Simultaneously, half of the initial liquid volume can be discharged on-site as purified waste water.

The developed concept will provide a solution for sustainable nutrient recycling by enabling transfer of excess nutrients in a concentrated form, e.g. from the areas of intensive animal farming to industrial use, and thus reduce the risk of nutrient leakage to the Baltic Sea.

The objective of the Commitment is to reduce eutrophication in the Baltic Sea.

Clean Baltic Shipping

The BSSSC Working Group on Maritime Policy aims at contributing to reducing pollutive and climate-damaging emissions from shipping.

The basis of activities is the final declaration of the Kiel Conference on Maritime Policy in 2006 and its commitment to develop the Baltic Sea region into Europe's maritime best practice region by 2015. The Working Group wants to contribute to the implementation on the regional level.

Within the consultation process to the EU Baltic Sea Strategy the BSSSC working group developed the flagship project proposal ''Clean Baltic Shipping''. It is devised as five-point action plan and comprises the elements (1) shoreside power supply for ships at berth and (2) introduction of environmentally differentiated port/fairway dues in all relevant BSR ports, (3) voluntary ban of waste water discharges from cruise ships, (4) introduction of labels for exemplary projects in the field of Clean Baltic Shipping and sustainable port management and (5) awarding of prices for best practice in these fields.

All components of the proposal were included in the Action Plan to the EU Baltic Sea Strategy. The working group supports the implementation by organizing political and practical support for the development of an INTERREG project aiming at reducing shipborne emissions by establishing harmonized shore side power supply for ships and reception facilities for sewage and waste in the BSR ports and fostering the use of low emission fuels like (liquefied) bio gas and (liquified) natural gas.

Objective of the Commitment: Reducing pollutive and climate-damaging impacts from shipping.

Piloting large scale phosphorus removal and recycling in Aura river

City of Turku is strongly committed to the protection of the Baltic Sea and has taken a lot of measures, also at voluntary bases, to improve the state of the sea.

Now the city of Turku with its´ local partners, aims to implement a large scale pilot to remove and recycle phosphorus from the Aura river in order to decrease the amount of soluble phosphorus going to the Baltic Sea by 1,5-4 thousand tons. The pilot will be first of its kind in this scale in Finland and if the results will be good and sustainable, it will offer a cost effective way to decrease negative impacts of phosphorus in the Archipelago sea.

In the pilot liquid Ferric Sulfate will be mixed into the running river water during the high current periods (max during 10 days in spring and autumn), when also the phosphorus content in the water is at the highest. Ferric Sulfate will bind the soluble phosphorus and this compound will sink into the bottom where it can be collected for recycling.

In the pilot the behavior of phosphorus including the sediment formation will be studied and tested in the river bed located 2 kilometers above the Halinen dam. Much attention will be paid to study and to understand all possible ecological risks, which might be related to this kind of arrangements. Implementation of the pilot needs also so called Test permit from Environmental Authority, which is also prerequisite for the governmental financing of the pilot.

Separate collection of waste lubricants from ships and development of port waste management

Parties of this commitment offer a service to ship owners and port authorities that allow refining of waste oils, separately stored in vessel’s tanks and discharged at port. The waste oil will be used as raw-material for base oil production. The service provides a significant improvement in the current situation, in which waste oil stored separately in vessel’s tanks is mixed with bilge water during transportation and handling. By the law various hazardous waste must be collected and stored separately, provided that it is economically and technically possible (Waste oil directive 75/439/EEC: Waste oils must be collected separately). This commitment aims to achieve that abiding by the law is made possible.

The service aims to utilize all waste oil available from the vessels.

1. Commitment´s impact on the Baltic Sea

Environmental laws and their compliance are obeyed. We should advance recycling as opposed to burning. (Directive 2008/98/EC: Waste hierarchy, most ecological end use should be applied)

Refining base oil for lubricants from virgin crude oil is an energy intensive process. Refining of waste oil reduces energy consumption in the manufacture of base oil which substantially reduces carbon dioxide emissions thus mitigating climate change and its negative effects on the Baltic Sea. Recycling directly reduces the consumption of virgin crude oil.

The separation of waste oils from bilge water also improves ship owners and crew awareness of environmental issues, encouraging at the same time to do their share of the recycling.

Controlled oil containing waste collection reduces the risk of illegal waste disposal to the sea.

2. Added value produced by the commitment

The service provides an important contribution to the objective of the waste oil law to primarily refine recyclable raw material instead of use as energy source. It is possible to use up to 96 percent of collected material as raw

25

material for base oil in refining process. Due to advanced technology base oil can be recycled for a number of times, in practice endlessly. Currently lubricant oils which would fulfill the requirements of recycling are being burned. As a consequence of the service to be provided Finland will be able start to follow its own laws as well as international shipping law.

