Dear Sirs,

New Electoral Arrangements for Stratford-on-Avon DC

I refer to the draft recommendations for the above, dated October 2013, which Bidford-on-Avon Parish Council has noted with some concern.

As the elected representatives of the local community, the Parish Council has instructed me to make a further representation, strenuously objecting to the proposed warding of Bidford-on-Avon Parish into Bidford East and Bidford West & .

The Parish Council fears that this separation of the village, between the more deprived east and affluent west, will only serve to underline the differences.

The Parish Office is situated in Bramley Way, Bidford-on-Avon, B50 4QG and is open to members of the public 10.00 am – 1.00 pm Mondays, Tuesdays, Wednesdays and Fridays and from 1.30-4.30 pm on Thursdays If you are unable to attend during these times, please call for an appointment.

According to the Warwickshire Observatory, the area of Bidford East, Waterloo and Broom is second in the list of SOAs, compared to Bidford West and Bidford South, Marlcliff and Barton which are antepenultimate, and penultimate in the list, clearly highlighting the differences between the areas.

Furthermore, since the 1981 census, the number of dwellings in Bidford on Avon has increased by some 85%, with the main developments taking place to the northeast of the village. And it is this area that continues to be prey to developers. Again, the Parish Council and local community are concerned that warding the village will only serve to exacerbate the differences, instead of creating a socially, economically and environmentally sustainable local community.

In view of the above, and the strong, unanimous belief of the Parish Council that the local community should be represented as one, not two, wards, the Parish Council and the residents of Bidford-on-Avon Parish, would ask you to consider its preference: that Bidford–on-Avon be represented by 2 Ward Members but as one local community, one parish, one ward.

Harbury Parish Council is extremely disappointed that no attention whatsoever has been paid to its previous representation to the boundary review for Stratford on Avon District Council. Instead of recognising the historic and obvious links that Harbury has with Ufton (many children from Ufton attend Harbury Primary School), and with Ladbroke (there’s a joint village newsletter, and the two share a vicar as part of the same Anglican Parish), the proposed new SDC ward combines Harbury with Heath, the other side of the M40, with which Harbury has no natural ties whatsoever. Moreover, the proposed new village between the B4100 0and the M4 will soon make this ward far too large, and require another boundary change.

Having considered the proposals, Haselor Parish Councillors were in agreement that whilst a reduction in District Councillor numbers would be beneficial financially, they are concerned that District Councillors would have difficulty in providing the level of attention currently available in rural aspects of the geographical areas.

Comment text: I make this submission on behalf of Ilmington Parish Council. Our view is that we should NOT be part of the new Quinton ward but that of Shipston North. We have concluded this because :- 1)Ilmington has good daily transport links with Shipston and is therefore very much a part of Shipston on a day to day basis. 2)Shipston is our centre for the medical facilities (The Medical Centre), daily shopping (Co-Op supermarket and many high street shops), banking (Lloyds Bank), leisure ( The Leisure Centre), secondary school (Shipston High School) and elderly care facilities ( Stour Court, Rainbow Fields, Low Furlong) 3) Ilmington has always been Shipston oriented (used to be part of Shipston Rural District Council) 4) The village is not oriented towards Quinton which in itself is Stratford oriented. 5) Because of the above a Shipston North Ward Councillor would have a better understanding of the matters affecting Ilmington.

Stratford-on-Avon District Ward Review

Napton Parish Council (NPC) wish to comment on the proposals, focusing entirely on the eastern borders of Warwickshire and around the Southam town areas.

As one of the largest Districts in England, Stratford has a wide range of different characteristics and requirements that need to be considered and it is this that NPC wishes to concentrate on.

In a previous re-warding some 11 years ago the ward of Napton and Stockton was created which produced a ward with a good local geographic focus although it did not address fully pre-existing local community factors such as those of the Church.

NPC recognises that there is a need to reduce the number of ward councillors across the district but are strongly of the opinion that now would be the wrong time to address this issue, local democracy is undergoing a period of change due to the Localism Act 2011 and there are major changes proposed in terms of the numbers of homes that will be required to be built over the next few years, in addition SDC’s own new Core Strategy is yet to be ratified and its implications will not be fully understood for some time to come. NPC therefore believe that the implementation of re-warding should be deferred until there is more in the plans for new housing development needs to meet National Government targets and also until Warwickshire County Council has had time to assess factors relating to Councillors’ Division boundaries.

