APSARWG/2−IP/XX 30/05/2017 – 01/06/2017 International Civil Aviation Organization SecondMeeting of the Asia/Pacific Regional Search and Rescue Working Group (APSARWG/2) Bangkok, Thailand, 30 May – 01 June 2017 Agenda Item 3: Global update SEARCH AND RESCUE SYSTEM OF PAKISTAN (Presented by Pakistan) SUMMARY This paper presents a brief update on Aviation SAR System of Pakistan including the ongoing works for its improvement. To enhance the capability of the SAR System, frequent meetings with the stakeholders on joint review of SAR Plan, Formation of National Search and Rescue committee and Joint SAR Exercises have improved the Civil and Military relationship and SAR perspective amongst the stakeholders of the country. 1. INTRODUCTION 1.1 The Government of Pakistan, within its territorial land, waters and over the high seas, where the responsibility for the provision of Air Traffic Services has been delegated to Pakistan under Regional Air Navigation Agreements, is committed to render search and rescue services to all aircraft and facilitate immediate rescue of its occupants when they are in need of such assistance. Establishing a completely independent and self-contained Search and Rescue organization would be cost prohibitive for CAA; therefore, the SAR facilities available with different public and private organizations have been effectively harnessed to share the responsibility in accordance with the provisions of Annex 12 supplemented by IAMSAR Manuals I, II and III, to achieve the objectives of Search and Rescue. 2. DISCUSSION 2.1 LEGISLATION 2.2 In Pakistan, the responsibility for the provision of SAR services to aircraft has been vested into CAA through a notification of the Gazette of Pakistan S.R.O. 961 (1) /94 and under Rule 4 read with 76 of Civil Aviation Rules 1994. 1 APSARWG/2−IP/XX 30/05/2017 – 01/06/2017 2.3 AREA OF RESPONSIBILITY The territory of Pakistan is divided into two Flight Information Regions (FIRs) by the parallel of latitude of 30 degree North. The two FIRs are named as Karachi FIR and Lahore FIR cover the territorial limits of Pakistan and also the airspace over the high seas in waters, where the responsibility for the provision of Air Traffic Services has been delegated to Pakistan under Regional Air Navigation Agreements. Similarly, there are two Search and Rescue Regions (SRRs) in Pakistan namely Karachi and Lahore SRRs. The boundaries of Karachi and Lahore SRRs coincide with Karachi and Lahore FIRs and in each SRR there is one Rescue Coordination Center located each at Karachi and Lahore. 3. SAR MOUs WITH STAKEHOLDERS 3.1 As per the guidelines provided by ICAO Asia Pacific Regional Office, Civil Aviation Authority has signed MOUs with following major SAR stakeholders: i. Pakistan Army ii. Pakistan Air force iii. Pakistan Navy iv. Pakistan Maritime Security Agency (PMSA) v. Khyber Pakhtunkhwa Police vi. Sindh Police vii. Baluchistan Police viii. Punjab Police ix. Pakistan Coast Guards x. Pakistan Disaster Management Authority Sindh xi. Space and Upper Atmosphere Research Commission xii. Princely Jets (Pvt) Ltd (General Aviation) 4. JOINT SAR EXERCISES 4.1 The Joint SAR Exercises were conducted in Karachi RCC from 7th April to 11th May 2017. Ground SAR assets were deployed in full scale SAR exercise which enabled to identify the weak areas and take remedial actions for their improvement. The SAR exercises were carried out according to the following guidelines provided in IAMSAR 2 APSARWG/2−IP/XX 30/05/2017 – 01/06/2017 Manual VOL II: a) SAR Communication Exercise: Involved testing of all means of communication between potential stakeholders to ensure capability for actual emergency. b) SAR Coordination Exercise: Simulated response to a series of scenarios. All levels of SAR services were involved but not deployed. c) SAR Full Scale Exercise: Actual SAR assets were deployed which increased the scope of testing the SAR system and added realistic constraints involved in launching the SAR assets. 4.2 The Joint SAR Exercises were conducted as per following program: S# TYPE OF EVENT TIME hrs. NATIONAL SAR COORDINATION COMMITTEE (NSARCC) 5.1 Civil Aviation Authority of Pakistan made concerted efforts to establish National SAR Coordination Committee (NSARCC) in accordance with the guidelines provided by ICAO’s Asia Pacific Regional Office. SAR TRAINING 6.1 Training aspect in Search and Rescue has been given due importance by Pakistan Civil Aviation Authority. The SAR courses have been conducted on regular basis following the prescribed training plan for the year. In SAR courses participants are invited from the armed / civil armed forces, public, private sector and different airports. Besides the studies, visits to other SAR units and table top exercises are part of the basic SAR courses. Having interaction between the civil and military personal has been an added advantages of these courses. So far 209 officials have been trained in Basic SAR Courses. 7. ICAO Annex-13 (Aircraft Accident & Incident Investigation) 13. COSPAS-SARSAT SYSTEM Karachi RCC is equipped with COSPAS SARSAT SYSTEM which is in operation on H24 basis. Pakistan is a member of the International COSPAS-SARSAT Program. Local User Terminal and Mission Control Centre located at Karachi provide information to RCC Karachi and covers whole Pakistan airspace and territory. Karachi RCC is responsible to coordinate with Lahore RCC in case the distress location falls in Lahore SRR. COSPAS-SARSAT program delivered the numerous information including the prompt detection of distress signals and position of distress aircraft. 14. ON GOING WORKS 14.1 New building for Lahore RCC is under construction and will be completed in January 2018. After completion of the construction work, Lahore RCC will be equipped with 5 APSARWG/2−IP/XX 30/05/2017 – 01/06/2017 latest SAR equipment including COSPAS SARSAT SYSTEM. 14.2 The draft of SAR Letter of Agreement with Oman and Iran are under progress for the approval of the government of Pakistan. 14.3 The SAR Plan was shared with the stakeholders and they were invited for a joint review of the SAR Plan. Feedback was received from different stakeholders after review of the SAR Plan and their inputs have been incorporated. The revised version of SAR Plan is now at the final stage of approval. 15.
