LDA 88-10162 (Supersedes LDA 88-10135) November 1988 Preface The Directory of Iranian Officials identifies individuals who hold positions in selected government, party, or other public organizations in the Islamic Republic of Iran. It also provides a guide to the internal structure of some of these organizations, and an explanation of their func- tions where necessary. Dates of Information. The date columns list the date an individual either assumed or was first identified in a position, and the date of his most recent identification in that position. Late dates are not included for members of the Islamic Consulative Assembly, on the assumption that the incumbents hold their positions for a specified term. Transliteration. The transliteration of organization and personal names from Farsi and Arabic follows Department of State guidelines, with minor revisions. Personal Names. Many Iranian surnames are hyphenated. Listings in this directory are by the first element of the surname, except where a figure is best known by the last element. Clerical Titles. Where an individual is known to be a Muslim cleric his title is given. In Shi’a Islam different titles are used to note varying degrees of importance: — Mullah is a general term for a religious functionary, usually a cleric; — Hojjat ol-Eslam (proof of Islam) and the more prestigious — Ayatollah (shadow of God) are titles applied as tokens of respect by the followers of a cleric, with the consensus of more senior clerics; — Ayatollah Ozma (grand ayatollah) is applied to a handful of the most important religious leaders; — Imam (spiritual leader) is a title applied to Ayatollah Ozma Ruhollah Khomeini. An index of major organizations and an index of personality follow the directory listing. Duplicate names in the personality index refer to different individuals.     IRAN EXECUTIVE SUMMARY The Islamic Republic of Iran is a constitutional, theocratic republic in which Shia Muslim clergy and political leaders vetted by the clergy dominate the key power structures. Government legitimacy is based on the twin pillars of popular sovereignty--albeit restricted--and the rule of the supreme leader of the Islamic Revolution. The current supreme leader, Ayatollah Ali Khamenei, was chosen by a directly elected body of religious leaders, the Assembly of Experts, in 1989. Khamenei’s writ dominates the legislative, executive, and judicial branches of government. He directly controls the armed forces and indirectly controls internal security forces, the judiciary, and other key institutions. The legislative branch is the popularly elected 290-seat Islamic Consultative Assembly, or Majlis. The unelected 12-member Guardian Council reviews all legislation the Majlis passes to ensure adherence to Islamic and constitutional principles; it also screens presidential and Majlis candidates for eligibility. Mahmoud Ahmadinejad was reelected president in June 2009 in a multiparty election that was generally considered neither free nor fair. There were numerous instances in which elements of the security forces acted independently of civilian control. Demonstrations by opposition groups, university students, and others increased during the first few months of the year, inspired in part by events of the Arab Spring. In February hundreds of protesters throughout the country staged rallies to show solidarity with protesters in Tunisia and Egypt. The government responded harshly to protesters and critics, arresting, torturing, and prosecuting them for their dissent. As part of its crackdown, the government increased its oppression of media and the arts, arresting and imprisoning dozens of journalists, bloggers, poets, actors, filmmakers, and artists throughout the year.

While there has been a recent growth in the study of ideational factors and their effects on foreign policy in the Gulf, state identity remains understudied within mainstream International Relations (IR), Foreign Policy Analysis (FPA), and even Middle Eastern studies literature, despite its importance and manifestation in the region’s foreign policy discourses. The aim is to challenge purely realist and power-based explanations that have dominated the discourse on Middle Eastern foreign policy—and in particular, the examination of Saudi–Iranian relations.

E-mail: [email protected], Tel.: +98 915 126 44 26 Abstract Background: The purpose of this research was evaluating the status of TQM in sports and youth bureaus of Khorasan-e Razavi province, Iran. Materials and Methods: Statistical population of the study was consisted of all employees at sports and youth bureaus of Khorasan-e Razavi province, Iran (340 persons). We selected, randomly, 180 participants out of them through Morgan's scale. After distributing the 8-scale questionnaire of total quality management among them, we collected the data and the results were analyzed using descriptive and inferential statistics. Validity of the questionnaire was approved by experts of sports management and its reliability was determined to be 0.93 using Cronbach's alpha test. Results and Discussions: Results showed that there was a significant difference between sports and youth bureaus of Khorasan-e Razavi province in terms of implementing TQM. There is also a significant difference between these bureaus in terms of meeting the 8 criteria of TQM (Executive support and leadership, management process, data analysis, customer service, relation with service providers, improvement of quality system, kaizen and employees participation) (p<0.05).
