FOREWORD BY PARAVOLLEY EUROPE PRESIDENT - BRANKO MIHORKO Dear Athletes, dear sports friends,

European Paravolley is developing very fast and has a bright future. We have prepared a new frame for all new kind of competitions, and we are participating in the first EU Erasmus+ project. This is a major breakthrough for our organization, and it will pave the way for more projects. An all-new kind of competitions will start next year (2020), and the whole concept will be introduced during these European Championships. We would like to “push” team and clubs’ members to be more active so that we can develop our sport together to the next level up. Throughout the competition, there will be many side events, amongst which a Forum and the General Assembly where we will talk about the future competition systems and through workshops exchange opinions on that topic. We are heading towards the 17th edition of the European Championships as a starting point for the future PVE official events that shall include at least two divisions in European Championships, comparing to the last one in Poreč (CRO). In February 2019, PVE hosted a men qualification tournament with seven nations attending and two of them qualified for the forthcoming European Championships. Since the number of men’s teams was reduced to 12, they will play in two groups of six. Each country will have more games than in the last European Championships. Only the nine best teams from this European Championships will have a confirmed slot for the next European Championships – “Group A,” and one team from both genders will qualify for the 2020 Tokyo Paralympic games. This championship will show again what a great sport we have. Next year, the European Championships – “Group B” will be played for the first time and will include the last three teams from the 2019 European Championships edition. They will also include all the other European teams not having participated in the 2019 European Championships. The best teams from the 2020 European Championships – Group B will qualify for the 2021 European Championships – “Group A.” We also want to encourage our members to develop more women’s teams in order to increase the number of teams participating in the competitions, as they are an important part of our sport. In the next few years, we have a busy competition program, which will see Paravolley being played in many events such as the European Youth games and the European Students Games. Our goal is to be recognised as a universal inclusive sport in every country. We also would like to insist on the board’s willingness to support new members and to help them be active in our sport. Without you, our members, the sport cannot progress, and the board is looking forward to a more active cooperation in the future from all of you. We need to increase not only the number and quality of our competitions but also provide the workforce to make this possible. We will do our best to educate more Paravolley officials and increase our member’s base. Last but not least, we would like to congratulate the LOC and everyone being involved in the event organizers from the preparation period to the delivery of the competition, including the volunteers and official working hard behind the scenes to make sure it will be a memorable event. I would like to wish great success to all the teams; I hope to see great matches being played and have no doubt that many new sports friends will be made. I also hope we can show that Paravolley is a clean sport and a great show of the fair play. Good luck to all.

FOREWORD BY HUNGARIAN PARALYMPIC COMMITTEE PRESIDENT - LASZLO SZABO

Dear Athletes, Sport Professionals, Sports Friends, We believe that „Living with disability is not equal being a loser!” Despite the fact that ranks only 109th among the countries of world in territory and population, we belong to the forefront of the world with our sport performances. The position and development of a sports nation can be measured by the love of disabled sports, para athletes; deaf athletes, Special Olympics and organ transplant athletes deliver success and deserve the recognition of the Hungarians. Dear Athletes, In Hungary, it was not always mandatory and obvious that all buildings should be accessible: nowadays our athletes help in designing, constructing and rebuilding many new buildings, such as the National University of Public Service, host venue of the 2019 European Sitting Volleyball Championships, where young people can study and playing sports without barriers. However, the intellectual accessibility is more important than the physical accessibility. We believe that athletes with disabilities are not only role models in sports, also representatives of the international intellectual accessibility. We are proud to welcome the European representatives of the world's most popular Paralympic team sports, strengthening the idea of understanding and acceptance between nations and people. Approaching the 2020 Tokyo Summer Paralympics, I am sure that we will see brilliant matches and huge battles during the European Championships in Budapest. Organizing international sports events is always a great opportunity for gathering, cheering and getting to know sports. Now, it's time to fascinate the Hungarian fans! The Hungarian Volleyball Federation and the Hungarian Paralympic Committee, as well the Local Organizing Committee have made every effort to provide a secure background for the competition to get the most out of yourself and make you feel good in Budapest. FOREWORD BY HUNGARIAN VOLLEYBALL FEDERATION PRESIDENT –FERENC KOVACS

Dear Volleyball- and Sitting Volleyball Friends! It is a great honour for the Hungarian Volleyball Federation and the National Paralympic Committee that after 13 years we can be the host for such a prestigious event like the Men and Women Sitting Volleyball . This year is really special all for us, because Budapest is the European Capital of Sport in 2019. The sport of Sitting Volleyball became part of the Hungarian Volleyball Federation four years ago, and as this EC organization indicates as well, this co-operation has been blooming ever since. Due to the successful performance of our teams, the women’s national team is the fifth and men’s team is the eighth at the European Ranking list. Our women national team attended its first world championship last year, where they managed to win a match according to their goals. It is a special pleasure for me that we are expected to make record in the number of participants, as never had so many teams ever participated in continental tournament. In Budapest, there will be 21 national teams and nearly a half-thousand competitors and assistants will attend at the European Championship what is a new record. The National University of Public Service is a perfect location for the European Championship which was renovated and delivered in 2018, where we organize the matches in the sports hall, and the accommodation will be in the university's hostel, which means it can be reached in a few minutes. All the facilities are fully barrier-free. I am sure that it will be a very memorable and well-organized event for everyone, between 15th and 20thy of July 2019, and I hope that lot of spectators will see the matches. Our fans are also warmly welcome to the Women's European Championship starting from 23rd of August 2019! Go for Hungarian Volleyball, go for Hungarian Sitting Volleyball!