NPC feels strongly that across the Stratford District that the principal of one ward member per ward is valid but it does not believe that the numbers of electors in a ward should be the driving force for deciding on a ward boundary alone as appears to have been used in this proposal.

Should SDC insist that now is the correct time to proceed, having considered the changes that are presently on-going, NPC believes that the proposed boundaries around the east edge of the district in and around Southam should be adjusted to give representation with greater relevance to geography, established community connections and existing democratic structures.

Email: [email protected] NAPTON ON THE HILL PARISH COUNCIL NPC’s reason for suggesting deferment of this proposal are based on a number of factors:-

1/ After many years where housing development has been restricted, there are now a number of very significant new housing developments which have been proposed in the locality. These are yet to be confirmed, but it makes the task of forecasting populations in a local area difficult. It is unlikely that this can be stabilised until Stratford’s Local Plan / Core Strategy is confirmed in the context of emerging national policy.

2/ At county level the County Council is examining their electoral arrangements with the Commission, it is clearly logical to maximise changes at one future time between District and County and therefore any review should be carried out at the same time.

3/ Public awareness of these proposals in the areas to be affected is extremely limited. In November 2013 Stratford District Council sent out a newsletter to all homes called ‘View’ in which there was no mention of the boundary review, although a map of the current wards was enclosed. This seems extremely undemocratic and a missed opportunity to publicise the review.

Proposals new Ward - Napton &

The inclusion of Fenny Compton with the other villages in the proposed Napton and Fenny Compton ward does not seem to be a well thought out proposal for the following reasons:-

1/ Transport routes for Napton, Stockton, Priors Marston and Hardwick are shared – travellers to Southam, Rugby and Coventry use common ‘A’ roads from these villages. Fenny Compton, Ladbroke and Shotteswell have a main common road (A423) which is also a bus route.

2/ The parishes of Stockton, Napton, Shuckburgh, Priors Marston, and Wormleighton, form an ecclesiastical working group called the ‘Bridges Group’. Where there is a clear history of community support by the local Vicar and Ward Councillors working together on welfare issues. 3/ The Parishes of Stockton and Napton have a working arrangement between Parish Clerks for audit and stand-in purposes and village magazines are coordinated to support each other on publication dates. (Napton and Shuckburgh share the same village magazine).

Pillerton Priors Parish Council cannot understand the reasoning for moving it from the Vale of Red Horse to the Ward.

 Pillerton Priors local environment and community identifies well with all other parishes in Red Horse Ward and decisions made in respect of this ward will reflect the needs of this Parish.

 Pillerton Priors does not have infrastructure and facilities in common with the parishes currently included within the Ettington Ward and therefore decisions made in respect of this ward will not reflect the needs of this Parish.

For these reasons we respectfully request that the inclusion of Pillerton Priors in Ettington Ward is reconsidered and that it continue to be included as part of Red Horse Ward.

Comment text: We prefer no change to the present system where both Pillerton Hersey and Pillerton Priors are represented by The Vale of the Red Horse. The proposal is that we are removed from this Ward and added to Ettington which is more developed and less rural. Historically we have many connections with Oxhill and the Vale of the Red Horse and . tend to identify with that area. We know how hard the District Councillors work at present, (Councillors Roache and Seccombe), and fear that reduction in Councillor numbers will lead to poorer representation for our parishioners.

Electoral Review of Stratford on Avon: Draft Recommendations

Dear Sir / Madam,

At a recent meeting of Shipston on Stour Town Council held on Monday 11th November, council debated your draft recommendations for the electoral review of Stratford on Avon.

Following detailed discussion council resolved that Shipston Town Council object to the warding of the town for town council purposes. During discussion it was noted that the town is too small to be warded and that there would be no direct benefit to the town in being warded.

Council further discussed whether they wished to make comment on the draft recommendation for Stratford District Council having single member wards, they resolved to make no comment on this.

This matter was discussed at the Stratford-upon-Avon Town Council Meeting on Tuesday last. Council considered two questions raised in the recommendation document from the Boundary Commission. I set out below an extract from the Minutes which is the Town Council’s formal response to the proposal.
