Growth of the Hill Country The Hill Country Alliance (HCA) is a nonprofit organization whose purpose is to raise public awareness and build community support around the need to preserve the natural resources and heritage of the Central Texas Hill Country. HCA was formed in response to the escalating challenges brought to the Texas Hill Country by rapid development occurring in a sensitive eco-system. Concerned citizens began meeting in September of 2004 to share ideas about strengthening community activism and educating the public about regional planning, conservation development and a more responsible approach growth in the Hill Country. Founded in 1886 by a local veteran’s organization, the Texas Confederate Home for Men served thousands of veterans throughout its tenure. State-run beginning in 1891, the facility became the center of controversy multiple times, with allegations of mistreatment of residents, misappropriation of funds, and unsanitary conditions in the home. Despite these problems, for several decades the home effectively provided large numbers of needy veterans with a place where they could live out their remaining years. The home was finally closed by the state in 1965, and the buildings were demolished in 1970. The facility’s success helped to inspire Texas to introduce a veteran pension system, and brought forth a new era in the state’s willingness to take care of veterans once their wars were over. Appendix A 2012 Texas Integrated Report - Texas 303(d) List (Category 5) 2012 Texas Integrated Report - Texas 303(d) List (Category 5) As required under Sections 303(d) and 304(a) of the federal Clean Water Act, this list identifies the water bodies in or bordering Texas for which effluent limitations are not stringent enough to implement water quality standards, and for which the associated pollutants are suitable for measurement by maximum daily load. In addition, the TCEQ also develops a schedule identifying Total Maximum Daily Loads (TMDLs) that will be initiated in the next two years for priority impaired waters. Issuance of permits to discharge into 303(d)-listed water bodies is described in the TCEQ regulatory guidance document Procedures to Implement the Texas Surface Water Quality Standards (January 2003, RG-194). Impairments are limited to the geographic area described by the Assessment Unit and identified with a six or seven-digit AU_ID. A TMDL for each impaired parameter will be developed to allocate pollutant loads from contributing sources that affect the parameter of concern in each Assessment Unit. The TMDL will be identified and counted using a six or seven-digit AU_ID. Water Quality permits that are issued before a TMDL is approved will not increase pollutant loading that would contribute to the impairment identified for the Assessment Unit. Explanation of Column Headings SegID and Name: The unique identifier (SegID), segment name, and location of the water body. The SegID may be one of two types of numbers. The first type is a classified segment number (4 digits, e.g., 0218), as defined in Appendix A of the Texas Surface Water Quality Standards (TSWQS). -

BAT-WATCHING SITES OF TEXAS Welcome! Texas happens to be the battiest state in the country. It is home to 32 of the 47 species of bats found in the United States. Not only does it hold the distinction of having the most kinds of bats, it also boasts the largest known bat colony in the world, Bracken Cave Preserve, near San Antonio, and the largest urban bat colony, Congress Avenue Bridge, in Austin. For Immediate Release COLORADO RIVER ALLIANCE ANNOUNCES NEW EXECUTIVE DIRECTOR AUSTIN, Texas (September 21, 2015) – The Colorado River Alliance Board of Directors is pleased to welcome R. Brent Lyles as the organization’s new Executive Director. Lyles is already a proven leader and advocate for the Texas Colorado River, and is thus a strong fit for advancing the Alliance’s mission. Lyles begins his new position at the Alliance on October 1st. Lyles brings over 25 years of nonprofit and science-education experience to the Alliance, most recently heading Austin Youth River Watch, an after-school and summer program for at-risk teens, engaging them in water-quality monitoring in the Colorado River’s watershed. “On behalf of the Board of Directors of the Colorado River Alliance, I am pleased to welcome R. Brent Lyles as the new Executive Director,” said Board President Kyndel Bennett. “His wealth of experience in environmental education and his demonstrated leadership will help the Alliance move forward in its mission to secure the vitality of the Texas Colorado River through education and advocacy for all generations.” As Executive Director of the Alliance, Lyles will oversee an organization that connects more than 15,000 students every year to high-quality education programs about water conservation and the Texas Colorado River. LINDEMAN Department of Biology and Health Services, Edinboro University of Pennsylvania, 230 Scotland Road, Edinboro, PA 16444, USA, e-mail: [email protected] Abstract.—Defining the limits of a species’ geographic distribution is fundamental to research in biogeography, ecology, and conservation biology. The Texas Map Turtle, Graptemys versa, is endemic to the Colorado River drainage in central Texas but has been incorrectly reported by several sources to be restricted to the part of the Colorado drainage located on the Edwards Plateau, northwest of the fault lines of the Balcones Escarpment. I conducted visual surveys of basking turtles, vouchered with photographs, which demonstrate that even statements that the species occurs mainly above the Balcones Escarpment are incorrect. I observed higher numbers and higher relative abundances within basking turtle assemblages throughout the five counties downstream of the Edwards Plateau, in over 400 river km of the Colorado, and an abundant population was observed just 48 river km from the river’s mouth in coastal Matagorda County. Literature statements regarding restricted limits of freshwater turtle geographic ranges should be critically appraised for their accuracy. Surveys that are conducted beyond published range limits must also be detailed not just for new records but also for negative results, in order to enable future workers to properly evaluate statements about range limits.