3. The implementing strategy will include the following steps:

• Survey of necessary machinery for collection and technical planning • Marketing communication for ship owners and shipping agencies, and meetings with port authorities • Full-rate service available in Finland • Extension of the service to other Baltic Sea countries

4. Financial support for BSAG

Parties of this commitment donate a part of used oil collection profit to support of BSAG’s operations. In years 2012 and 2013, the amount of the donation will be 20 EUR/ton recycled lubricants and in 2014, 10 EUR/ ton recycled lubricants.

Raising awareness about the state of the Baltic Sea in my Ella Aura fantasy books (WSOY)

Attitudes are important. Without the will to act the way is blocked. It is crucial for even more people to want to become involved in the protection of nature and the Baltic Sea. We protect what we love and value.

My fantasy books Ella Aura's Doomsday Diary (Ella Auran tuomiopäiväkirja 2011, WSOY) and Ella Aura and the Thirteenth Guardian (Ella Aura ja kolmastoista haltia, October 2012, WSOY) tackle some of the questions surrounding why we should protect nature and the Baltic Sea and offer some answers in a language young and grown-up readers alike can understand. My fictional characters prevent man-made disasters from destroying nature and the Baltic Sea in a fictional plot, but the scenarios are thoroughly researched and possible. Therefore, fantasy meets reality.

Because of the important and global subject matter, I write my books in English, as well, in order to make it easier for foreign publishers to read them. My goal is to get the Ella Aura series published abroad The Ella Aura fantasy series is my way of highlighting very real problems and offering some information about the ways we can combat them.

We all must do what we can. This is my contribution, and I can't wait to see what my readers will do.

Environmental effects of ammunition, explosives and explosions in maritime environment

The Finnish Defence Forces (FDF) will conduct research on the most prominent physico-chemical and ecological environmental effects of ammunition and detonations of war-time mines and underwater detonations in maritime environment.

The research will be implemented as a two-phase study.

In the first part, the local environmental effects of heavy weapons shooting and unexploded ordnance in the sea will be studied. The project is commissioned by the Defence Command Finland. The study will be conducted in the shooting and training area of Lohtaja, in Northern Ostrobothnia. The study was preceded by a background study which included a review of historical information regarding the areas to be studied, mapping of the current environmental conditions, creating a mathematical flow model of the sea bed to prognosticate sediment erosion, drifting and accumulation as well as sonar casting of the sea bed to double-check the validity of the model. Simultaneously the quantity of unexploded ordnance and metal scrap on the sea bed was evaluated. The sediments in the areas selected as most strained based on the background study will be analyzed for metals, oils, polyaromatic hydrocarbons, TBT and explosives including their metabolites and additives as well as for the quality and quantity of benthos. In addition, biotests to assess the ecotoxicity of the sediments will be conducted on four biota groups. The results will form the basis for a detailed evaluation of risks to health and to the environment.

In the second part, the imminent effects of underwater explosions of war-time mines will be studied in the Gulf of Finland, in the vicinity of the city of Hanko. The study is performed by the Finnish Navy and co-funded by the Defence Command Finland. The project will be implemented in cooperation with the University of Turku and the Turku University of Applied Sciences. For the study, three pre-located mines were exploded under controlled circumstances.

The study includes sonar scanning of the seabed surrounding each mine before and after the explosion to measure the mechanical impact area of the blast and in-situ monitoring of physico-chemical effects such as opacity, pH, conductivity (salinity), temperature and oxygen saturation throughout the whole depth-profile. The results are expected to be ready in spring 2011.

35

The results will be evaluated by the FDF for potential need for further studies.

The results will be made public on the web site of the FDF. In addition, an event to share the information with other armed forces in the Baltic Sea area and the public will be arranged.

Objective of the Commitment: The results will provide information to be used to ensure sustainable planning of ammunition shooting at the sea and sustainable implementation of under-water explosions of WW II naval mines and thus help to fulfill the precautinary principle.

Commitment started: 31 October 2011 Expected end: 31 October 2013 Commitment status: Active Commitment type: Organization's internal development process Focus area: Hazardous Substances

Halti's sustainability program benefits the Baltic Sea

Halti has started a sustainability program which is divided into two parts, Environmental and Social Sustainability. Program.

Environmentally sustainable development encourages the conservation and preservation of natural resources and the management of energy, waste and transportation.

Some important aspects for environmental sustainability that demand attention are: compliance with environmental regulations, banning toxics, controlling and managing waste and other pollutants, efficient use of energy and minimizing transport impacts.

A variety of chemicals including hazardous ones are applied in textile industry. The chemicals are needed for manufacturing, dyeing and finishing of textiles. Hazardous chemicals in textiles cause multi-dimensional risks, including environmental, safety and health risks notably to consumers but also to ecosystems in regions of production, use and disposal.

Recent studies have indicated that a major source of fluorinated polymers in the environment is the leakage from consumer products, such as tablecloths, men´s trousers, work wear, umbrellas d outdoor clothing.

