Spring 2006 Industry Study Final Report News Media Industry The Industrial College of the Armed Forces National Defense University Fort McNair, Washington, D.C. 20319-5062 i NEWS MEDIA 2006 ABSTRACT: The American news media industry is characterized by two competing dynamics – traditional journalistic values and market demands for profit. Most within the industry consider themselves to be journalists first. In that capacity, they fulfill two key roles: providing information that helps the public act as informed citizens, and serving as a watchdog that provides an important check on the power of the American government. At the same time, the news media is an extremely costly, market-driven, and profit-oriented industry. These sometimes conflicting interests compel the industry to weigh the public interest against what will sell. Moreover, several fast-paced trends have emerged within the industry in recent years, driven largely by changes in technology, demographics, and industry economics. They include: consolidation of news organizations, government deregulation, the emergence of new types of media, blurring of the distinction between news and entertainment, decline in international coverage, declining circulation and viewership for some of the oldest media institutions, and increased skepticism of the credibility of “mainstream media.” Looking ahead, technology will enable consumers to tailor their news and access it at their convenience – perhaps at the cost of reading the dull but important stories that make an informed citizenry. Changes in viewer preferences – combined with financial pressures and fast paced technological changes– are forcing the mainstream media to re-look their long-held business strategies. These changes will continue to impact the media’s approach to the news and the profitability of the news industry. -

DATA FOR PROGRESS Candidate Climate Plan Summary BERNIE SANDERS ABOUT THE PROJECT The Green New Deal is an ambitious policy agenda to tackle the climate crisis, create quality jobs, and promote justice. It has become a core element of many Democrats’ platforms in the 2020 Presidential race, with more than half of all candidates endorsing the Green New Deal and widespread, bipartisan support among American voters. To determine the thoroughness of each candidate’s climate platform in addressing the features of the Green New Deal and allow for some basis for comparison, Data For Progress created a Candidate Climate Plan Summary for the debate-eligible Democratic candidates’ climate policy proposals to- date. We include on a rolling basis candidates with published presidential campaign plans, rather than public statements or legislative history. Using a rubric of 48 essential Green New Deal components, we identify where each candidate 1) addressed a component with a proposed federal policy or action, 2) acknowledged a component but lacked clear policy details, or 3) did not include a component. We assess only the presence of specific components, but do not evaluate the merits of any particular approach. Entman School of Media and Public Affairs, The George Washington University, Washington, DC 20052 This article proposes integrating the insights generated by framing, priming, and agenda-setting research through a systematic effort to conceptualize and understand their larger implications for political power and democracy. The organizing concept is bias, that curiously undertheorized staple of public discourse about the media. After showing how agenda setting, framing and priming fit together as tools of power, the article connects them to explicit definitions of news slant and the related but distinct phenomenon of bias. The article suggests improved measures of slant and bias. Properly defined and measured, slant and bias provide insight into how the media influence the distribution of power: who gets what, when, and how. Content analysis should be informed by explicit theory linking patterns of framing in the media text to predictable priming and agenda-setting effects on audiences. Is this America, the land of the free and the home of the brave, where we have to sleep with our telephones off the hook because our lives be threatened daily, because we want to live as decent human beings, in America?” With this critical question, delivered at the 1964 Democratic National Convention, Fannie Lou Hamer became revered across the nation. Malcolm X referred to her as the “country’s number one freedom fighting woman” and rumor has it Martin Luther King, Jr—though he loved her dearly— feared being upstaged by Hamer’s soul-stirring speeches. Over her lifetime (1917-1977), Fannie Lou Hamer traveled from the Delta of Mississippi to the Atlantic City Boardwalk, from Washington, D.C. to Washington State, from Madison, Wisconsin to Conakry, Guinea—always proclaiming the social gospel that all human beings are created equal and that all people are entitled to basic rights of food, FIGURE 1: Fannie Lou Hamer addresses the shelter, dignity, and a voice in the government to 1964 Democratic National Convention. which they belong. Jan Reid* The Merriam-Webster dictionary defines insurgent as "one who acts contrary to the policies and decisions of one’s own political party." In this paper, an "insurgent presidential campaign" is defined as the campaign of a candidate who did not have the support of the United States of America’s (U.S.) Democratic Party establishment. A "populist campaign" is a subset of an insurgent campaign, because although all populist campaigns are insurgent campaigns, not all insurgent campaigns are populist campaigns. This paper defines a "populist campaign" as one that seeks to mobilize an unrepresented segment of the population against an institution or government, usually in defense of the unrepresented. Whether left-wing or right-wing, populist candidates seek to unite the supposedly uncorrupt and unsophis¬ticated unrepresented against supposedly corrupt dominant elites. Insurgent campaigns have rarely been successful in capturing the Democratic Party presidential nomination in the United States. Only three insurgent campaigns have been successful over the past 50 years: the campaigns of George McGovern in 1972, Jimmy Carter in 1976, and Barack Obama in 2008, all of which were populist campaigns. The paper analyzes U.S. presidential campaigns for the period 1968- 2016; reviews books and academic literature; and makes conclusions concerning the success and failure of insurgent campaigns. Since I am sitting here in Burlington, Vermont, I want to start by asking you about your long-time friendship with our U.S. Senator, Bernie Sanders. You were elected Mayor of Berkeley, California in 1979 and served until 1986. On the other side of the country, Bernie was elected Mayor of Burlington in 1981, serving until 1987. So your terms overlapped. Your politics were similar. In fact, you were two of the only progressive mayors in the U.S. during a period when a reactionary, conservative President, Ronald Reagan, was dismantling every social program he could get his hands on. (Of course, Thatcher was doing something similar in England at the time.) Is that when you and Bernie first got to know each other? Gus Newport: Well, we actually got to know each other right after Bernie was elected in 1981. Bernie, as you know, was the co-chair of CORE [Congress on Racial Equality] when he was doing graduate work at the University of Chicago. Berkeley was the first city to divest when I became Mayor. We had it on our ballot. So Bernie called me to inquire about that, and we sort of started exploring each other's politics and we became very good friends. And then we would go to the Conference of Mayors meetings twice a year. And a small group of us, Bernie, Harold Washington, and Dennis Kucinich, we’d pull ourselves aside. -

