2282 Minutes of the Extraordinary Teversham Parish Council Meeting Held on 30th July 2020, on Zoom, at 6pm. Present: Councillors Amrani, Kelleway, Martin, Oxford and Van der Walle In attendance: SCDCllr Daunton, the Clerk and three members of the public. 91 Apologies for absence were received and accepted from Cllrs Freeman, Fisher, Hills, Hunt and Nicholson for personal reasons. SCDCllr Cone and Williams. 92 Declarations of Interest - there were no declarations of interest made. Public Forum 93 A resident brought it to the attention of the Council that he was involved in the objection to the relocation of the water treatment works to Honey Hill when it was made before and offered his help again. It was reported the Save Honey Hill action group, formed in 2006, has reformed. 94 The Minutes of the last Parish Council meeting held on Monday 6th July 2020 were agreed to be a true record of the meeting. ITEMS FOR CONSIDERATION To consider Anglian Water’s proposal to relocate its Cambridge Waste Water Treatment 95 Plant to one of three potential relocation sites; two of the them are located between the villages of Milton, Impington and Landbeach and the third between the villages of Fen Ditton, Horningsea and Stow-cum-Quy. Clerk & It was agreed that the Council would oppose the development on all three sites for the Chair to following reason: all three sites are on greenbelt land highlighting that the principle of draft greenbelt land is that it has to be kept “open”. response It was resolved to include that the Council would specifically oppose the site at Honey and then Hill for the following reasons: circulate to Honey Hill would be technically difficult to house a water treatment works; Councillors Honey Hill site would introduce industrialisation in undeveloped land in close proximity for to the Wicken Fen Vision area as well as creating a visual intrusion and detriment to the comment amenity value. The proposed height is an issue; It would also pose environmental risks to the chalk aquifer which supplies water to residents and is a significant part of the natural environment and eco-balance in this area The plant would act as an eyesore to visitors, especially, at the gateway to Cambridge; And increased HGV movements along Newmarket Road, A1303 and High Ditch Road in particular would cause increased congestion, nuisance and pollution in our locality. To consider applying to the Cambridge Water pebble fund - a grant with three levels of 96 funding ranging from £500 to £10,000 for organisations keen to enhance biodiversity within the Cambridge water area of supply. It was agreed the Parish had no projects to apply for this year and it was agreed the Council would reconsider applying to the Pebble Fund next year. FINANCE 97 A full payment schedule was circulated before the meeting. The following payments were approved: DESCRIPTION AMOUNT July salaries HMRC 1893.19 Cllrs Pension 119.19 Kelleway Camguard Fire and Security and Oxford 93.60 RTC Safety Surfaces Ltd * 8682.00 2283 RH Landscapes 1570.00 K&M Lighting 78.70 Oasis 39.30 CALPAC new Clerk’s course 240 *A grant of £1500 from the Mick George Sports Fund will be reclaimed for this project Clerk PLANNING To consider: 98 Proposal: 20/02569/REM - Reserved matters application as part of phase 1b pursuant to condition 5 (Reserved Matters) of outline planning permission S/2682/13/OL dated 30 November 2016 (EIA Development) for detailed access, appearance, landscaping, layout and scale for the creation of 308 new homes, non-residential floor space, laying out of playing fields, open space, allotments, associated infrastructure and internal roads. Site address: Land North of Newmarket Road Fen Ditton Cambridge Public Access Link: https://applications.greatercambridgeplanning.org/online- applications/PLAN/20/02569/REM The Council resolved to respond to this application highlighting the short time period it had been given to comment and ask for an extension to the consultation period. If this was then given, the Council agreed to invite a representative to the next meeting to give a presentation on the application. Councillors raised concerns over the mix and proportion of affordable housing types; the Clerk lack of suitable cycleways and paths feeding from the site particularly in Airport Way and Newmarket Road and the location of the playing fields and allotments under the flight path. Cllr Kelleway highlighted some of the information, produced in tables, seemed to be contradictory in terms of accommodation types. Application Validated Fri 22 May 2020 Address: Car Park Church Road Teversham Cambridgeshire Proposal: Laying of car park surfacing and the installation of a decorative gateway at the car park entrance Status: Decided Decision: Granted Permission Decision Issued Date: Fri 24 Jul The Council noted the decision but questioned the lack of mention of new trees for the site. It was resolved to write to the planners and agent to ask them to agree to provide the trees as detailed in the arboricultural report. Clerk The meeting closed at 7.14pm.