COMPETITION SYSTEM The competition system of the Tournament is as follows: Competition Format: Women A Two preliminary pools play round robin. 1) Pool A- 4 teams 2) Pool B- 5 teams

B 1) Quarter finals will be played as follows: 1stA - 4thB, 1stB - 4thA, 2ndB - 3rdA, 2ndA - 3rdB for semi-final places 2) Losers of the quarter finals and 5th B play round-robin for 5-9 places 3) Winners of the quarter finals will play semi-finals 4) Losers of the semi-finals play for the 3rd place, the winners for the 1st place.

Competition Format: Men A Four preliminary pools play round robin. 1) Pool A- 5 teams 2) Pool B -6 teams

B 1) Quarter finals will be played as follows: 1stA - 4thB, 1stB - 4thA, 2ndB - 3rdA, 2ndA - 3rdB for semi-final places. 2) Losers of the quarterfinals plays semi-finals for the 5th-8th places. 3) The winners of these games will play for the 5th place, the losers for the 7th place. 4) QF winners will play the semi-finals, and after that according to win or lost they play for the 1st or for the 3rd place. 5) The 5th and 6th teams of the pools plays semi-finals for the 9th-12th places as follows: 5thA - 6thB, 5thB - 6thA. Each Team has the obligation to present the following items to the Preliminary Inquiries: Passports the nationality of the country they represent. Player’s shirts (captain uniform), trousers and socks, all shirts you will play in including warm- up shirts. Libero shirts that has a different dominant colour from any jersey colour of the rest of the team. A reversal of the team jersey design, with the same colours as those being worn, is no longer permitted. Documents from other team members (Doctor, Physiotherapist); issued and confirmed by the WPV/PVE.

SPECIFIC COMPETITION REGULATIONS a) The competition shall be played in accordance with the WPV Official Sitting Volleyball Rules in place. All necessary interpretations will be made before the competition during the Technical Meeting.

b) Ball Mark/ Type Molten V5M5000 Flistatec will be the only ball at this competition.

COMPOSITION OF DELEGATION & EXTRA COSTS Each delegation will be composed of maximum 18 (eighteen) members as follows: • 12 players, • 5 officials • 1 head of delegation. Up to two extra officials and one journalist may be added to the delegation of a team on the condition that their expenses have been paid before the tournament, as stipulated in point 17 2. b). The names of a maximum of 12 players must be sent to the LOC by 30th May 2019 at the latest. These players may ONLY be chosen from the provisional list of 18 players, as supplied earlier in the Provisional Entry Form. Any other change in the players list can only be made after application to the Technical Committee. The Organiser will provide first aid medical treatment only.

TEAMS ACCREDITATION The LOC will provide an on-line check in accreditation system. The final enquiry will be held before the General Technical Meeting.

GENERAL TECHNICAL MEETING Sunday 14th July 2019 at 21.00 The Team Managers, Coaches and Doctors must be present at the General Technical Meeting. The GMT will be carried out in accordance with the PVE Sports Regulation.

RESULTS SYSTEM & DISTRIBUTION Only Daily bulletin no.1 is going to be printed out (Form C-2 and colour of the jersey for first three day matches at least). Results and standings are available at the official website www.eurosittingvolley.com Daily bulletin shall be distributed to the ITOs and teams only in case some important information should be delivered to the ITOs and teams (colour of the jersey, and additional LOC important information). During the Preliminary Inquiries, the Team Managers will be asked to give to the LOC a valid email address.

ANTI-DOPING The Anti-Doping control / processes will be carried out in full accordance with the WPV/WADA Anti-Doping Code.

INTERNATIONAL CLASSIFICATION Athletes who have never been classified and / or have a designated sport class status of Review / Review 2019 / or earlier, will be required to undergo International Classification prior to the start of the competition. Teams with 3 or more players for (re)examination will need to arrive a day earlier on 12th July 2019 in Budapest, either only the athletes for (re) examination or the complete delegation.

Each Team has the obligation to present the passport of each athletes justifying the nationality of the country they represent and ensure that all medical documentation and WPV MDF have been uploaded onto PVSAS before the classification starts

MEDICAL INFORMATION The LOC will ensure the implementation of all necessary and appropriate on-site medical, emergency ambulance and first aid services during training days and the competition. For

medical treatment, no medical insurance will be provided to any participants. All participants are responsible for obtaining their own medical insurance (including Repatriation Coverage) and will be responsible for any medical expenses resulting from participation in the event. Each NPC must ensure that all members of their delegation are appropriately insured, including coverage for travel, liability, accidents and repatriation.

LAUNDRY Teams are responsible for their own laundry. There are several washing machines in the accommodation building that can be used for free during the whole tournament. Washing powder will also be available free of charge.
