2021 GLASGOW SWIM MEET 3rd - 6th June 2021 Tollcross International Swimming Centre Glasgow, Scotland (Held under FINA Rules) Meet Conditions Hosted by: Supported by: #GSM21 2021 GLASGOW SWIM MEET 1. Meet Overview a) The 2021 Glasgow Swim Meet is the final designated domestic consideration competition listed in the 2020 Olympic Games selection policy. It is also the final domestic meet within the consideration window for the 2021 European Junior Championships team selection as outlined within the European Junior Championship Selection Policy. b) The meet will be held under FINA Rules. c) The meet takes place on Thursday 3rd – Sunday 6th June 2021 at Tollcross International Swimming Centre, Glasgow. d) The meet comprises: I. a 6 session (3 heats sessions, 3 finals sessions) open section (including para athletes) with evening heats and morning finals. The event will commence on the evening of the 3rd June and conclude following the finals session on the morning of Sunday 6th June. II. a 3 session junior section – sessions will operate on a heat declared winner (HDW) format. These sessions will run early afternoon on Friday 4th, Saturday 5th and Sunday 6th June. 2. General Conditions e) The Event Planning Group (comprising British Swimming, Scottish Swimming, Glasgow Life and City of Glasgow Swim Team) reserves full powers over the 2021 Glasgow Swim Meet (50m), including but not limited to cancelling, postponing or changing the meet venue and/or format due to reasons beyond its reasonable control. f) The event conditions may be revised in response to the Scottish Government, local authority and relevant Public Health Scotland guidelines related to COVID-19 and sporting competitions. g) In addition to a change in conditions, limits will need to be placed on entry numbers which could result in some swimmers achieving a consideration time not being admitted to the meet. Limits will be set according to the restrictions and parameters in place at the time entries are finalised. In the event of entries being limited and some entries being subsequently declined, entry fees will be refunded in full. h) The Competition shall be held under FINA Rules and any additional conditions (printed in the respective Meet Information). Where FINA Rules do not provide (e.g. Health and Safety Regulations or Child Protection Guidelines) the requirements of Scottish Swimming shall apply to events held in Scotland. i) Entries may only be accepted from swimmers registered as members of Swim England, Scottish Swimming, or Swim Wales since 13th April 2021. Entries will be considered from international athletes, but due to current restrictions, only athletes who are registered as members of Swim England, Scottish Swimming, or Swim Wales since 13th April 2021 and based in England, Scotland or Wales will be considered. j) Provided an athlete is eligible to compete for Great Britain at the 2020 Olympic Games and meets the criteria established by DCMS for performance sport, British Swimming will consider entries from out-with Britain. In such cases, athletes will be required to follow Covid-19 travel protocols agreed by the Scottish Government with sportscotland. k) Where required to do so, competitors shall present their passport for age verification to the British Swimming Events Officer not later than 1100 hours on the day the competition begins. l) Swimmers must be a registered member, or equivalent, of the club in whose name they are entered, at the date of entry. This Club must be offered by the online entry system. m) Junior swimmers. I. Junior Age Groups defined by FINA and LEN in relation to FINA World Junior Championships (WJC) and the LEN European Junior Championships (EJC); i. male competitors born 2003, 2004, 2005, or 2006 ii. female competitors born 2004, 2005, 2006, or 2007 II. Junior swimmers will, on entry be automatically included in the junior section of the meet. Those juniors wishing to be included in the “Open section” must “opt in” at the time of entry. Athletes can do . For clarity, junior swimmers will not be able to swim in both senior and junior sections of the meet. Any junior opting to compete in the open section will need to do so for ALL events entered. n) Finals: I. Open section finals - All eligible swimmers for the (Open, B and para) finals will be seeded into the three respective finals (see section 5). II. Junior section – all events run on a heat declared winner basis 3. The Events Open Section events: I. 50m, 100m, 200m, 400m, 800m and 1500m Freestyle II. 50m, 100m, 200m Backstroke, Breaststroke, Butterfly III. 200m, 400m Individual Medley Junior Section events: I. 50m, 100m, 200m, 400m, and 800m Freestyle II. 100m, 200m Backstroke, Breaststroke, Butterfly