Exponentially increasing concentrations of fluorinated compounds in wildlife have been reported since the 1990s. Although more research is needed, existing studies have shown that some fluorinated chemicals are extremely persistent and bioaccumulative, as well as, among other things, cancer-causing and hormone disrupting.

In outdoor clothing fluorochemicals are used in water-repellent finishes and waterproof membranes. Durable water repellency (DWR) treatments’ functions include water repellency, stain repellency, soil repellency and durability to laundering, light explosure and abrasion. The most used perfluorinated surfactants (PTF) in DWR treatments are perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA). PFOS is already banned, but PFOA is still widely used in outdoor clothing. Although U.S. Environmental Protection Agency is going to ban PFOA in 2015 as well. There are alternatives for fluorocarbon DWR treatments, but they are not as soil and oil repellent as fluorinated polymers.

44

Because we at Halti love the great Finnish nature and get our inspiration from it, we want to provide extraordinary outdoor experiences for people by designing sustainable outdoor gear.

The objective of our commitment is to design an outdoor jacket without any fluoro-organic compounds in order to protect the Baltic Sea. Halti wants to act for and raise awareness regarding sustainability and the Baltic Sea.

Levävahti – a Human Sensor smart phone application to monitor algae situation by public

The goal is to enable and encourage people in monitoring of the Baltic Sea marine environment.

The goal is to enable and encourage people in monitoring of the Baltic Sea marine environment.

This is realised by developing 1) a user-friendly communication tool to report specific visual algae observations. The tool will be an application which is easy to install and use in a smart phone. 2) a database where the observations are stored and 3) a visualization tool to display the observations

Observations to be monitored in the coastal and open waters of the Baltic Sea 1. Abundance of cyanobacterial blooms (la Cyanobacteria, fi sinilevät, sv blågröna alger) 2. Health of bladder wrack belt (la Fucus vesiculosus, fi rakkolevä, sv blåstång) 3. Option to send a photograph. 4. Information on observation time, date and geographic location will be recorded automatically 5. The Levävahti observations will be visualized in the Internet pages: EnviObserver http://knowledge.vtt.fi/eo/ Järviwiki http://www.jarviwiki.fi/wiki/Levävahti

Levävahti is a Human Sensor programme for the Baltic Sea and will make use of social media, such as Facebook, in communication within the interest group since the success of the Human Sensor approach will depend on awareness, publicity and branding. The information collected and derived will be open for other applications.

The project is carried out in co-operation with SYKE, IBM and VTT. SYKE is responsible for the content design of the Levävahti application. The Levävahti communication tool for smart phones is developed by IBM for iPhone and by VTT for Nokia and Android devices. Solutions for data collection and visualization are developed by VTT and SYKE. All partners commit to the promotion of Levävahti in social media and other forums.

49

Levävahti is a pilot project in the field of citizen/human sensor monitoring of the state of the Baltic Sea. Experiences gained from the Levävahti project will be summarized by the end of the year 2011 and utilized in follow-up projects for environmental monitor making use of smart phone applications.

Objective of the Commitment: The commitment enables Human Sensor type real-time monitoring of the algae situation of the Baltic Sea. Blue green algae blooms may develop fast and on the other hand disappear rapidly depending on weather conditions. Without real-time citizen observations there is a lack of information on present status of the blooms.

The bladder wrack is one of the key species as an indicator of good status of the sea. Spatially a sufficient amount of observations of existence of bladder wrack is crucial, as ecosystem approach is launched to the decision making processes and implementation of marine directives as well as national legislation.

In the future the Levävahti concept including the communication tool, data management and best publicity practices could be a basis to collect a larger variety of Baltic Sea observations e.g. occurrence of jelly fish, clean shore (marine litter) and, exceptional events (such as fish and bird kills) The Levävahti application is available in Finnish language but in the future other language versions could be offered as well. The monitoring tool could then be made available for larger audience.

It is possible to use up to 96 percent of collected material as raw material for base oil in refining process. Due to advanced technology base oil can be recycled for a number of

58

times, in practice endlessly.

Baltic Sea Blues – Kymi Sinfonietta’s and Eero Koivistoinen’s Baltic Sea themed world premiere production

Kymi Sinfonietta’s and Eero Koivistoinen’s Baltic Sea Blues project advances awareness and protection of the Baltic Sea by means of art and music. The content of the project includes Eero Koivistoinen’s composition work (Baltic Sea Blues) for Kymi Sinfonietta and jazz trio, combining composition with visual arts in both artistically and technically high-quality manner and performing the whole work in the world premiere concerts likely to be heard in the cities of Kotka, Kouvola and – depending on financial resources – in Helsinki and elsewhere in the autumn season 2012. The concert programme will also include other previously composed pieces of music that have connections to the Baltic Sea theme.