21 Types Of News In the fIrst several chapters, we saw media systems in flux. Fewer newspaper journalists but more websites, more hours of local TV news but fewer reporters, more “news/talk” radio but less local news radio, national cable news thriving, local cable news stalled. But what matters most is not the health of a particular sector but how these changes net out, and how the pieces fit together. Here we will consider the health of the news media based on the region of coverage, whether neigh- borhood, city, state, country, or world. Hyperlocal The term “hyperlocal” commonly refers to news coverage on a neighborhood or even block-by-block level. The tradi- tional media models, even in their fattest, happiest days could not field enough reporters to cover every neighborhood on a granular level. As in all areas, there are elements of progress and retreat. On one hand, metropolitan newspapers have cut back on regional editions, which in all likelihood means less coverage of neighborhoods in those regions. But the Internet has revolutionized the provision of hyperlocal information. The first wave of technology— LISTSERV® and other email groups—made it far easier for citizens to inform one another of what was happening with the neighborhood crime watch or the new grocery store or the death of citizens can now snap a beloved senior who lived on the block for 40 years. More recently, social media tools have enabled citizens to self-organize, and connect in ever more picture of potholes and dynamic ways. Citizens can now snap pictures of potholes and send them to send to city hall, or share city hall, or share with each other via Facebook, Twitter or email. -

John Lewis (D-GA), a fellow Atlantan and dean of the Georgia Congressional delegation, delivered a heartfelt tribute to his colleague. Isakson, who suffers from Parkinson’s disease, moved to thank Lewis, but Lewis stopped him: “I will come over to meet you, brother,” he said. House, Senate Banking vote to reauthorize Terrorism Risk Insurance The Senate Committee on Banking, Housing, and Urban Affairs voted unanimously on Wednesday to approve S. 2877, the Terrorism Risk Insurance Program Reauthorization Act of 2019, which would extend the program for seven years. The bill would also require the Treasury Department to report on the availability and affordability of coverage, especially for churches, as part of its biennial report on the program.
