1. Sealed tender in the prescribed form to be eventually drawn-up in PWD Form P-1 (Percentage Rate Bids) in conformity with the Detailed Tender Call Notice is invited by the Executive Engineer, Bhanjanagar (R&B) Division, Bhanjanagar on behalf of Governor of Odisha invites tender in SINGLE COVER SYSTEM only on “ON LINE” for the construction of works as detailed in the table below from “D”, “C”, “B” & “A” class contractors registered with the State Government and contractors of equivalent grade / Class registered with central Government / MES /Railways for execution of civil works, on production of definite proof from the appropriate authority. The bidders may submit bids for any or all of the following works separately.

2. Bid documents consisting of plans, specifications, the schedule of quantities and the set of terms and conditions of contract and other necessary documents can be seen in the official website: www.tendersorissa.gov.in / https://tenders.ori.nic.in/nicgep/app

3. Bid must be accompanied with scanned copies of financial instruments towards cost of bid documents in shape demand draft issued from any Nationalized Scheduled Bank may prepared in the name of the Executive Engineer, Bhanjanagar (R&B) Division, Bhanjanagar payable at Bhanjanagar for Rs.6,300.00 (Rs.6,000.00 & Rs.300.00 towards cost and VAT respectively) of each bid respectively.

4. Bids must be accompanied with scanned copies of financial instruments towards Earnest Money Deposit / Bid Security of the amount specified for the work in the table Sl.1 (Col.-6) above duly pledged in favour of Executive Engineer, Bhanjanagar (R&B) Division, Bhanjanagar. Bid security will have to be in any one of the forms as specified in the bidding document. Bidders desirous to hire machineries or equipments from out side the state are required to furnish 2% of the amount put to tender as Bid security.

5. The Bid Documents will be available in the website: www.tendersorissa.gov.in / https://tenders.ori.nic.in/nicgep/app from 12.00 Noon of dated 30.01.2015 to 05.00 P.M. of dated 09.02.2015 for online bidding.

6. The bidder must possess compatible Digital Signature Certificate DSC of Class-II or Class-III.

7. Bids shall be received only “On line” on or before 5.00 P.M. of dated 09.02.2015.

8. Bids received on line shall be opened at 11.00 A.M. on dated 13.02.2015 in the office of the Executive Engineer, Bhanjanagar (R&B) Division, Bhanjanagar in the presence of bidders who wish to attend. Bidders who participated in the bid can witness the opening of bids after logging on to the site through their DSC. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.

9. After the date and time of receipt of bid is over, the original Financial instruments towards Bid Security and Demand Draft towards cost of Bid documents shall be submitted in any of the three offices i.e. (i) O/o the Superintending Engineer, Southern Circle (R&B), Berhampur, (ii) O/o the Executive Engineer, Bhanjanagar (R&B) Division & (iii) O/o the Assistant Executive Engineer, Bhanjanagar (R&B) Sub-Division for Sl. No. 1 to 5 and Kabisuryanagar (R&B) Sub-Division for Sl. No.6 to 12 on or before date & time of opening of Bids as specified at para 08 above, during office hours on working days failing which the bid will be rejected.

10. Engineering contractors who are desirous to avail the facility of exemption of EMD are required to submit the scan copy of affidavit along with bid document to the effect that he/she had not yet availed the facility during current financial year as per codal provisions and the original affidavit will be submitted before opening of the bid at any three places as mentioned above or during opening of the bid.

11. The ST/SC contractors willing to avail the facilities as fixed by Govt. will submit scan copy of the affidavit for the same along with tender document and the original affidavit will be submitted before opening of the bid at any three places as mentioned above or during opening of the bid. Otherwise they will not be entitled to avail such facilities.

13. The authority reserves the right to cancel any or all bids without assigning any reason.