The planning of the Baltic Sea themed world premiere production by one of the most appreciated Finnish jazz musicians and composers Eero Koivistoinen and one of the leading Finnish orchestras Kymi Sinfonietta was started in 2010. Eero Koivistoinen and Kymi Sinfonietta had been in contact regarding the co-operation that would combine Koivistoinen’s Baltic Sea themed composition and jazz music with Kymi Sinfonietta couple of years before. Baltic Sea Action Summit held in Helsinki in 2010 brought the idea forth again. Koivistoinen started to compose Baltic Sea related composition Baltic Sea Blues for the orchestra. Kymi Sinfonietta took enthusiastically part in the planning process of the Baltic Sea Blues’ world premiere production.

One of the interesting aspects of the Baltic Sea Blues is that as it will be composed for Kymi Sinfonietta and jazz trio it is not only based on completed orchestral score but also on improvisation that will have different forms in every concert. The project co-operation will also have a wider Baltic Sea perspective as the jazz trio will probably be combined of musicians from different Baltic Sea countries. The main focus of the composition – Baltic Sea - will be brought forward in the performances both through music and high-quality visual material. The visual material of the performance will present Baltic Sea through moving image and photographs that have been taken from different angles - for example air and water. The high-quality visual material of the performance will be projected on panorama-screen in the background of the stage and visual and musical material will communicate with each other during the piece. Practical arrangements and the planning of the visual side of the performances have been forwarded together by the orchestra and Eero Koivistoinen.

60

Objective of commitment and its impact on the Baltic Sea:

What makes Koivistoinen’s and Kymi Sinfonietta’s joint project unique is that the composition is not only based on completed composed material but also on jazz improvisation. Therefore the performance of the piece will vary in every concert. High-quality visual material seen in the background of the performance and music will create seamless artistic entity. The combination of music and visual material will bring forth the Baltic Sea issue in a unique and thoughts provoking way.

The Spark of Creativity/Base Camp Stockholm 2012

How to be more creative, ways to come up with new ideas and how to become better problem solvers.

At the Nobel Museum in Stockholm, you can see the exhibition "Cultures of Creativity". A copy of exhibition the has been shown in 14 locations around the world. The exhibition is about the Nobel laureates and creativity.

Since 2010 we offer a workshop on creativity for business professionals called “The Spark of Creativity”. The workshop takes about two hours and begins with an introduction about the Nobel Prize and the Nobel system.

The workshop is divided into three main parts. In the first part, we focus on the individual. We define the concept of “creativity”. We listen to what some Nobel Laureates has to say about their creative process. What qualities seem to have been important for their work? How important is for example accuracy, courage and vision?

In the second part we focus on group processes. Sometimes we have to work together to solve a problem. Many Nobel laureates have highlighted the importance of collaboration for their work. How can we make our collaboration more effective? Can we learn from Nobel Laureates? The second part ends with a practical collaboration exercise.

In the third and last part, we discuss the importance of the environment for creativity. How can it be that places like Cambridge has succeeded in producing so many Nobel Laureates? How can we make our own company or organization better? The workshop ends with a practical exercise where the participants can demonstrate their own creativity. Using this workshop design as a base, the Nobel museum will be the main facilitator in BSAG´s Base Camp Stockholm 2012. The aim of this workshop is to inspire invited representatives of companies and organizations to formulate optimal commitments for themselves. Thus, inspiration will be combined with focus, the Baltic Sea, to produce new actions to restore the ecological balance of the sea. All in all, Nobel museum offers the Base Camp workshop facilitation including facilities and 5 other lectures/workshops during 2012 and 2013.

Commitment started: 04 February 2010 Expected end: 01 January 2015 Commitment status: Active Commitment type: Organization's internal development process Focus area: Biodiversity and Nature Conservation

Oceana's commitment for the protection of the Baltic

Oceana's commitment for the Baltic is related to three different areas. We are preparing a campaign to improve fisheries policy in the Baltic, to restore Baltic marine ecosystems and to eradicate IUU fishing. Oceana has successfully been campaigning in these areas in the Mediterranean and North East Atlantic for the last five years.

Under the European Union Marine Strategy Directive, governments have the obligation to achieve a Good Environmental Status of the Baltic by 2020. Oceana is working with governments and the European Commission to achieve a better Common Fisheries Policy under the main objective of long-term ecological sustainability and with goals of rebuilding and protecting ocean ecosystems and recovering ocean biodiversity. We are focusing our work on contributing to the implementation of the precautionary principle and an ecosystem-based approach to fisheries management in the Baltic.

Oceana is preparing a campaign to assure correct management of Baltic fisheries through TACs (Total Allowable Catches), effort control and technical measures. Baltic fish stocks must be restored by 2015 by-catch and discards must be eradicated in Baltic fisheries.

Biodiversity protection is another element of Oceana's commitment to the Baltic. A minimum of 10% of the Baltic must be designated a Marine Protected Areas by 2012. Oceana is campaigning to achieve this aim and will concentrate on further expansion of Baltic Marine Reserves from 20% to 30% as recommended by the IUCN.

