This report has been prepared by Site Image Public Art Consultants in support of Architectural proposals for the development at 73-75 Epping Road, North Ryde. This plan is to be prepared to address: preparing options for public art that respond to the specific site heritage, context and design proposals, and have regard to the essential principles, goals, and objectives of the City of Ryde’s DCP 2010. This report provides an analysis of the site locality; features of the existing site and surrounds; architectural and open space proposals, and investigation through site visits and review of the plans to determine range of opportunities. Through research of the site and local themes, history and features, and initial artwork concept formulation - potential sites and a range of artwork themes have been nominated. The report provides a range of imagery and proposals demonstrating the possible form, scale, materials, and indicative artwork content. It is understood the report provides a suitable Arts Plan as a framework for subsequent final artwork concept development, through to final fabrication and installation.

Extract from City of Ryde DCP 2010 5.3.5 Public Art Public arty is to provide an essential reference point to a place’s civic image and positioning. The theme of innovation inherent I Macquarie park provides a spectrum of ideas that can be explored and expressed through public art. Artworks can be used to create emblems or symbols that depict the identity of the place. It can be used to distinguish special places or developments, enable new businesses to develop a strong identity or signatures, signify entry points, strengthen the character of the place and stimulate the interaction of ideas that is central to the vision of the corridor.

The goal in preparing this public art strategy is to provide a thorough description and illustration of the site and it’s surrounding areas as is relevant to establishing the context, setting and opportunities for public art. In describing the site this includes the adjoining streetscape and the proposed landscape and built forms for the project. Providing leadership regarding the possible themes, locations and forms for public art, the report has been prepared with close consultation with the Architect, Landscape Architect GATION and project team. The outline of potential public art opportunities aims to respond strongly to the site context and proposals for TI ESEARCH PUBLIC ART ES landscape and built form, and provide insightful and meaningful contribution to the local civic identity. The public art aims to inspire V CREATIVE IN community interest and create suitable public art identity for the project, and contribute to strong placemaking and local identity. Macquarie Park is named for Governor Lachlan Macquarie (1762–1824), a British military officer and colonial administrator, who served as the Governor of from 1810 to 1821. The area that is now Macquarie Park was part of the suburb of North Ryde from the late 19th century. The area was once filled by market gardens, poultry farms, and vast tracts of bushland, with many beautiful picnic spots and waterfalls. The mid 1960s saw the establishment of Macquarie University and there was subsequent rezoning of adjacent areas to allow for industrial and office park activities, the goal being to provide for the interaction between industries and the University. During the 1970s many companies located their corporate headquarters in the area. Macquarie Park has since gained a reputation of being a leading high-tech industrial area attracting many local and international companies from high-tech fields including electronic, scientific, computing, medical, communication, pharmaceutical and business supply solutions. Macquarie Centre is a major regional shopping centre, just north of the subject site, with Macquarie University to the north of this, each being well known regional landmarks. The leafy office park identity of the precinct is intensifying with continuous infill and redevelopment of sites, creating an increasingly vibrant workplace environment and civic setting. Recent completion of new railway stations has seen another significant surge in growth that includes a wide spectrum of development, from residential towers, to commercial buildings, and significant growth of the Macquarie Centre shopping centre and Macquarie Park Corridor Macquarie Park Corridor Macquarie University. 3.0 The Structure Plan 4.5 5.0 Public Domain 4.5 The focal corner location will have significant exposure to both Ryde Road, with the building presenting to passing views from elevated bridge portion of the adjacent Epping Road. At this location there are the first significant vistas to the city skyline for motorists travelling south. The Aerial 1942 site gas ‘gateway’ qualities for noth east-west and north-south traffic.

One side of the site faces out onto the on-ramp carrying vehicles turning from Lane Cove Road onto Epping Road heading south-east towards Lane Cove and Sydney CBD - with a pre-cast concrete wall supporting Epping Road being integral with slip lane transition. The site will be visible to the large volumes of traffic on the main, elevated carriageway of Epping Road. The Lane Cove Road frontage of the site has a stand of Casuarina and Eucalyptus trees before approaching the underpass of Epping Road, which are to be largely retained by landscape proposals for the project.

