1. Senator Fisher 10.46am - Please expand on your comment that local governments operators need extra time to conduct trials and cost benefit analyses of digital conversion options in relation to self help broadcasting sites and that this will not delay the digital switchover?

All that would be required is for the remote areas of Queensland to either not be included in the regional Qld SSS contract and deadlines (just as remote SA was separated from regional SA for SSS implementation purposes see below table) or DBCDE could stick to its original closing date for remote Queensland SSS of March 2012 and delay its opening from 20 April to say August 2011 (see table below). As the remote areas of Queensland are due to switch-off analogue in mid 2013 the above 2 options do not affect the switch-off date for the remote areas of our state. At the same time existing SSS

deadlines could apply to regional Queensland as we understand the Government intends to switch- off analogue in these TV markets by 31 December 2011.

I hope the committee understands that mass letters being sent out to our ratepayers inviting them to opt in to the SSS scheme on 20 April without the councils being able to provide definitive alternate information concerning digital self-help – would just be a recipe for steamrolling our ratepayers’ interests.

We note that the above procedure change is not the province of the Bill. For many of our issues we needed to use the Bill and the Senate Committee to communicate on a whole raft of matters. Our submission and that of LGAQ however carefully did include a great many matters that are directly the subject of the Bill, such as our opposition to any opportunities for any broadcaster being able to seek exemptions from any of their current legal obligations to roll out digital terrestrial wherever they operate analogue terrestrial transmitters.

Just as we seek to do all we can to see if we can make digital self-help work in our areas – because we believe digital terrestrial reception may be both cheaper and more convenient to households and businesses than VAST DTH – so we are most opposed to others being able to take advantage of any opportunity to roll out less digital terrestrial facilities than currently their legal obligations would require.

Our own desires to thoroughly investigate digital terrestrial self-help options are directly related to the broadcasters also rolling out a maximum of digital terrestrial facilities of their own.

2. Given the recent extreme weather patterns in QLD, wouldn’t it be preferable to upgrade current analogue transmitters to digital rather than having exposed satellite equipment installed at each user’s home base?

Public Meetings to discuss Television Services The Barcoo Shire Council will hold a meeting in each of the 3 com- munities to discuss Television Services in Barcoo Shire and the possible impacts to this service with the upcoming switchover of broadcasting in Australia from the current analogue programming to a full digital service. The current Australian Government policy to manage the digital switch-over will have financial, social and technical impacts on the residents, commercial businesses and service providers in the towns of Stonehenge, Jundah & Windorah. This is also a meeting for rural residents who are unaware of what is required to become digital compliant. As there is no subsidy be- ing offered by Government for rural residents who currently receive a direct-to-home satellite service - there will be extra expenses for new digital equipment and technical issues to encounter to the way in which you receive your digital television service. Mayor of Barcoo Shire Cr Bruce Scott will be briefing the commu- nity in all three towns on the possible impacts, choices and changes for digital television reception.

Residents of Jundah, Stonehenge & Windorah are reminded that restrictions for the use of sprinklers remain in place.

Sprinklers can only be used between the hours of 4:00pm to 8:00am, including weekends. This will be monitored, and more severe restrictions may be im- posed if excessive use of water continues.

We respectfully request your co-operation with the use of water carefully in or- der to conserve this precious resource.