Illegal, Unreported and Unregulated fishing remains a major problem in the Baltic and is a threat to healthy fish stocks and the marine ecosystem. The third element of Oceana's work in the Baltic will be the eradication of IUU fishing and the closure of markets around the Baltic for IUU-caught fish and seafood.

Oceana campaigns to protect and restore the world's oceans. Our teams of marine scientists, economists, lawyers and advocates win specific and concrete policy changes to reduce pollution and to prevent the irreversible collapse of fish populations, marine mammals and other sea life. Global in scope and dedicated to conservation, Oceana has campaigners based in North America ( Washington, DC; Juneau, AK; Los Angeles, CA ), Europe ( Madrid, Spain; Brussels, Belgium ) and South America ( Santiago, Chile ).

Contributing to the implementation of the precautionary principle and the ecosystem based approach to fisheries management and the restoring of the Baltic marine biodiversity and ecosystems

Outotec Oyj www.outotec.com Finland

Commitment started: 05 March 2013 Expected end: 01 February 2017 Commitment status: Active Commitment type: Solving a concrete problem Focus area: Eutrophication

Mitigating eutrophication by recovering energy and nutrients from manure and sewage sludge

Phosphorus is an essential and irreplaceable plant nutrient with limited natural resources. The foreseen lack of mineral phosphorus reservoirs poses an urgent need for phosphorus recycling.

When leaking to aquatic bodies, phosphorus constitutes a major environmental problem by causing eutrophication, i.e. massive algal growth. To abate climate change, substituting fossil energy sources by renewable ones is crucial.

More than twenty million chickens, pigs and cattle in the Leningrad Region produce annually over 600.000 tons of nutrient rich litter and manure. This waste biomass is a source of energy and nutrients if appropriately managed. Currently, it is an environmental problem: nutrient run-off from large-scale animal farms has become among the main pollution threats for the Gulf of Finland and the groundwater reservoirs of the Leningrad Region. In addition, harmful atmospheric emissions are derived from improperly managed manure.

Sewage sludge – when adequately processed - comprises another important source of phosphorus and energy.

Outotec has developed and provides an efficient technical solution to exploit the energy and nutrient potential of a relevant part of the farmyard waste and sewage sludge in the Leningrad Region. The solution comprises Outotec's existing biomass incineration solutions based on fluidized bed technology and the later developed ASH DEC process which is appropriate for phosphate recovery from ash that remains as a by-product from incineration of municipal sewage sludge, manure and chicken litter and residues from anaerobic digestion.

Implementation strategy: - Promotion of combined energy and nutrient recovery technologies to the animal farms and municipal wastewater treatment plants in the Leningrad Region -Cooperation with relevant stakeholders such as fertilizer manufacturers, energy providers and governments to support the implementation of sustainable “waste-to-energy & nutrient recovery” technologies

-Implementation of the first manure or manure/sewage sludge incineration /AshDec plant to the Leningrad Region as a reference plant

80

To support the work Outotec will

-Sponsor and participate in the TEKES project “Transition towards a sustainable nutrient economy” lead by Lappeenranta University of Technology and MTT Agrifood Research Finland -Participate in programs and give papers and presentations at conferences aiming at the dissemination of competitive modern technologies for eutrophication abatement in the Baltic Sea -Act as a member of the organizing committee of the First EU Sustainable Phosphorus Conference with the Baltic Sea as one of the key topics

Objective To tackle eutrophication of the Gulf of Finland, to abate climate change and to facilitate phosphorus recycling to produce phosphate fertilizers with high fertilizing value.

The Commitment includes a donation of 10,000 EUR/year for the Baltic Sea Action Group.

Closed Circuit Cultivation

Raisio commits to launch the CCC (Closed Circuit Cultivation) concept in the raw material purchasing procedure for contract cultivation (purchasing grains and oilseeds and protein crops directly from farmers). ''What can be measured can be improved''. Tools in CCC are: 1. Ecoplus measures the ratio between the energy input (energy used in inputs to grow the crop) and the energy output (energy content of the crop) in the cultivation. 2. CarbonPlus measures carbon foot print of the cultivation. 3. WaterPlus measures water foot print of the cultivation. Grey waters and especially nutrient (nitrogen and phosohorus) emissions into water bodies are prioritized in the measurements. Raisio uses the above mentioned tools in its' advisory service for contract farmers. ''Good crop is best environmental protection''. This means that inputs are utilized in form of the crop as efficiently as possible. Thus the output/input ratio is high.

In longer term circuit of the nutrients in the food chain will become closed; as closed as it can be in biological process.

Patent application for CCC was submitted in 2008 (then called Ympäristöindeksi'). Pilot scale testing of the method started after filing the patent application. After two years of piloting and developing of the method and tools we are now in the phase of wider launching the CCC as a practical method to reduce negative environmental impacts of the crop production.

