AMENDMENTS TO JTAA RECREATIONAL BASKETBALL POLICIES, PROCEDURES AND RULES The JTAA Basketball Board adopted several rule changes for the 2019-2020 season. The rules were adopted to enhance the player experience and provide further opportunity to advance the skill level and enjoyment of the game. These rules were adopted August, 2019 and will be enforced during the 2019-2020 season for the following age divisions: I. The defensive rules outlined in Section 8, Policy Manual (JTAA Recreational Basketball Policy Manual, September 2017) for the following age divisions are replaced by the following rules: A. Boys 7: 1. Each team must play man-to-man defense. No zone defenses are allowed. Coaches are allowed on the court for a few seconds at the beginning of each quarter to assist with player match-ups (this is done very quickly). 2. It is permitted to double-team the player with the ball using help defense if the player with the ball is advancing to the basket and is located inside the 3 point line. 3. It is not permitted to double team a player without the ball 4. It is illegal for a defensive player to steal the ball from an offensive player dribbling or holding the ball. 5. A defensive player may steal the ball off a pass or if the offensive player loses control of the ball at any time. 6. Players may not reach in to tie the ball up. 7. The use of a “safe zone” has been removed. The defensive player may play defense once the offensive player crosses the half court line. 8. The referee may call a delay of game penalty if the ball handler is purposely delaying or not attempting to score a basket. The delay of game penalty will result in a change of possession. While pressing, the pressing team may double team the ball but may NOT set up a zone press. At no time can the pressing team double team a player without the ball. 3. The defensive team must allow the offensive team to inbound the ball if the ball is thrown between the backcourt free throw line extended and the backcourt baseline. Shot Clock 1. 30 second shot clock has been adopted. 2. The shot clock will reset to 15 seconds on any foul or offensive rebound. B. Bonus Free-throws 1. On the 5th team foul of each period, teams will shot a 2-shot bonus. 2. Should a game go into overtime, the number of fouls a team has committed will carry over into the overtime period. For example, if a team has only committed 3 fouls, it will start with 3 fouls with regards to the bonus in the overtime. JTAA Rec.