III. 200m, 400m Individual Medley Para swimming events: I. 50m, 100m, 200m, 400m Freestyle II. 50m, 100m Backstroke, Breaststroke, Butterfly III. 150m, 200m Individual Medley 4. Entries a) Entry to the Championships will be by means of the British Swimming online entry system. All swimmers will be required to complete the online entry documentation in full and pay the required fee (for entries and their hotel, see c) below) in order for their entry to be processed. Full instructions will be included on the British Swimming website event page (www.britishswimming.org ). b) Entries shall open on 4th May 2021 and be received by the appropriate Entries Administrator (“the Administrator”) by no later than 1200 on Tuesday 11th May 2021. Please note that no entries beyond the closing date will be accepted. c) Following the entry deadline, the Event Planning Group will review all entries and in accordance with COVID mitigation protocols and the capacity of meet permitted at the time, and will confirm which entries have been accepted by Thursday 13th May 2021. Athletes will be asked to accept their place in the meet and events offered by Friday 14th May. Swimmers are advised at this stage that they are required to stay in the designated event hotels (as part of the event COVID Plan) on a full board basis. Swimmers will be required to confirm and pay for accommodation requirements at the time of meet entry. Swimmers will not be able to enter the meet without completing this process. Where entries are not accepted, swimmers will receive a full refund. d) Only times achieved in a 50m pool are accepted for entry, no converted times will be accepted. e) Entry times for all individual events from Swim England, Scottish Swimming and Swim Wales entrants must be recorded in the British Swimming Rankings from swimming competitions designated or licensed for entry into national competitions since 1st March 2019. f) Split Times of a relay race are not acceptable for entry. The only exception is the first leg of relay, and then only if the time it recorded on the British Rankings. g) A competitor may only compete in the name of one club at the competition. 5. Meet Procedure (Open Section including Para) a) All events in the senior and para section of the meet shall have Heats and Finals except for the 800m freestyle and 1500m freestyle which will be heat declared winner. b) Heats shall be seeded in accordance with FINA rules for the open section of the meet. c) Finals - there will be an Open final, a B final (for events where there are more than 17 starters) and a para only final (selected events only). Finals will be swum using 8 lanes. d) The fastest eight swimmers from the heats shall be allocated places in the Open Final, plus two reserves. The next fastest eight swimmers shall be allocated places in the B final. e) Heats will be swum using eight lanes. The Event Planning group reserves the right to use 10 lanes for some events to facilitate the running of the meet. f) Swimmers whose entries have been accepted will be expected to swim unless they have complied with the withdrawal procedures. 6. Meet Procedure (junior) g) All events in the junior section of the meet shall be heat declared winner. Heats shall be seeded in accordance with FINA rules. h) All ten lanes will be used. i) Swimmers whose entries have been accepted will be expected to swim unless they have complied with the withdrawal procedures. 7. Call Room a) Swimmers must report to the Competition Stewards in the Call Room for heats and finals and follow their direction. It is the swimmers responsibility to report in good time for their event. Upon entry, the swimmer must ensure that they report to a Steward and be registered as being present in the Call Room. b) All competitors are required to report to the Call Room in sufficient time and be available to walk out for their event. They must enter the Call Room ‘race ready’ as under normal circumstances having entered the Call Room they should remain in its confines until led onto the pool deck for their race. c) Coaches/chaperones will not be allowed in the Call Room area during the finals at any time. 10. Officials a) Technical Officials shall be selected from lists approved by British Swimming. 11. Doping Control a) Competitors taking part in the meet may be subject to random doping control. b) Competitors are required to bring with them either a passport or other form of identity incorporating their photograph. 12. Team Leader Meeting a) It is a requirement for a representative from all clubs with competitors entered in this meet to attend the Team Leader Meeting. This will take place at 1800 via zoom on Tuesday 1st June 2021.