Experiences and knowledge in the development of the CCC have been used already in the calculation of the carbon and water foot print of the consumer products.

Impact on the Baltic Sea will be premanent. Emissions ,especially nitrogen and phosphosrus emissions, from the crop cultivation will decrease.

Smart Buoy concept for real time monitoring of marine environment

SeaHow has developed a new Smart Buoy concept which combines the robust structure of a polyethylene spar buoy and versatile combination of monitoring sensors with mobile communication technology. Oceanographic data is essential for safe navigation and for protection of sensitive marine environment. Network of Smart Buoys can provide intelligent solutions for many purposes.

SeaHow will build up a pilot network based on the SmartBuoy concept. The pilot network is part of the Network Monitoring (NeMo) project, where SeaHow is the leading partner. SmartBuoys will be instrumented with sensors that monitor blue algae, turbidity, salinity, water temperature, current, wave height, water level. Data will be transmitted in-real time to web-server from where it will be delivered to our partners (see below).

The objective of the project is to study the feasibility of the SmartBuoy concept. During the NeMo-project our partners will have the possibility to study 1) reliability of the data 2) ways to utilize the data 3) interface to distribute the data. As result of the project the final report (“Proof of Concept”) will be presented.

The NeMo-project is implemented together with the Finnish Transport Agency, the Finnish Meteorological Institute, the Finnish Environmental Institute, the Coast Guard, Finnpilot Pilotage Ltd and Luode consulting under the supervision of the Ministry of Transport and Communication.

SeaHow will manufacture SmartBuoys, instrument them with sensors and deploy the SmartBuoys in the Gulf of Finland. SeaHow will also maintain the network. Before this Transport Agency will approach certain group of ports, port operators and ship owners in order to find out the maritime needs for more local and real-time oceanographic information.

Sensors and instrumentation of each buoy will be done according the needs specified by the project team. That icludes evaluation of 1) what to monitor 2) where to monitor 3) interface of the data distribution and 4) the partner responsible for evaluating of the data.

The final report will be presented at the end of the year. In the report each project partner will present their 1)

96

analysis 2) conclusions and 3) recommendations for future actions based on the observations during the project.

SeaHow has manufactured polyethylene spar buoys since 1976. The buoys consist of a through-colored highly durable extruded polyethylene tube structure that withstands the most demanding weather conditions. The Finnish Transport Agency has over 20000 units of polyethylene spar buoys. SeaHow has manufactured them all and maintains most of them.

SeaHow Ltd was founded in 2010 after the reorganization of the Finnish Maritime Administration. About 240 employees, significant amount of equipment, vessels and real estates were transferred to a new, 100% state owned company. Turnover in 2012 was 30 M€.

Today SeaHow provides ISO 9001 and 14001 quality services in maintenance of fairways and navigational aids, operations and maintenance of fairway locks, oil response services, marine and civil construction, fairway planning and civil engineering, hydrographic surveys and underwater investigations.

Our Baltic Sea

To raise environmental awareness among the members of the Soroptimist organisations in the Baltic Sea catchment area.

SI of Finland has committed to participate in the programme to save the Baltic Sea. We cannot accomplish enough alone. We can do much more by working together with other Soroptimist unions and clubs around the Baltic Sea in this programme. SI of Finland proposes that SI Unions and Clubs around the Baltic Sea Area will commit to the European Federation's theme 'Soroptimists go for Water' by joining the programme to save the Baltic Sea. This is a suitable programme for women's organisation, because in families, women normally make decisions about household products that are used, and other activities.

The Finnish Minister of Agriculture Sirkka-Liisa Anttila has promised to be a patroness of our programme

Goals: * We are aware of the state of the Baltic Sea and we deliver actively the information further * We actively look for measures to avoid polluting the water * We especially get women and children committed to save the clean water * We are working together with other unions and clubs inthe Baltic Sea area to find measures to prevent further pollution of the Baltic Sea

How to do it? * The clubs will have one theme in their meetings about the Baltic Sea * We have prepared a list of less polluting household chemicals and distributed it to other organisations in Finland * The list will be updated e.g. with regard to household products containing hazardous substances when more information will be available. * The other Unions could work to prepare a list of less polluting household chemicals marketed in their own countries and deliver it to other voluntary organizations * The clubs can make their own anniversary donations to the organizations for 'Clean the Baltic Sea' projects. * We would try to affect as much as possible, the local decision makers to make decisions and take action to help to keep our lakes and rivers clean, and thereby reduce emissions to the Baltic Sea. * SI of Finland will prepare a slide show about Clean the Baltic Sea on the web site. SI of Finland is willing to help other Unions to do same.

Mitigating negative environmental impacts derived from the Republic of Karelia and the Leningrad Region on the Baltic Sea

The integrated aquatic system of the Onega Lake – Ladoga Lake – Neva – Gulf of Finland – Baltic Sea has a cross impact and common sources of the technogenic load.

