(“Golder”) was retained by HDR Inc. (“HDR”), on behalf of the Regional Municipality of York (York Region), to provide contaminated property and waste management consulting services in support of the 16th Avenue Municipal Class Environmental Assessment (Woodbine Avenue to York/Durham Line), in Markham, Ontario. The “Study Area” includes approximately 14.3 km of 16th Avenue, Woodbine Avenue to York/Durham Line. The Study Area and limits are presented on Figure 1 following the text of this report. Golder’s level of work consisted of a Contamination Overview Study (“COS”) for the Study Area to assess the potential and/or actual environmental impact to the 16th Avenue right-of-way (“ROW”) within the Study Area which are identifiable from a visual examination of surface features through a “windshield” level reconnaissance and from available sources of information. No soil, water, liquid, gas, product or chemical sampling and testing on, or in the vicinity of the Study Area was conducted as part of this assessment. This assessment included a cursory overview of the Study Area and does not constitute a complete assessment of these lands. 2.0 METHOD OF INVESTIGATION Information reviewed and agencies contacted as part of the COS consisted of: Technical Standards Safety Authority (“TSSA”) Fuel and Safety Division Records (select addresses of interest); EcoLog ERIS Report; Aerial photographs; and, Topographic and geologic mapping. A limited “windshield reconnaissance” within the Study Area was completed on May 19, 2017 to visually corroborate the background information reviewed. 3.0 SCOPE OF WORK 3.1 Information Review The assessment included a review of available and applicable references concerning the Study Area history and subsurface conditions, as well as a field reconnaissance. Details of the information reviewed are provided in the following sections of this report. 3.2 TSSA Fuel and Safety Division Records The TSSA maintains records related to registered underground storage tanks for petroleum-related products. The TSSA was contacted to establish the status of the properties within the Study Area and to identify outstanding instructions, incident reports, fuel oil spills, or contamination records. Based on our review of the Study Area and properties with a high probability of having associated TSSA records, the following properties were searched (from west to east): 3010 Woodbine Avenue, Markham October 5, 2017 Report No. 1538314 1 CONTAMINATION OVERVIEW STUDY, 16TH AVENUE, MARKHAM, ONTARIO 38 Buttonfield Road, Markham 3315 16th Avenue, Markham 9270 16th Avenue, Markham 1 Stone Mason Drive, Markham 9271 Markham Road, Markham 1 Mint Leaf Gate, Markham 9249 Ninth Line, Markham The TSSA issued a response on September 18, 2017 indicating that they had a record of an active propane cylinder exchange at 9249 Ninth Line, Markham. A copy of the TSSA’s response is provided in Appendix A. 3.3 Environmental Database Review Golder retained EcoLog Environmental Risk Information Services Ltd. (“EcoLog ERIS”) to provide a summary of databases of environmentally pertinent sites within the vicinity of the Study Area. The EcoLog ERIS report contains the results of a review of the following databases: Anderson’s Waste Disposal Sites, Commercial Fuel Oil Tanks, Fuel Storage Tanks, Ontario Regulation 347 Waste Generators Summary, Retail Fuel Storage Tanks, Ontario Spills, Waste Disposal Site – MOE CA Inventory and Historical Inventory. Golder received a written report from EcoLog ERIS on May 11, 2017. Table 3.1 summarizes the records that present issues of potential environmental concern to the Study Area. Pertinent results of Golder’s review of the ERIS report (presented west to east) are provided below. A copy of the ERIS report is included in Appendix B.