The site is to be developed as a multi-level commercial office development with a retail component at ground floor level and a two level basement carpark. Located at this highly visible position the project will define the gateway into the precinct where Epping Road and Lane Cove Road meet. The development has an important location in the Macquarie Park precinct, with potential to create a placemaking civic identity that assists motorists with a strong visual identity that contributes to wayfinding. The key ‘public’ locations that have been identified for public art are: A. The northern end of the central civic spine, with the framing vertical built form defining a focal location on the major arterial road; B. Potential for extension of artwork treatments through the central spine; C. The curving corner streetfront of the Epping Road portion that continues up to join the main roadway; D. Rising side elevation to south of site has increased presentation to Epping Road, but considered secondary as the regional connector road frontage is considered to have less relevance to the Macquarie Park local area. The existing mature Casuarina trees on Epping Road frontage are proposed removed, and are also identified as a worthy feature worth celebrating in public art as part of site heritage and local environmental endemic / original landscape heritage. The landscape plan exhibits the strong civic spine through the site, with public address to Lane Cove Road frmaed by the built form. The landscape plan also demonstrates the strong curved facade addressing the curve of the slip road to Epping Road that creates a striking corner address that faces the major intersection and underpass junction, and also the overpass major address. The increasing urban identity of Lane Cove Road is shown in the streetscape view, responding the new railway station close to the site at Waterloo Road.

Following research of the context, site and locality heritage, ecology and community, and the opportunities presented generally by the building proposals, the potential for public art expression was explored. The synthesis of opportunity and themes, artistic forms and expression was a process undertaken over time, exploring a range of possible outcomes that can provide a highly site and locality specific artwork responses. Given the highly modern urban character and the architectural context of striking contemporary buildings, contemporary artwork themes were decided as being suitable to this site. These concepts and themes represent initial responses including:

Option 1 ‘Time Capsule’ Opportunity and Themes: • Referencing the past Casuarina trees on this site, and even more generally as endemic trees of the area, ‘Time Capsule’ enlarges the pods of the tree to create a series of large sculptures. Internal lighting will create striking markers by night, and the open form can be exaggerated to create distinctive shadows on the lawn and adjacent pavement. The ‘environmental / landscape’ theme reinforces the strong landscape identity of this space. There is strong potential for Aboriginal artist to develop the artwork with ATSI themes.

Option 2 ‘Gateway’ Opportunity and Themes: • This artwork is proposed to have strong vertical form, to be framed by the buildings and landscape backdrop behind, and aims to reinforce or complement the strong walking canopies flanking the civic space. The range of images demonstrates that as a freestanding artwork in a broad lawn there is a broad spectrum of potential outcomes including wind sculpture, and contemporary LED video art as a dynamic changeable feature with potential as an information portal for passing motorists / arriving and departing pedestrians.

Option 3 ‘Orchard Ribbon’ Opportunity and Themes: • The Orchards surrounding this site is clear from the 1940’s and 50’s aerial photos when North Ryde was part of the ‘Green Belt’ set out in the first urban plan released for Sydney. The imagery is principally bold geometric forms, and the reference to oranges is to be secondary - with the looping form relating strongly to the curve around facade, matching the slip lane corner to Epping Road. The 6-way intersection (split roads for turning) creates focus of views from waiting and passing cars at this corner, and is worthy of a placemaking feature. The ‘broken’ forms in and out of the ground allows pedestrian paths between the series of looping steel structures.

ARTIST EOI INVITATION AND APPLICATION REQUIREMENTS In accordance with the Council Public Art requirements, development of the final Detailed Public Art Proposal will be required as part of fulfilling Construction Certificate requirements. The developed public artwork is to demonstrate durability and longevity, and ability to make good graffitti and other b. Maintenance requirements and access strategy / programme is to be submitted and can include a brief statement about each work. Following installation certification is to be provided to confirm the Artist’s intent has been met, and that the work fulfills the c. CONCLUSION

This Public Art strategy has been developed to inform and guide subsequent detailed public artist selection, artist development of themes and potential locations and forms for public art for the development at 67-75 Epping Road North Ryde. As described in this report, the options for potential themes and content demonstrates that a developed artwork can respond to local urban and cultural heritage, and can respond to site specific opportunities presented in the architecture, landscape and public domain. After review of prepared options for possible public art, preference is expressed for the ‘Orchard Ribbon’ opportunity where clarge ribbon forms around the focal street corner echoes the orchards that surrounded this site. The scale of the work is considered to suitably respond to the scale of the intersection and overpass opposite this corner. Having expressed a preference, the process certainly allows for change and artwork development with the appointment of a suitable artist for the project. This Publc Art Plan is understood to address the public art requirements set out in Council’s guidelines and policies, and it is hoped that the proposed processes of artist selection, collaborative artwork development is suitable to Council, and the final artwork will provide a significant contribution to the project, local environs and North Ryde / Macquarie Park precinct.