Lakes Onega and Ladoga located in the areas of the Republic of Karelia and Leningrad Region, in the northwest of the Russian Federation, discharge to the Baltic Sea via the River Neva.

In the areas, untreated or poorly treated municipal wastewaters constitute a major source of nutrient discharges (phosphorus and nitrogen) to watercourses. Industrial enterprises located in this catchment area are the sources of hazardous substances discharges to watercourses.

Several large-scale animal farms (poultry farms, cattle farms and piggeries) are located in the Leningrad Region. The risks of nutrient leakage from their manure management have been identified among the key risks for the state of the Gulf of Finland.

Given that the Republic of Karelia and the Leningrad Region are located in the Baltic Sea catchment area,

• building new municipal wastewater treatment plants, upgrading the existing ones and establishing centralized sewage systems; • improving removal of hazardous substances from wastewaters at industrial sites ; and • efficient processing of waste (manure) from animal and poultry farms, using its favourable properties and energy potential, in the areas are of major importance in tackling eutrophication and pollution of the Baltic Sea with hazardous substances.

SUE “Vodokanal St. Petersburg” possesses wide expertise in implementing new technologies and in efficient operation of water and wastewater treatment plants.

SUE “Vodokanal St. Petersburg” commits to

108

• participate in making a survey regarding sites with shortcomings in the fields of municipal wastewater treatment, industrial wastewater treatment and efficient treatment of waste (manure) from animal and poultry farms; • based on the survey, identify top-priority sites with a need for improvement; • provide recommendations for implementation of efficient activities and mechanisms to attract investments; • involve partners having effective process solutions tested by SUE “Vodokanal of St.Petersburg”.

The work will be carried out in close co-operation with the regional authorities, the private sector and public international organizations.

Objective: To reduce eutrophication and detrimental effects of hazardous substances in the Baltic Sea.

Passion for the clean Baltic Sea

JCI Finland’s Commitment is to raise awareness among companies, organization and other third parties of the critical condition of the Baltic Sea and its acute environmental problems. JCI Finland’s objective is to enable JCI’s local organizations, national and international organizations around the Baltic Sea countries to make positive change for the Baltic Sea and in co-operation with BSAG (Baltic Sea Action Group www.bsag.fi) to collect commitments from the third parties to revive the Baltic Sea.

1. List of potential companies and organizations •Companies where JC already have relations and know key players. •Companies where our members have real insight or we think there are competencies, which may result in direct or indirect contributions for a healthier Baltic Sea - agriculture, maritime activities and hazardous substances. •The list of potential commitment makers can also include schools, associations and other organizations alike. •Implementation of the project as a part of JCI Finland’s national, areal and local organizations.

2. Assessment of "Baltic Sea details" in the companies and organizations •Try to come up with creative ideas which could be presented to the companies and later probably adjusted into concrete commitments for these companies •The commitment can also be a BSAG Baltic Sea Seminar organized by the commitment maker, sponsored by local companies and authorities, with the purpose to increase the ecological and sustainable awareness of the citizens in your country/city/town/community and involve local companies as sponsors. •A commitment is an action or a process which results in a direct or indirect contribution for a healthier Baltic Sea. It should be as concrete as possible and preferably it should offer new solutions that have not been tried before. •Everyone is welcome to make a commitment and take part in the Baltic Action Summit process to help saving the Baltic Sea. •It can be a new product, a method or a R&D project. •A worthy commitment is based on the business operation and the competence of the company. The company provides knowledge and resources – action that represents its expert knowledge and best performance! •Both the Baltic Sea and those who participate in the work benefits from the collaboration. Companies can develop new products, test techniques, make new contacts and expand their markets. Companies receive positive publicity and the opportunity to demonstrate environmental, social and economic responsibility in practice. Such actions make companies more profitable, attractive and competitive.

3. The organizations can be contacted and visited individually if you prefer that. It is highly recommendable to pay a visit in a small group – teams. The presentation and the design of a commitment can also be managed

110

through locally organized BSAG Base Camp-workshops (10 or more participants) arranged and composed by local JC chapters. The purpose of these workshops is to help companies and participants to develop good commitments. At the end of the day, each company should have formulated a commitment, which will help the Baltic Sea to become cleaner and healthier and is also, very important detail, beneficial to the company.

4. JCI Finland will involve other national JCI -organizations and expand the project to other countries surrounding the Baltic Sea. National JCI organizations of Sweden, Estonia, Latvia, Lithuania, Poland, Germany, Denmark, Norway (?) and St Petersburg.

Islander photo exhibition series for the Baltic Sea

Islander photo exhibition series collects funds to protect the Baltic Sea.

ROCK PHOTOGRAPHER FOR BSAG

To counterbalance the hectic life of a top rock 'n' roll photographer, Ville Juurikkala has spent a lot of time on the island of Iniö, located in the southwest coast of Finland. Surrounded by the rugged beauty of the Baltic Sea, the silence of the island has made a lasting impression on him, inspiring the photographs in "The Islander" exhibition. On show in Helsinki and New York is a unique collection of the more delicate visions of a photographer known for his wild rock 'n' roll shots: a set of maritime scenes rich with haunting sensibility and meditative peace.

Ville Akseli Juurikkala (b.1980) is a self-tutored photographical prodigy, who determinedly turned his hobby into a profession after high school. Dubbed "The Best Rock Photographer in the City" by City magazine in 2007, Ville has shot album covers and promotional pictures for over hundred artists, including , Good Charlotte, , and HIM, authored several photo books, and directed music videos and documentaries.

The archipelago of the Baltic Sea has been a part of Ville's life since his childhood, and the boat trips with his family count among his dearest memories. Especially after three years in Los Angeles, Ville found the unique, rugged nature and peace of the Finnish archipelago to be an important balancing factor to the lurid, celebrity- filled artificial reality of Tinseltown.

Ville's collaboration with Noora Kunttu and Heini Lehto of Kehrä Interior started when Kehrä commissioned a work from him. During the photo shoot they started talking about Kehrä's charity jewelry project Guardian of the Baltic Sea that has already raised € 75,000 for the Baltic Sea Action Group (BSAG). Soon they got the idea to collect an exhibition of Ville's archipelago pictures in order to support the all-important conservation of the Baltic Sea.

Commitment started: 19 February 2013 Expected end: 31 December 2014 Commitment status: Active Commitment type: Solving a concrete problem Focus area: Eutrophication

Nitrogen management and precision farming

Yara is committed to support the Baltic Deal demofarm network (www.balticdeal.eu/farms) by communicating and further develop best agricultural practices, with special focus on resource efficient fertilizer use. The key areas will be nitrogen management and precision farming. These are thematic areas were Yara’s competence and precision farming tools can help develop agriculture around the Baltic Sea towards highest possible nitrogen efficiency.

*Yaras concrete commitment Yara will lend 2-4 Yara N-Sensors for the disposal of Baltic Deal partners. Yara will in co-operation with the Baltic Deal project organize and finance network meetings between demofarm groups across national borders in the Baltic Sea Region. The commitment period will be 2 years, 2013-2014, with an option to continue thereafter.

*Nitrogen management and precision farming Nitrogen is an essential nutrient for plants growth. Nitrogen is important to create vegetative growth, a large leaf area capturing sunlight powering photosynthesis and building energy into the crop. Nitrogen is also essential to build amino acids and proteins essential for humans and animals. Suboptimal nitrogen supply results in lower yields and often also in a lower quality of the yield. Excessive use results in leaching to rivers and ground water, and further on to the Baltic Sea. Leached nitrogen may cause eutrophication, and eventually result in dead sea bottoms and other environmental problems.

The challenge for farmers and society are to combine high agricultural productivity with an acceptable environmental impact. The Baltic Sea region needs a competitive, profitable and productive agricultural sector. Higher productivity per hectare of arable land in the area will reduce the need to import and therefore help preserve the environment by not turning forests and other virgin land into agricultural land in other parts of the world. It is further likely that agriculture in the Baltic Sea region will become even more important because of climate change effects.

Efficient nutrient management is fundamental to combine productive, profitable agriculture with environmentally sustainable agriculture. Resource efficient agriculture uses recycled nutrients in an optimal way and then adds mineral fertilizers to reach optimal yields. Management of mineral fertilizers includes choice of right product, applied at right time and in right amount. Yara has developed several new innovations that work as fertilizer precision farming tools such as Yara N-Sensor, Yara N-Tester and ImageIT. These tools are proven

129

to improve resource efficiency both in trials and in practical farm use. Higher yield, lower fertilizer application rates, more even quality and reduced risk of lodging are some of the benefits.

*Baltic Deal and its 118 demofarms Baltic Deal is a prominent flagship project within the EU Strategy for the Baltic Sea Region initiated by farmer organisations around the Baltic Sea. It has partners in Sweden, Finland, Estonia, Latvia, Lithuania, Poland and Denmark. All partners are either advisory organisations or farmers organisations. Baltic Deal has established a network with 118 demo farms distributed in mentioned countries. These farms are used to disseminate and to develop best agricultural practises, measures and investments with a target to combine high agricultural productivity with lowered environmental impact, in particular when it concerns nutrient losses. Despite not having a partner in the Baltic Deal project, Yara will include Germany in the scope of the commitment.

The Baltic Sea region has approx. 25 million hectares of arable land and 85 million inhabitants. To reach such a major region it is essential with co-operation between countries and organisations. Baltic Deal is an ideal co- operation partner for Yara, as it gives the opportunity to reach a network with 118 demo farms and through its demonstration activities also a lot more farmers in all countries.
